اس ایوان کی رائے ہے کہ حلقہ پی پی۔104، ضلع فیصل آباد کی دو اہم سڑکوں اڈہ مرید والہ سے منڈی مامونکانجن اور ظفر چوک سے حدود ضلع فیصل آباد پر علاقہ کے عوام کا دوسرے شہروں کو آنے جانے کا انحصار ہے۔ ان دونوں سڑکوں کی حالت انتہائی ناگفتہ بہ ہے جس کی وجہ سے نہ صرف عوام کو آنے جانے میں مشکلات درپیش ہیں بلکہ آئے دن ڈکیتی، راہزنی کی وارداتیں ہوتی ہیں۔ لہذا استدعا ہے کہ ان دونوں سڑکوں کی دوبارہ فوری تعمیر شروع کی جائے۔

صوبہ میں حاملہ خواتین کے لئے Priority  پر Sehat Insaf Card   کا اجراء کیا جائے تاکہ ابتداء سے ہی ماں بچہ کی صحت کا تحفظ کیا جا سکے۔

تحصیل چوآسیدن شاہ کو دوسری تحصیلوں سے ملانے والی تمام سڑکوں کو مرمت کیا جائے اور ڈبل کیا جائے، ان میں چوآسیدن شاہ سے کلرکہار روڈ، چوآسیدن شاہ سے چکوال روڈ شامل ہیں، اسکے علاوہ خصوصی طور پر چوآسیدن شاہ سے تحصیل پنڈدادنخان روڈ کو ڈبل کیا جائے اور سڈھانڈی گاؤں سے ضلع جہلم کو Connect  کرنے والی روڈ کو مرمت کیا جائے۔ یہ تمام دشوار گزار پہاڑی راستے ہیں، یہاں آئے روز ایکسیڈنٹ ہوتے ہیں اور یہاں سیاحوں کی بھی بڑی تعداد آتی ہے۔ لہذا ان تمام روڈز کو فی الفور Double Road  اور مرمت کیا جائے۔

جناب محمد طاہر پرویز :

تحقیق سے ثابت ہے کہ صوبہ پنجاب میں بچیوں کا پرائمری سے سیکنڈری کلاس میں ڈراپ آؤٹ سالانہ 15 لاکھ ہے اور اس ڈراپ آؤٹ کی بڑی وجہ لڑکیوں کی ہائی سکولوں تک رسائی کا نہ ہونا ہے۔ لڑکیوں کے سکولوں کی تعداد کا کم ہونا بھی ایک وجہ ہے۔ لہذا یہ ایوان حکومت پنجاب سے مطالبہ کرتا ہے کہ وہ صوبہ بھر میں خصوصاً جنوبی پنجاب میں لڑکیوں کا سکولوں سے ڈراپ آؤٹ کو روکنے کے لئے خاطر خواہ اقدامات کرے۔

محترمہ سعدیہ سہیل رانا :

مفت اور لازمی تعلیم بنیادی حقوق میں شامل ہے۔ آئین کا آرٹیکل 25 A  کہتا  ہے کہ ریاست پر لازم ہے کہ وہ 5 سے 16 سال کی عمر کے تمام بچوں کے لئے مفت اور لازمی تعلیم کی فراہمی کو یقینی بنائے۔ اس آرٹیکل کے تحت اس ایوان نے 2014 میں مفت اور لازمی تعلیم کا قانون منظور کیا۔ لیکن اس قانون کے رولز آف بزنس ابھی تک نہیں بنائے گئے۔ لہذا یہ ایوان حکومت پنجاب سے مطالبہ کرتا ہے کہ صوبہ بھر کے بچوں کی تعلیم کو یقینی بنانے کے لئے اور اس قانون پر موثر عمل درآمد کے لئے اس کو نوٹیفائی کیا جائے اور اس کے رولز آف بزنس بنائے جائیں۔

Zero Hour Notices

 

Sheikh Alla-ud-Din moved a motion regarding trawlers loading iron and different goods from Karachi to Lahore via Maitla Chowk to Vehari and then way to Pak Pattan, Chunian and Raiwind Lahore, destructing jumper roads resulting in loss of billions of rupees, was disposed of as the mover was not present.

 

Ms. Mehwish Sultana moved a motion regarding repair of all roads of Tehsil Chua Saiden Shah, District Chakwal connecting it to other Tehsils and Districts including Chua Saiden Shah, Kalar Kahar Road, Chua Saiden Shah Pind Daden Khan Road, Chua Saiden Shah Chakwal Road and Sadhandi to Jhelum Road, was disposed of after replied by Sardar Muhammad Asif Nakai, Minister for Communication & Works.

 

 

 

 

 

Extension in Time Limit for Laying the Reports

 

On a Motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted extension up to 28 February 2021 to the Special Committees No.2, 3, 4, 6, 7, 8, 9, 10, 12 & 13 for laying its report.

 

On a Motion moved by Ms Uzma Kardar, the House granted extension up to 28 February 2021 to the Standing Committee on Gender Mainstreaming for laying its report on “The Punjab Commission on the Status of Women (Amendment) Bill 2020 (Bill No.19 of 2020)”.

 

On a Motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted one year extension to Public Accounts Committee-II for submitting its reports on Accounts of the Government of the Punjab and Auditor General of Pakistan which were referred to it during November and December 2019.

 

On a Motion moved by Mian Shafi Muhammad, the House granted extension up to 31 January 2021 to the Committee on Privileges to present its reports on Privilege Motions No.1, 6, 11, 17, 20, 21, 22, 24 & 25 of the Year 2019 and 1, 2, 3, 6, 8 12 13, 14, 15, 16, 17, 18, 26, 27 & 29 of the Year 2020.

 

Laying of Report

 

Mian Shafi Muhammad presented before the House the reports of Committee on Privileges in respect of Privilege Motions No.8, 10, 12, 18 & 26 of the Year 2019 and 7, 10 & 11 of the Year 2020.

 

Adjournment Motion

 

The Adjournment Motion moved by Ms. Khadija Umer regarding non-regularization and non-payment of four years arrears to M-TECH Staff despite ruling by the Court. The M-TECH Schools and staff were devolved from the Federal Government to Workers Welfare Board, Labour Department, Punjab, after eighteenth amendment and were not adopted as they were adopted by other provinces, was kept pending.

On a motion moved by Mian Shafi Muhammad, the House granted Leave to introduce The Punjab Free and Compulsory Education (Amendment) Bill 2020”. After introduction, the Bill was referred to the Standing Committee on Schools Education with the direction to submit its report within two months.

 

Resolutions in the Public Interest

 

1.         The Resolution moved by Mr Muhammad Safdar Shakir regarding immediate re-construction of two important roads of PP-104, District Faisalabad including Adda Muridwala to Mandi Mamu Kanjan and Zafar Chowk to District Faisalabad, was not passed by the House.

 

2.         Ms Uzma kardar moved a Resolution regarding issuance of Sehat Insaf Card to the pregnant women on priority basis to keep mother and child health intact, was not passed by the House.

 

3.         The Resolution moved by Ms. Mehwish Sultana regarding repair and doubling all the roads connecting Tehsil Chua Saiden Shah with other Tehsils including Chua Saiden Shah to Kalar Kahar Road, Chua Saiden Shah to Chakwal Road, Chua Saiden Shah to Tehsil Pind Dadan Khan Road and Sadhandi Village Road connecting District Jhelum Road, was not passed by the House.

 

4.         Mr Muhammad Tahir Pervaiz moved a Resolution that dropout rate of girls from primary to secondary class in Province of Punjab was 1.5 million and the main reason of this dropout was that girls had no access to High Schools and secondly there was shortage of girls schools. Hence, urged the Punjab Government to take appropriate steps to curtail dropout rate of girls from schools across the province especially in South Punjab, was not passed by the House.

 

5.         The Resolution moved by Ms. Saadia Sohail Rana that Free and Compulsory Education was a fundamental right. In terms of Article 25-A of the Constitution, provision of free and compulsory education to all children between the ages of five to sixteen years was mandatory. Under this Article, the House had passed a law in 2014 to provide free and compulsory education; but the Rules of Business of this law had not yet been passed. Therefore, the House demanded the Punjab Government to notify the law and make its Rules of Business for its effective implementation and provide education to children across the Province, was unanimously passed by the House.

 

Suspension of Rules

 

On separate motions moved by Ms. Uzma Kardar, Mr Sami Ullah Khan and Syed Ali Haider Gilani under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolutions, which were unanimously passed by the House:-

 

Resolution

 

Ms. Uzma Kardar moved a Resolution strongly condemning unprovoked firing by Indian Army at LOC on the vehicle of UN Military Observer Group near Rawla Kot on Friday, 18 December 2020. UN Officers were approaching Polas Village to estimate the loss of life and property of innocent citizens occurred as a result of attack by the Indian Army at LOC. This attack was a deliberate move to stop them from their work, which was a severe violation of UN Charter and Cease Fire Agreement 2003. The House strongly demanded the UN Secretary General to take notice and investigate the matter. This year India had violated LOC for 3003 times in which several children, old men and women were martyred and injured. The resolution added that the House was well aware of the objectives of False Flag Operation conducted by India and warned that Pakistan would strongly retaliate in future.

 

Mr Sami Ullah Khan moved a Resolution that NADRA office remained in Shahdara for almost ten years and due to its sudden shifting outside Shahdara, residents of Shahdara, Muridke, Sharaqpur were facing a lot of problems to get their Identity Cards. This step of shifting NADRA office, taken by the Federal Government was negation of its policy to facilitate citizens on doorstep rather it was a torture for them. Hence, the House urged the Federal Government to immediately withdraw its orders of shifting NADRA office and re-establish it in Shahdara.

 

Syed Ali Haider Gilani moved a Resolution expressing deep sorrow over the death of Syed Nazim Hussain Shah, Ex-Member Provincial Assembly of the Punjab who died on 1 December 2020. The deceased was a pious and honest man, who belonged to an agriculturist family of Multan. He remained Member Punjab Assembly for five times till 2008 and played an important and significant role in the working of the House which would be remembered for ever. The House condoled with the family of the deceased and prayed for his eternal peace.

 

Announcement

 

The Chair announced that in terms of sub-Section (1) of Section 137 of the Elections Act, 2017, every Member of Assembly was bound to submit, a copy of a statement of his assets and liabilities, to the Election Commission of Pakistan, Islamabad on or before 31st December 2020.

 

The Chair then adjourned the House sine die at 06:09 p.m.
