TILAWAT AND NAAT

The sitting commenced with recitation from the Holy Qur’an and its Urdu translation, followed by Naat-e-Rasool-e-Maqbool ﷺ.

PANEL OF CHAIRPERSONS

Ch Amer Habib, Secretary General, announced the Panel of Chairpersons nominated by the Speaker in the following order of precedence:

FATEHA

The House offered Fateha on the sad demise of Ex-MPA Ch Fazal-ur-Rehman, Rana Afzaal Hussain, son of Ms Safia Saeed, Shuhada of security forces in Balochistan, Shuhada of policemen of Kacha and death of Zaireen in bus accident in Iran.

OATH

Rana Muhammad Arshad, Member-elect (PP-133) made oath of membership of the Assembly and signed the Roll of Members. The Speaker administered the oath.

QUESTION HOUR

Questions relating to Specialized Healthcare and Medical Education department were asked and Ms Rushda Lodhi, the concerned Parliamentary Secretary answered the questions.

WOMEN PARLIAMENTARY CAUCUS

Ms Salma Saadia Temur, Parliamentary Secretary For Women Development, moved a motion that Women Parliamentarian Caucus be established at the Provincial Assembly of the Punjab consisting of all women members of Punjab Assembly, the honorable Speaker may nominate a select group from the caucus to formulate the rules of the said caucus. The Women Development Department Punjab and the Punjab Commission of Status of Women, to extend possible support to the said parliamentarian caucus. The motion was adopted by the House, and the women parliamentary caucus stood established.

CALL ATTENTION NOTICES

 

Two call attention notices were taken up:

 

1)       

Ms Raheela Khadim Hussain moved her notice seeking information about a news according to which, an attempt was made to rape a five-year-old girl by an employee of Sir Ganga Ram Hospital.

Answered by Minister for Parliamentary Affairs and disposed of.

2)       

Mr Muhammad Awais moved his notice that according to news, SHO Rana Sajjad of Chowki Kot Noor Shah of Police Station Factory Area Ferozwala District ​​Sheikhupura and the policemen viciously tortured a woman due to which her nine-month-old baby died in her womb.

Speaker constituted 3 member committee to probe into the matter and report within 15 days.

PRIVILEGE MOTION

1.    

Mr Mumtaz Ali moved his motion that a patient named Sardaran Mai, who was admitted to Sheikh Zayed Hospital Rahim Yar Khan and the administration did not take care of her, when he contacted MS Dr Rao Amjad Ali, he misbehaved and in reaction, he discharged the patient on the same day without any treatment.

Referred to Committee on Privileges.

2.

Kept pending. Member to pursue with Special Committee.

3.    

Motion by Ms Saima Kanwal.

Kept pending as member was not present.

4.    

Ms Nadia Khar moved her motion raising the issue that around 15 depots and mills of Parco and Thermal Power were in her constituency, but local people and their children were not given jobs in them, despite contract indicating preference for locals. Sindh and Balochistan are given priority and locals are recruited as class IV sweeper/sanitary workers, a violation of the contract and a violation of the local people's legitimate demand.

ADJOURNMENT MOTIONS

1.       

Mr Muhammad Saqib Khurshed moved his motion that Punjab government has decided to re-auction shops that have been on tenancy for 75 years, particularly in Vehari. This step would deprive thousands of families of their livelihood.

2.       

Ms Shazia Abid moved her motion that according to a news item, CT scan machine at Mayo Hospital Lahore had stopped functioning causing difficulties for the patients.

3.       

Ms Raheela Khadim Hussain moved that according to a news report, Manawan village is facing sewerage issue. Children are not attending school due to dirty water. The entire village is polluted, leading to epidemic diseases like malaria, typhoid, and scabies.

4.       

Mr Ahmad Khan moved that according to a news report, Children's Hospital's emergency ward and theaters have been closed due to water leakage causing concern among the sick children's relatives.

5.       

Mr Ali Imtiaz moved that according to a news report three water tanks built by WASA in Lahore were found to have irregularities.

A detailed report from concerned department was ordered.

6.       

Mr Amjad Ali Javed moved that Lahore College for Women University, has lost its main purpose of providing gender protection and opportunities for study. Male staff recruited in urgent situations is assigned teaching positions, resulting in lack of gender protection. Despite numerous complaints of sexual harassment against male teaching and non-teaching staff, no redressal has been made, leading to severe insecurity among students, female teachers, and staff.

Minister of Education to respond in next session.

7.       

Mr Shaukat Raja moved his motion that former Secretary Health (Mr Ali Jaan) fired around 250 employees working in specialized healthcare subsidiaries including pharmacists, assistants, clerks and level IV employees without any reason, suspended the officers, closed their offices, stopped their salaries and wrote letter to hospital to not let them enter.

Ministers of Primary & Secondary Health and Specialized Healthcare to respond in next session.

GOVERNMENT BUSINESS

a)      Introduction of Bills

Mr Mujtaba Shuja ur Rehman, Minister for Parliamentary Affairs, introduced the following bills which were referred to the concerned Standing Committees with directions to submit their reports within two months:

1.            The Punjab Saaf Paani Authority Bill 2024

2.            The Code of Criminal Procedure (Punjab Amendment) Bill 2024

 

b)      General Discussion on Law & Order and Price Hike

 

General discussion on Law & Order and Price Hike was on agenda and was pended till next sitting.
