Question Hour

Questions relating to Industries, Commerce & Investment, Labour & Human Resource and Environment Protection Departments were on the agenda but all the questions were kept pending due to the absence of concerned Ministers and Movers.

Leave of Absence

Mr Muhammad Khan Bhatti, Secretary, Provincial Assembly of the Punjab, read out the leave applications of the following Members and the House granted them leave:-

Syed Sumsam Ali Shah Bukhari (PP-201), Ms Mehwish Sultana (W-332), Mr. Naveed Aslam Khan Lodhi (PP-199), Mr. Sohaib Ahmad Malik (PP-72), Ghulam Raza (PP-190), Mr. Muneeb-ul-Haq (PP-189), Malik Asad Ali (PP-168), Ch Masood Ahmad (PP-257) and Mr. Mahinder Pall Singh, (NM-366).

Adjurnment Motions

Seven Adjournment Motions were moved. The Motion moved by Ms. Raheela Naeem regarding reduction of subsidy on public transport in upcoming Budget, the Motion moved by Ms. Seemabia Tahir regarding destruction of crops, forests and killing of people by wild pigs at Kotli Sattian and no steps have been taken by the concerned departments to exterminate them, the Motion moved by Ms. Mussarat Jamshed regarding use of harmful chemicals including mercury and steroids in cosmetics increasing cancer and skin diseases despite legislation is available on it, the Motion moved by Ms. Azma Zahid Bokhari regarding number of seats of teachers and staff are lying vacant after expiry of their contracts in Narowal University consequently, students have to suffer, the Motion moved by Ms. Momina Waheed regarding delapidated condition of 17-Kilometres Sambrial-Daska road were kept pending as the concerned Ministers were not present. The Motion moved by Ms. Umul Banin Ali regarding Dolphin police harassing general public by unnecessarily stopping them to check their licences and demanding bribery instead of performing their primary duty to maintain law and order situation, and the Motion moved by Ms. Uzma Kardar regarding atrocities being committeed by Indian forces on innocent Kashmiris on 14 & 15 December 2018 resulting in death of 14 and injuring more than 300 people were disposed of after reply by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Private Members Day

Resolutions kept pending on 15 January 2019

1.   

Resolution of Mr. Ali Akhtar demanding all the roads connecting Faisalabad with other cities to be toll tax free as was practicing previously in the tenure of Ch Parvez Elahi when no toll tax was levied and was kept pending.

2.    Resolution of Mian Manazar Hussain Ranjha urging the federal government to withdraw its decision to charge Rs.20 Billion loans which NEPRA had procured from different banks from monthly bills of the electricity consumers, was kept pending.

3.    Resolution  of Ms Khadija Umer demanding to fix number of forty students in each class room of government schools to get better results in respect of teachers and students was kept pending.

4.    Resolution of Ms. Neelum Hayat Malik to regulate the high consultation fee charged by doctors in private clinics and hospitals and bound them to treat and examine patients in the public hospitals only and fix fee of these doctors till the condition of government hospitals become better, was kept pending.

5.    Resolution of Ms. Shawana Bashir that Kalam-e-Iqbal should be compulsory part of syllabi in educational institutions, was kept pending.

Current Resolutions

1.    Ms. Neelum Hayat Malik moved a Resolution suggesting to implement the decision of banning open sale of petrol and penalty to the violators was withdrawn by the mover.

2.    Ms. Saadia Sohail Rana moved a Resolution demanding to allow female teachers to bring their infants to schools and colleges, where mother care centers are not established, was kept pending as the concerned Minister was not present.

3.    Ms. Uzma Kardar moved a Resolution demanding allocation of separate and dedicated lanes on the pattern of Metro Bus Track for ambulances in five divisions of the Punjab including Gujranwala, Rawalpindi, Lahore, Faisalabad and Multan due to traffic rush and protests and use metro bus track for ambulances in the cities where this track is available was not passed by the House and was disposed of.

4.    Mr. Muhammad Safdar Shakir moved a Resolution demanding to establish a modern hospital at Municipal Committee Mamo Kangkan, District Faisalabad having population of 90 thousand was kept pending as the concerned Minister was not present.

5.    Syeda Zahra Naqvi moved a Resolution that due to non-availability of proper Career Counseling most of the students are unable to select subject according to their abilities and interest hence, not only they waste their abilities rather unable to serve their country and number of departments are deprived of experts. Since students are attracted to certain limited subjects the resolution demanded to take measures for career counseling of the students at government level, was kept pending as the concerned Minister was not present.

Zero Hour

Sardar Muhammad Awais Dreshak moved a Notice that number of accidents are occurring on daily basis on Indus Highway Kashmore to Dera Gazi Khan road due to the fact that it is not dual carriage way and 9 people of the same family died in a recent accident was disposed of.

Ms. Shaheena Karim moved a Notice that there should be complete ban on transfer of teachers in the middle and start of session i.e. in the months of December, January, February which effect the study of students, was kept pending as the concerned Minister was not present.

Ms Seemabia Tahir moved a Notice regarding destruction of crops, forests and killing of people by wild pigs at Kotli Sattian and no steps have been taken by the concerned departments to exterminate them, was kept pending as the concerned Minister was not present.

Mr Sami Ullah Khan moved a Notice regarding establishment of Punjab Advisory Council by Minister for Information & Culture on his letterhead pad, nominating Ms. Farzana Rauf as his Media Advisor, was kept pending as the concerned Minister was not present.

Ms. Uzma Kardar moved a Notice that few private schools are demanding three months advance fee in violation of Supreme Court orders that schools cannot charge more than half fee during vacations rather these schools are reluctant to reduce fee to 20%, was kept pending as the concerned Minister was not present.

Mr. Sohaib Ahmad Malik moved a Notice regarding problems being faced by students of Sargodha University  residents of Bhera for not providing them pick and drop facility by the university as it is providing this facility to the students residing at Bhalwal, was kept pending as the concerned Minister was not present.

Ms. Uzma Kardar moved a Notice that extortion money was being demanded from business community in Jaranwala District Faisalabad and were threatened that their children would be killed in case no money was given and inability of police to take any action was disposed of.
