محکمہ ایکسائز اینڈ ٹیکسیشن نے ساڑھے تین لاکھ افراد کو سمارٹ کارڈ فراہم نہیں کئے۔ صرف لاہور میں 88 ہزار سمارٹ کارڈز التواء کا شکار ہیں جس سے شہریوں کو شدید مشکلات کا سامنا ہے یہ ایوان مطالبہ کرتا ہے کہ شہریوں کو سمارٹ کارڈ کی فوری فراہمی کو یقینی بنایا جائے۔

اس ایوان کی رائے ہے کہ صوبہ پنجاب میں زرعی اراضی پر ہاؤسنگ سوسائٹیوں اور صنعتی یونٹس کی تعمیر پر فوری طور پر پابندی عائد کی جائے اور زرعی اراضی میں اضافہ کرنے کے اقدامات اٹھائے جائیں۔

یہ ایوان ریاست پاکستان اور افواج پاکستان کو خراج تحسین پیش کرتا ہے کہ ان کی بھرپور کاوش اور Dedication کی بدولت پاک فوج دُنیا کی 10 طاقتور ترین افواج میں شامل ہو گئی ہے۔ یہ اعزاز حال ہی میں Global Fireworks Index 2021 کی شائع کردہ لسٹ میں دیا گیا ہے۔ اس ایوان کی رائے ہے کہ پاک آرمی ایک سیسہ پلائی دیوار کی مانند ملک کی سرحدوں کی محافظ ہے اور اس نے ایک بار پھر قوم کا سر فخر سے بلند کر دیا ہے۔

لاہور کے 100 سکولوں میں واٹر فلٹریشن پلانٹس منصوبہ ابھی تک مکمل نہیں ہوسکا ہے۔ واٹر فلٹریشن پلانٹس یکم مارچ 2020 سے قبل نصب ہونا تھے۔ سکول سربراہوں کو 5 کروڑ روپے کی خطیر رقم منتقل ہونے کے باوجود پلانٹس نصب نہیں ہوسکے۔ جس کی وجہ سے ہزاروں طلباء مضر صحت پانی پینے پر مجبور ہیں۔ پنجاب اسمبلی کا یہ ایوان سرکاری سکولوں میں واٹر فلٹریشن پلانٹس نصب نہ ہونے پر گہری تشویش کا اظہار کرتا ہے اور مطالبہ کرتا ہے کہ لاہور کے سرکاری سکولوں میں فوری طور پر واٹر فلٹریشن پلانٹس نصب کئے جائیں۔

Question Hour

 

Questions relating to Agriculture Department were asked and answered by Syed Hussain Jahania Gardezi, the concerned Minister.

 

Zero Hour

 

Two Zero Hour Notices were taken up. The Notice of Syed Hassan Murtaza pointed out that different report of the same patient tested for PCR from Government and Private Laboratories simultaneously, increase his anxiety as to rely on which report. Moreover, when and how Corona Vaccine would be available to public and what mechanism would be adopted by the Government while purchasing PCR Kits to check their standard, was disposed of as the mover was not present.

 

The Notice of Mr Aman Ullah Warraich that Mst Razia Sultana was allotted approximately 3600 Kanal area in claim at Qila Didar Singh District Gujranwala which had been sold to numerous people. Where a number of houses, shops, hotels and petrol pumps etc., had been built. The said area now fell under the jurisdiction of Municipal Committee and Deputy Commissioner Gujranwala was unlawfully ejecting people from there, was disposed of as the mover was not present.

 

Adjournment Motions

 

Five Adjournment Motions were taken up. The Adjournment Motion moved by Ms Khadija Umer regarding rejection to upgrade the seats of 25% Junior Technicians from BS-4 to BS-5 in Medical Center Health System and forceful deductions of arrears from remaining 75% Technicians receiving as such since 2011, the second Adjournment Motion moved by Mr Muhammad Safdar Shakir regarding dilapidated condition of a bridge of Town Committee, Mamu Kanjan City constructed over a water course, the third Motion moved by Ms Uzma Kardar regarding death of seven deer of Bahawalpur Zoo by eating some poisonous food, which seemed to be a conspiracy of staff deputed there, the fourth Motion moved by Ms Shazia Abid regarding outbreak of fatal diseases among animals in South Punjab especially in Multan and District Rajan Pur due to their non-vaccination despite the fact that vaccine and other medicine was provided to Livestock Department in South Punjab which was later sold by the Staff on private medical store, and the fifth Motion moved by Ms Hina Pervaiz Butt regarding non-recruitment of technical staff to operate MRI Machine in Services Hospital Lahore after its installation for the past six months, were kept pending as the concerned Ministers were not present.

 

Laying of Report

 

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs presented before the House the report of Committee on Privileges in respect of Privilege Motion No.25 of the Year 2019.

 

Extension in Time Limit for Laying the Reports

 

On a Motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted extension upto 31 March 2021 to the Committee on Privileges for laying its reports on Privilege Motion Nos. No.1, 6, 11, 17, 20, 21, 22, 24 & 25 of the year 2019 and 1, 2, 3, 6, 8, 12, 13, 14, 15, 16, 17, 18, 27, 29 & 30 of the year 2020.

Resolutions in the Public Interest

 

1.         Resolution of Ms Sumera Komal that Excise & Taxation Department had not provided Smart Card to 0.35 million people and eighty eight thousand Smart Cards were kept pending in Lahore, hence, raising the problems of public and demanded to ensure immediate delivery of Smart Cards to the citizens, was disposed of as the mover was not present.

 

2.         Ms Nasrin Tariq moved a Resolution to immediately put ban on construction of Housing Societies and Industrial Units at agricultural land and take steps to increase agricultural land, was referred to Housing, Urban Development Department of the Punjab.

 

3.         Ms Uzma Kardar moved a Resolution paying tribute to the Pakistan Army and Pakistan State due to whose efforts and dedication Pak Army was included in the list of 10 most powerful Armies of the world and once again had made us proud, was unanimously passed by the House.

 

4.         Ms Hina Pervaiz Butt moved a Resolution that Project to install Water Filtration Plants in 100 Schools of Lahore could not be completed which was to be completed before 1 March 2020 and in this respect five crore rupees had been transferred to the Heads of Schools. The resolution expressed concern over non-installation of these filtration plants and demanded their immediate installation in the Government Schools of Lahore, was kept pending as the concerned Minister was not present.

 

Suspension of Rules

 

On a motion moved by Mr Ramesh Singh Arora in terms of Rule 234 of The Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution which was unanimously passed by the House:

 

Resolution

 

Mr Ramesh Singh Arora moved a Resolution that India consists of one and a half billion population and claimed to be the largest democratic country of the world but no neighboring country was safe from its evil doing rather terrorist organization RSS and general public was facing lack of safety. Partial laws were being enacted against Muslims and minorities making their lives irksome and distressful. It seemed that India had become a country of Hindus of superior sects. Now, the Moodi Government had started to seize lands of farmers in the name of reforms. 67 % population of India consisted of farmers and Indian Punjab provided most of the Food to the whole country and was called food basket. Due to these reforms farmers were being deprived of their lands rather they were half dead. By foreseeing the dangers of these reforms Sikh farmers tried to get justice from different Government Authorities of India but no attention was paid to their request. At last thousands of Sikhs and other communities started protest in November 2020 but no result; rather violence against them was seen. Farmers were determined to get their rights and would continue their protest. The resolution condemned the atrocities being committed against Sikh farmers and demanded the Federal Government to highlight this important issue at international level to give them moral support.

 

The Chair then adjourned the House sine die.

"بھارت ڈیڑھ ارب آبادی پر مشتمل ملک ہے جو دُنیا بھر میں اپنے آپ کو بہت بڑا جمہوری ملک ہونے کا دعویٰ کرتا ہے لیکن اس کے شر سے کوئی بھی پڑوسی ملک محفوظ نہیں ہے۔ اب تو دہشت گرد تنظیم آر ایس ایس اور اس کی حکومت مودی سرکار سے اس کے اپنے ملک کے شہری بھی عدم تحفظ کا شکار ہیں۔ مسلمانوں کے خلاف امتیازی قوانین بنائے جا رہے ہیں اور باقی اقلیتوں کی زندگی بھی اجیرن کی جا رہی ہے حتیٰ کہ ان کے شر سے دلت ہندو بھی محفوظ نہیں ہیں۔ ایسا لگتا ہے کہ بھارت اب صرف بڑی ذات کے ہندوؤں کا ملک بن کر رہ گیا ہے۔ مودی سرکار یہاں تک نہیں رکی بلکہ اب اس نے اصلاحات کے نام پر کسانوں کی زمینیں ہڑپ کرنے کا منصوبہ بنایا ہے۔ بھارت میں 67 فیصد کسان ہیں اور ملک کی ایک بہت بڑی آبادی کا روزگار کاشتکاری سے وابستہ ہے۔ خاص طور بھارتی پنجاب ملک بھر کو خوراک واناج مہیا کر رہا ہے اور اسے فوڈ باسکٹ کہا جاتا ہے لیکن ان اصلاحات سے کسان نہ صرف اراضی سے محروم ہوں گے بلکہ زندہ درگور ہو جائیں گے۔ اس خطرے کے پیش نظر سکھ کسانوں نے اپنی زمینوں، روزگار اور اپنی آنے والی نسلوں کے مستقبل کے تحفظ کے لئے بھارت میں موجود تمام اتھارٹیوں کا دروازہ کھٹکھٹایا لیکن ان کی شنوائی نہیں ہوئی۔ آخر کار تنگ آ کر لاکھوں کی تعداد میں سکھ اور باقی قوموں سے تعلق رکھنے والے کسان اپنے ٹریکٹر ٹرالیوں کے ساتھ نومبر 2020 سے یخ بستہ سردی میں احتجاج کر رہے ہیں۔ اس احتجاج میں بزرگ، بچے اور خواتین بھی شامل ہیں لیکن تین ماہ گزرنے کے باوجود ابھی تک مودی سرکار نے ان کی بات نہیں سنی بلکہ بات سننے کی بجائے انہیں نعشیں دی جا رہی ہیں۔ کسانوں نے بھی تہیہ  کیا ہوا ہے کہ وہ اپنے حق کے حصول تک احتجاج جاری رکھیں گے چاہے انہیں جتنی بھی قربانیاں دینا پڑیں۔ پنجاب کا یہ منتخب ایوان بھارت کے مظلوم سکھ کسانوں پر مظالم کی شدید مذمت کرتا ہے اور وفاقی حکومت سے مطالبہ کرتا ہے کہ وہ اقوام عالم میں سکھوں کے اس اہم ترین مسئلے کو اجاگر کرنے میں ان کی اخلاقی مدد کرے۔"
