1. MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.
A MINISTER to move that leave be granted to move a Resolution under Article 128(2)(a) of the Constitution for extension of the Punjab Food Authority (Amendment) Ordinance 2015.
A MINISTER to move the following Resolution:-
RESOLUTION
“The Provincial Assembly of the Punjab extends the period of validity of the Punjab Food Authority (Amendment) Ordinance 2015 (XXI of 2015), promulgated on 12th August 2015, for a further period of ninety days with effect from 10 November 2015.”
2. MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.

RESOLUTION

(d) CONSIDERATION AND PASSAGE OF BILLS
1. THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2015 (BILL No. 36 of 2015)
A MINISTER to move that the Punjab Local Government (Amendment) Bill 2015, as recommended by Standing Committee on Local Government and Rural Development, be taken into consideration at once.
A MINISTER to move that the Punjab Local Government (Amendment) Bill 2015, be passed.
2. THE PUNJAB COMMISSION ON THE STATUS OF WOMEN (AMENDMENT) BILL 2015 (BILL No. 30 of 2015)
A MINISTER to move that the Punjab Commission on the Status of Women (Amendment) Bill 2015, as recommended by Standing Committee on Gender and Mainstreaming, be taken into consideration at once.
A MINISTER to move that the Punjab Commission on the Status of Women (Amendment) Bill 2015, be passed.
3. THE PUNJAB MATERNITY BENEFITS (AMENDMENT) BILL 2015 (BILL No. 26 of 2015)
A MINISTER to move that the Punjab Maternity Benefits (Amendment) Bill 2015, as recommended by Standing Committee on Labour and Human Resource, be taken into consideration at once.
A MINISTER to move that the Punjab Maternity Benefits (Amendment) Bill 2015, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Panel of Chairmen
Under Rule 13(1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen in the following order:-
1. Malik Muhammad Waris Kallu (PP-42)
2. Syed Abdul Aleem (PP-244)
3. Makhdum Hashim Jawan Bakht (PP-291)
4. Ms. Saadia Sohail Rana (W-355)
Oath
Ms Fatima Fareeha, Member-elect (W-335) made an oath and signed the Roll of Members. The Speaker administered the oath.
Question Hour
Questions relating to Health Department on the List of Business were kept pending due to non-availability of Khawaja Imran Nazeer, Parliamentary Secretary for Health, for personal reasons.
Adjournment Motions
Four Adjournment Motions were taken up. The Motion moved by Mian Nasir Ahmed regarding illegal construction of residence after demolition of mosque by PTI leaders and sitting MPAs Mr Nasar Ullah Dreshak and Mr Ali Raza Dreshak and illegally grabbing 4 kanals government land of Irrigation Department in Jampur and the Motion moved by Mr Tariq Mehmood Bajwa regarding accumulation of 14 feet water in underpass constructed in 2002-03 at Sangla Hill Railway Road in PP-170 constituency of the member concerned which is in dilapidated condition due to its substandard construction and the matter was brought into the notice of district Government but of no avail, therefore, steps should be taken to drain out water accumulated therein and action should be initiated against the contractor were disposed of. The Motion moved by Sheikh Ala-ud-Din regarding zero utilization of a building worth millions of rupees allocated for Writers’ Guild of Pakistan located in highly commercialized area near Punjab Assembly is extremely in dilapidated condition and if it is not used for suitable purpose it would be illegally occupied by the “qabza mafia” therefore this building can have multifarious usages to financially strengthen literary people and their families and the Motion moved by Mr Amjad Ali Javed regarding illegal possession, demolition and later selling building material worth millions of rupees of PA house located at Mari Pachadh by Shahid Hussain Gorchani and Firdous Khan (Jamadar and Dafadar BMP) respectively, this building was constructed almost 20-year back by the then Chairman Zila Council to accommodate and provide safety to the Security Staff posted in the area and now this building is in personal use of Jamadar and Dafadar and no action has yet been initiated even after the registration of complaint by local public of the area against them were kept pending.

MOTIONS UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997
On Motions moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs, the House granted leave to move the following Resolutions under Article 128(2)(a) of the Constitution for their extension and the House granted leave in respect of them:-
1. The Punjab Food Authority (Amendment) Ordinance 2015 (XX of 2015);
2. The Punjab Special Protection Unit Ordinance 2015 (XXIII of 2015); and
3. The Punjab Technical Education and Vocational Training Authority (Amendment) Ordinance 2015 (XXIV of 2015).
Resolutions
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the Resolutions that “The Provincial Assembly of the Punjab extends the period of validity of “the Punjab Food Authority (Amendment) Ordinance 2015 (XXI of 2015)” and “the Punjab Special Protection Unit Ordinance 2015 (XXIII of 2015)”, promulgated on 12th August 2015, for a further period of ninety days with effect from 10 November 2015”, and the period of validity of “the Punjab Technical Education and Vocational Training Authority (Amendment) Ordinance 2015 (XXIV of 2015)”, promulgated on 24th August 2015, for a further period of ninety days with effect from 22 November 2015”, which were passed by the House.
Consideration and Passage of Bill
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved “THE PUNJAB LOCAL GOVERNMENT (AMENDMENT) BILL 2015 (BILL No. 36 of 2015)”, which was passed by the House.
Laying of Ordinances
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the following Ordinances, which were referred to the concerned Standing Committees with the direction to submit their reports within two months:

Introduction of Bill
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs introduced “THE PUNJAB FLOOD PLAIN REGULATION BILL 2015”, which was referred to the Standing Committee on Irrigation and Power with the direction to submit its report within two months.
Laying of Report
Mr. Khurram Ijaz Chattha presented before the House the report of Standing Committee on Communication & Works in respect of “The Infrastructure Development Authority of the Punjab Bill 2015 (Bill No. 44 of 2015)”.
The House was then adjourned till Thursday, October 8, 2015 at 10:30 am.
