Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Panel of Chairmen
In terms of Rule 13 (1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen nominated by Mr. Speaker in the following order:-
1. Mian Manazir Hussain Ranjha (PP-31)
2. Mr. Majid Zahoor (PP-140)
3. Makhdum Syed Murtaza Mehmud (PP-295)
4. Mrs. Azma Zahid Bokhari (W-318)
Oath
Mr. Masroor Nawaz Jhangvi, (PP-78) member-elect made an oath and signed the Roll of Members. The Speaker administered the oath.
Question Hour
Questions relating to Local Government & Community Development Department were asked and Muhammad Mansha Ullah Butt, Minister for Local Government & Community Development answered the questions.
Laying of Reports
Ch Faqir Hussain Dogar presented before the House the reports of Standing Committee on Excise & Taxation in respect of the following:
1. The Punjab Urban Immovable Property Tax (Amendment) Bill 2016 (Bill No. 47 of 2016); and
2. The Punjab Urban Immovable Property Tax (Amendment) Bill 2016 (Bill No. 48 of 2016).
Mr. Abdul Qadeer Alvi presented before the House the report of Standing Committee on Revenue, Relief and Consolidation in respect of “The Punjab Land Records Authority Bill 2016 (Bill No. 46 of 2016)”.
Call Attention Notices kept Pending on 5 December 2016
Two Call Attention Notices kept pending on 05 December 2016 were taken up. The Notice of Mian Mehmood ur Rashid regarding death of a seven year old girl at Bilal Gunj, Lahore due to the exchange of firing between two groups and the Notice of Mr. Ahmed Khan Bhachar regarding murder of a young property dealer at DHA Lahore by the unknown people, were disposed of.
Current Call Attention Notices
Two Call Attention Notices were taken up. The Notice of Mr. Ahmad Shah Khagga regarding dacoity of two lacs and forty thousand rupees, jewellery and other valuables at the house of Mr Asif resident of Ichra, Lahore and the second Notice moved by Mian Tariq Mehmood regarding looting currency and mobile phones from Mr Muhammad Amir, Mr Basharat Ali and Mr Muhammad Usman residents of District Gujrat by the dacoits at Longumalwana Road, were disposed of.
The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.
Privilege Motions
Three Privilege Motions were taken up. The Privilege Motion moved by Ms. Sobia Anwar Satti was against Sardar Ghias Gul, Ex S.P, Sadar, Rawalpindi who blamed without evidence and proof the member concerned for providing shelter to the criminals and dacoits in one of the inquiry being inquired by him against Mr Asif, Police Inspector was kept pending till next week. The Privilege Motion moved by Ms Raheela Anwar regarding misbehavior of Mr. Sajid, SHO, Chotala, Police Station and Mr Asad Alvi, DPO, District Jehlum with the member concerned and the Motion moved by Mr Ijaz Khan regarding illegal arrest of member concerned along with his two brothers and twenty seven other companions on the orders of CPO and SP, Rawal Cantt, were disposed of.
The Motions were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.
Government Business
Laying of Ordinances
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs laid before the House The Punjab Civil Administration Ordinance 2016 which was referred to the Standing Committees on Services & General Administration with the direction to submit its report within two months.
Introduction of Bill
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs introduced before the House The Punjab Drugs (Amendment) Bill 2017 which was referred to the Standing Committee on Health with the direction to submit its report within two months.
