کاروائی کا خلاصہ

Summary of the Proceedings Tuesday, July 21, 2020 Started at 03:53 p.m. with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool ﷺ. In Chair Mian Shafi Muhammad, Chairman Fateha The House offered Fateha on the sad demise of Justice (R) Sardar Muhammad Aslam, Supreme Court of Pakistan and those who died due to Corona. Laying of Report Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs laid the reports of Special Committee No.8 in respect of the following Bills before the House: 1. The Ravi Urban Development Authority Bill 2020 (Bill No.16 of 2020); 2. The Punjab Undesirable Cooperative Societies (Dissolution) (Amendment) Bill 2020 (Bill No. 17 of 2020); and 3. The Cooperative Societies (Amendment) Bill 2020 (Bill No.18 of 2020). Question Hour Questions relating to Food Department on the agenda were kept pending as the Secretary Food was not present in the House. Adjournment Motion The Adjournment Motion moved by Mr Muneeb-ul-Haq regarding non-payment of financial assistant to a big number of workers whose organizations and institutions were registered with PESSI and deductions were regularly made from their salaries to pay them back in the time of crisis i.e. COVID 19, when their institutions in which they were working were locked due to lockdown, they were not financially assisted from Government funded programmes including Ehsas Programme rather the workers were forced to lead a miserable life, was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs. Private Members Day Resolutions kept pending on June 9, 2020 1. Resolution of Mr Muhammad Ayub Khan to legislate and to make rules for payment of Group Insurance with profit to all Government servants of Punjab on their retirement as it is practiced in other provinces of Pakistan, was kept pending as the concerned Minister was not present. Current Resolution 1. Ms Khadija Umar moved a Resolution expressing profound grief over the death of sikh pilgrims died in train and coaster accident at Sheikhupura and expressed unity with them that the people of Pakistan were standing with them in these hard times and expected that the Punjab Government would help families of sikh pilgrims who died or injured in the accident, was unanimously passed by the House. 2. Ms Sumera Komal moved a Resolution that official rate of wheat was fixed at Rs.1,400/- per maund by the Government whereas the wheat was being sold across the Punjab @ Rs.1,800/- to 2,000/- per maund and demanded the Government to ensure sale of wheat and flour at official rate, was not passed by the House. 3. Ms Sadia Sohail Rana moved a Resolution to set up Psychological Centers and classes in educational institutions for mental growth of children, to adopt positive thinking and to handle various problems in future in a befitting manner, was passed by the House. 4. Ch Iftikhar Hussain Chhachhar moved a Resolution that phatak adjacent to Basirpur Railway Station was narrow, causing traffic jams for hours resulting in death of number of patients and demanded the Federal Government to take steps to widen this phatak to relieve people from agony of traffic jam, was unanimously passed by the House. 5. Ms Shawana Bashir moved a Resolution that people who use ring road on daily basis have to pay Rs.90/- per day which is a big amount for labour class and students and recommended the Federal Government to issue monthly cards to them worth Rs.200/- was unanimously passed by the House. Suspension of Rules On a motion moved by Ms. Sadia Sohail Rana in terms of Rule 234 of The Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution which was kept pending on the request of Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs. Resolution Ms. Sadia Sohail Rana moved a Resolution that number of breast cancer patients in the country was very high especially in Punjab and was continuously increasing, resulting in high death rate in Punjab and demanded the Government to ensure its investigation and treatment in Punjab for its curtailment. In order to devise the best breast cancer control programme a committee should be constituted to be fully assisted by Punjab Government and the committee should occasionally lay its report before the House. Furthermore, breast cancer control programme should be extended in the whole country especially all the Government Hospitals in Punjab should ensure mammography and other medical facilities to women above 40, so that deaths occurring due to breast cancer could be controlled. The House was then adjourned at 05:21 p.m. to meet on Wednesday, July 22, 2020 at 02:00 p.m.
