(a) CONSIDERATION AND PASSAGE OF BILLS
1. THE CANAL AND DRAINAGE (AMENDMENT) BILL 2015 (BILL No. 53 of 2015)
A MINISTER to move that the Canal and Drainage (Amendment) Bill 2015, as recommended by Standing Committee on Irrigation and Power, be taken into consideration at once.
A MINISTER to move that the Canal and Drainage (Amendment) Bill 2015, be passed.
2. THE PUNJAB COMMISSION ON THE STATUS OF WOMEN (AMENDMENT) BILL 2015 (BILL No. 30 of 2015)
A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for the continuance of the Punjab Commission on the Status of Women (Amendment) Bill 2015.
A MINISTER to move that the Punjab Commission on the Status of Women (Amendment) Bill 2015, as recommended by Standing Committee on Gender Mainstreaming, be taken into consideration at once.
A MINISTER to move that the Punjab Commission on the Status of Women (Amendment) Bill 2015, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Fateha
The House offered Fateha on the sad demise of brother of Ms. Rukhsana Kokab, MPA (W-308).
Question Hour
Questions relating to Irrigation and Transport Departments were asked and Mian Yawar Zaman Minister for Irrigation and Mr. Muhammad Nawaz Chohan, Parliamentary Secretary for Transport answered the questions.

Adjournment Motions
Thirteen Adjournment Motions were taken up. The Adjournment Motion moved by Sheikh Ala-ud-Din regarding sufferings of the poor patients in public hospitals as well as at the hands of private practitioners (Merchant Doctors), who are minting money by enticing the poor patients in public hospitals to get private treatment from them by citing different instances. Hence, private hospitals are violating Supreme Court direction for allocating 30% free of charge service to poor, the second Motion moved by Mr. Ehsan Riaz Fatyana regarding non-maintenance of government houses in GORs occupied by lower government staff by the S&GAD which need genuine renovation work, two Motions moved by Ms Baasima Chaudhry one regarding sale of vegetables at higher rates in Lahore due to incompetency of City District Government, Price Control and Market Committees unable to get government rates implemented and the other Motion regarding open sale of intoxicant injections on the medical stores at District Vehari, three Motion moved by Mian Mehmood-ur-Rasheed one regarding shortage of injections due to negligence of Health Department Punjab and lives of millions of children are at stake who are becoming patients of Tuberculosis for not getting its vaccine, the second Motion that due to shortage of proper health facilities in THQ, RHC and BHU the District Faisalabad stands at No.35 the lowest among 36 Districts of Punjab, the third Motion regarding publication of 40.3 million textbooks, which were printed on sub-standard and recycled paper by Punjab Textbook Board in connivance with the publisher, the Motion moved by Ch. Ashraf Ali Ansari regarding 65 girls and boys public schools are without Headmistress/Headmaster resulting in administrative mismanagement and the Motion moved by Dr. Muhammad Afzal regarding embezzlement of Rs.2.5 billion by the high rank officers from the package allocated to provide clean drinking water to the residents of Cholistan thus compelling them to lead a miserable life, were disposed of. The first Motion moved by Mr. Amjad Ali Javed regarding refusal by Vice-Chancellor, G.C. University, Faisalabad to readmit students studying in its affiliated institution i.e. National College, Toba Tek Singh, consequently, effecting their educational future, the second Motion moved by Malik Ahmad Saeed Khan regarding economic plight of farmers and agriculturists of the Province who do not get desired price of their yield/crops, the third Motion moved by Mian Mehmood-ur-Rasheed regarding shortage of graveyards in Lahore in general in proportion to population growth rate and Union Councils No.84 & 90 are specifically without them despite their approval and the fourth Motion moved by Ch. Aamir Sultan Cheema that due to rigidness of administration of Shaikh Zayed Postgraduate Medical College, the college did not get affiliated from PMDC as per requirement under the law that colleges where education related to medicines or dentistry was imparted should compulsorily get affiliation with the universities specializing in the subject and consequently the future of students studying in Shaikh Zayed Medical College has become bleak on the closure of this institution, were kept pending.
The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.
At this stage, the quorum was pointed out and the House was adjourned till Tuesday February 16, 2016 at 10:00 am.
