Consequent upon the advice of the Chief Minister, Punjab to the Governor of the Punjab under clause (1) of Article 112 of the Constitution of the Islamic Republic of Pakistan, Provincial Assembly of the Punjab stands dissolved on 14 January 2023 at 2210 hours at the expiration of forty-eight hours after the Chief Minister has so advised.

Fateha

The House offered Fateha on the sad demise of 30 people who drowned after a boat was capsized in Indus River near Machka in Sadiqabad.

Oath

Raja Saghir Ahmed, Member-elect (PP-7) made an oath as administered by the Deputy Speaker and signed the Roll of Members. The seat was vacated by him on being de-notified on 23 May, 2022 by the Election Commission of Pakistan in terms of Article 63A(1)(b)(i) of the Constitution of Islamic Republic of Pakistan, 1973.

Second Poll for Election of Chief Minister in terms of the first proviso of Article 130 (4) of the Constitution of the Islamic Republic of Pakistan and Rule 20 (3) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997:-

Mr. Deputy Speaker announced that the session was being held in the light of the order/decision passed by the Supreme Court of Pakistan dated 1 July, 2022 and order/verdict passed by Lahore High Court Lahore dated 30 June, 2022. The first poll was conducted on 16 April, 2022 in which Mr. Muhammad Hamza Shahbaz Sharif, MPA (PP-146) secured 197 votes while Mr. Parvez Elahi, MPA (PP-30), secured no vote. After rejecting 25 votes by Supreme Court of Pakistan in terms of Article 63A of the Constitution of Islamic Republic of Pakistan, 1973, the number of votes of Mr. Muhammad Hamza Shahbaz Sharif stood at 172. Hence, second poll was being conducted in terms of Article 130 (4) of the Constitution of Islamic Republic of Pakistan, 1973 and Rule 20 (3) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997.

The Secretary Assembly announced the procedure for the election of Chief Minister as elaborated in the Second Schedule. Following the procedure, bells were rung for five minutes and all the entrances to the lobbies were locked. Those Members who wanted to vote for Mr. Parvez Elahi, MPA (PP-30) proceeded to the Noes Lobby, on the left side of Deputy Speaker and those who wanted to vote for Mr. Muhammad Hamza Shahbaz Sharif, MPA (PP-146) proceeded to the Ayes Lobby, on the right side of Deputy Speaker. Tellers were posted on each lobby to record the vote of each Member by marking his division number in the register. After the conclusion of voting, the result of the count was presented to the Deputy Speaker and bells were rung for two minutes to enable the Members to return to the Chamber. After the bells stopped ringing, the Deputy Speaker announced the result that out of 365 votes PML (N) secured 179 votes and PTI secured 186 votes including 10 votes casted by the Member of PML (Q). He announced that he had received a letter from Ch. Shujaat Hussain, (Party Head of PML),  in which he had directed the Members of the Provincial Assembly of the Punjab belonging to PML to cast their votes in favour of Mr. Muhammad Hamza Shahbaz Sharif, MPA (PP-146) being the Party Head of PML in terms of Article 63A of the Constitution of Islamic Republic of Pakistan, 1973. The Deputy Speaker further announced that according to the decision of the Supreme Court of Pakistan, 10 votes of PML casted in favour of PTI candidate stood rejected. Hence, he declared Mr. Muhammad Hamza Shahbaz Sharif, MPA (PP-146) as elected Chief Minister of Punjab obtaining 179 votes.

The Chair prorogued the House.
