Question Hour
Questions relating to Primary & Secondary Healthcare Department were asked and answered by Dr. Yasmin Rashid, the concerned Minister.
Call Attention Notices
Two Call Attention Notices were taken up. The Notice moved by Malik Muhammad Ahmad Khan regarding murder of Mr Naveed student of Class 10th resident of Habib Colony, Pattoki, District Kasur and the second Notice moved by Mr Sohaib Ahmad Malik regarding murder of Syed Ijaz Hussain Shah, Ex-Vice Chairman, resident of Mouza Islampura, Tehsil Bhera, District Sargodha, at Chak No.9 by unknown persons, were disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.
Laying of Reports
Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs laid before the House the following reports, which were referred to the Public Accounts Committee No. II, with the direction to examine and report within one year:
1. Audit Reports on the Accounts of Revenue Receipts of Government of the Punjab for the Audit Year 2016-17 and 2019-20
2. Appropriation Accounts Government of the Punjab Forest Department for the Year 2018-19
Adjournment Motions
Two Adjournment Motions were taken up. The Motion moved by Ms Khadija Umer that PGR Students, being a learner were not allowed to do private practice. Mr Muhammad Rameez, a PGR Student of Jinnah Hospital posted in Urology Department was arrested in Pak Pattan while engaged in doing private practice, which was reported to the administration of Hospital; but instead of taking action against him, Dr. Saleem A Jafri, Head of Urology Department posted him as Registrar. The Medical Superintendent of Jinnah Hospital reported this incident to the Secretary, Specialized Healthcare & Medical Education, upon which it was decided to immediately terminate PGR student and to make Professor Dr. Saleem A Jafri as OSD but till now these orders had not been implemented and the second Motion moved by Ms Shazia Abid that as per Police Service Rules 2008 60% promotion quota was fixed for DSPs from Provincial Service and 40% was fixed for ASPs, which had been repealed by new Police Service Rules 2020 through a Notification issued by Police Department Government of the Punjab and as per new Service Rules the promotion quota had been reversed and 60% quota was fixed for ASPs and 40% for DSPs from Provincial Service to be promoted as SP. The revised Rules would now stagnate the promotion of Junior staff from the Provincial Government to the higher post for whom the maximum promotion was to the post of SP. Such promotion policy would not only slow down the promotion of junior staff but also dishearten them. Both the adjournment motions were referred to the Special Committee No.9 with the directions to submit their reports within two months.
