Consequent upon the advice of the Chief Minister, Punjab to the Governor of the Punjab under clause (1) of Article 112 of the Constitution of the Islamic Republic of Pakistan, Provincial Assembly of the Punjab stands dissolved on 14 January 2023 at 2210 hours at the expiration of forty-eight hours after the Chief Minister has so advised.

      THE PUNJAB CIVIL SERVANTS (AMENDMENT) BILL 2021 (BILL No. 39 of 2021)

 

            A MINISTER to move that the requirements of rule 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be suspended under rule 234 of the rules ibid for immediate consideration of the Punjab Civil Servants (Amendment) Bill 2021 as recommended by the Special Committee No.12.

 

            A MINISTER to move that the Punjab Civil Servants (Amendment) Bill 2021, as recommended by the Special Committee No.12, be taken into consideration at once.

 

            A MINISTER to move that the Punjab Civil Servants (Amendment) Bill 2021, be passed.

Laying of Ordinances

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs laid before the House the following Ordinances, which were referred to the concerned Standing Committees with the directions to submit their reports within two months:

1.         The Punjab Medical and Health Institutions (Amendment) Ordinance 2021; and

2.         The Ravi Urban Development Authority (Amendment) Ordinance 2021

Introduction of Bills

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs introduced before the House the following Bills, which were referred to the concerned Standing Committees with the directions to submit their reports within two months:

Consideration and Passage of Bill

Suspension of Rules

On a motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted leave to suspend rule 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 in terms of Rule 234 of the Rules ibid, for immediate consideration of “The Punjab Civil Servants (Amendment) Bill 2021” as recommended by the Special Committee No.12, which was later passed by the House.

Adjournment Motion

Malik Ghulam Qasim Hinjra moved an Adjournment Motion that all the Colleges were giving admission to the students on the basis of marks they obtained in Board exams except Government College University Lahore, which was giving admission in FA/F.Sc/I.CS etc., on the basis of entry tests arranged by the College to promote favoritism which was not a just/righteous action, was referred to Special Committee No.9 with the direction to submit its report within two months.

Suspension of Rules

On a motion moved by Syed Usman Mehmood, in terms of Rule 234 of The Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution which was unanimously passed by the House:

Syed Usman Mehmood moved a Resolution that in order to supply Sui Gas to Pindi Bhattian from Chiniot City a Gas pipeline was passed through Mouza Talib, Mouza Jahania, Ahmad Abad, Basti Lus Lawaris, Kot Haider Shah, Kot Mirza, Bhagra, Walaniawala, Saadat, Tibby Dalmir Muradwala, Kot Khair Shah, Chak 12, Thatta Kemoka, Dolwala, Saadat and Saarwala  Sadat. Land of these areas was used but no gas was provided to the residents. In view of growing demand of Sui Gas in Pindi Bhattian, a new gas pipeline was being passed from the above mentioned Mouzajaat. But the residents of these areas were again being deprived of gas supply despite the fact that they were donating their land and destroying their ready crops. The House strongly demanded the Federal Government to immediately give gas connections and gas supply to the residents of the above Mouzajaat.

The Speaker then prorogued the House at 03:30 p.m.

"چنیوٹ شہر سے پنڈی بھٹیاں کو سوئی گیس فراہم کرنے کے لئے گیس کے پائپ موضع طالب، موضع جہانیاں، احمد آباد، بستی لس لاوارث، کوٹ حیدر شاہ، کوٹ مرزا، بگھڑا، ولانیانوالہ، سادات، ٹبی دلمیر مرادوالہ، کوٹ خیر شاہ، چک 12، ٹھٹھہ کیموکا، دولوالہ سادات اور ساڑوالہ سے گزارا گیا تھا۔ زمین تو ان علاقوں کی استعمال کی گئی لیکن یہاں کے مکینوں کو سوئی گیس فراہم نہیں کی گئی۔ اب پنڈی بھٹیاں کی بڑھتی ہوئی ضرورت کے پیش نظر درج بالا مواضعات سے ایک اور نیا پائپ گزارا جا رہا ہے لیکن یہاں کے مکین اپنی زمین دینے اور تیار فصلیں برباد کروا کر بھی گیس کی سہولت سے محروم ہیں۔ لہذا پنجاب کا یہ منتخب ایوان وفاقی حکومت سے اس امر کا پُر زور مطالبہ کرتا ہے کہ چنیوٹ سے پنڈی بھٹیاں کو گیس دینے کے لئے جن جن درج بالا مواضعات سے گیس پائپ گزارا جا رہا ہے ان کے مکینوں کو فی الفور گیس کے کنکشن فراہم کئے جائیں۔"
