The sitting commenced with recitation from the Holy Qur’an and its Urdu translation, followed by Naat-e-Rasool-e-Maqbool ﷺ.

Questions relating to Sports Department were asked and answered by Mr Muhammad Anas Mehmood, Parliamentary Secretary for Youth Affairs & Sports.

The House adopted amendments in the Rules of Procedure of Procedure of Provincial Assembly of the Punjab moved by Mr Sami ullah Khan.

Mr Ahmad Iqbal Chaudhry moved that Punjab Local Government Caucus be established at the Provincial Assembly of the Punjab consisting of all members of Punjab Assembly, who have held elected offices in local governments and for members who are interested to join the Local Government Caucus. The honorable Speaker may nominate a select group from the caucus to formulate the rules of the said caucus. The Local Government and Community Development Department Punjab and its attached bodies, authorities and departments shall extend possible support to the Punjab Local Government Caucus.

The motion was adopted by the House and the Punjab Local Government Caucus stood established.

Malik Ahmad Saeed Khan moved that Punjab Border Area Development Caucus (PBADC) be established at the Provincial Assembly of the Punjab consisting of all members of this Assembly who represent border constituencies or have a special interest in the development of border regions. The honorable Speaker may nominate a select group from the caucus to formulate the rules of the said caucus. The Punjab Planning & Development Department as well as other relevant provincial departments and authorities shall extend possible support to the Punjab Border Area Development Caucus (PBADC).

The motion was adopted and the Punjab Border Area Development Caucus (PBADC) stood established.

On a motion moved by Mr Mujtaba Shuja Ur Rehman, Minister for Finance & Parliamentary Affairs, the House granted extension up to 13^th November, 2024 for laying of reports of committees in respect of the following Assembly business:

1.      Reports of Special Committees No.1,2,3 and 4

2.      Reports of Privilege Motions No.3,5,6,7,9,10,11,12,13,19 and 20/2024

3.      Call Attention Notice No.48/2024 and 41/2024, moved by Mr Aftab Ahmad Khan

4.      Adjournment Motion No.56/2024, moved by Sardar Muhammad Ali Khan

5.      Adjournment Motion No.119/2024, moved by Mr Amjad Ali Javed MPA

Mr Mujtaba Shuja Ur Rehman, Minister for Finance & Parliamentary Affairs, presented before the House following reports of Committees:

1.      Call Attention Notice No.39/2024, moved by Ms Rahila Khadim Hussain.

2.      Privilege Motion No.04/2024, moved by Mr Shahid Javed.

Two Call attention Notices were taken up:

1.    

Sardar Muhammad Awais Dreshak moved that 17-year old rickshaw driver Dilshad was picked up by Police in Rajanpur and they demanded Rs. 2.5 lacs for his release. A Case was registered; what action has been taken so far by the police in-charge.

Pended for report from FIA.

2.    

Mr Humble Sanaa Kareemi moved that according to a news report, the police tortured and killed a man named Rizwan on the charge of cattle theft in City Chunian police station, Kasur district; what was the current status of its investigation.

Pended awaiting details from Forensic Science Lab.

Mr Ahmad Iqbal Chaudhry moved a Privilege Motion for not laying the reports of NFC and Principles of Policy in the Assembly; thus resulting in breach of the privilege of the Assembly.

Referred to Committee on Privileges.

Mr Amjad Ali Javed moved an Adjournment Motion regarding the lease of land to Gymkhana Club.

Sent to Special Committee for report.
