Questions relating to Irrigation Department were asked and answered by Mr Muhammad Mohsin Leghari, the concerned Minister.

 

Call Attention Notices

 

Three Call Attention Notices were taken up. The Notice of Mr Noor ul Amin Wattoo regarding occurrence of multiple incidents of dacoity, theft and robbery within the premises of Police Station Haveli Lakha, Tehsil Depalpur, District Okara, the second Notice of Mr Muhammad Tahir Pervaiz regarding kidnapping and murder of Mr Hussain Asghar resident of District Faisalabad by five armed persons and the Notice moved by Ms Khadija Umar regarding murder of a couple within the premises of Jaranwala Police Station Sadar Chak No.58/GB, were disposed of.

 

Government Business

 

Introduction of Bill

 

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs introduced “The Times Institute, Multan Bill 2020”, which was referred to the Standing Committee on Higher Education with the direction to submit its report within two months.

 

Suspension of Rules

 

On a motion moved by Mr. Khalil Tahir Sindhu in terms of Rule 234 of The Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution which was unanimously passed by the House:

Mr. Khalil Tahir Sindhu moved a Resolution that 11 August 2020 was a Minorities Day (Youme Aqliyat), as observed every year on the same day because the founder of Pakistan Quaid-e-Azam Muhammad Ali Jinnah delivered the following speech in the First Constituent Assembly on 11 August 1947 and demanded to make this speech part of every academic syllabus.

 

You are free to go to your temples, you are free to go to your mosques or to any other places of worship in this State of Pakistan. You may belong to any religion or caste or creed – that has nothing to do with the business of the State. Thanks God we are starting in those days when there is no discrimination, no distinction between one community and another, no discrimination between one caste or creed and another. We are starting with this fundamental Principle that we are all citizens and equal citizens of one State.  Now I think we should keep that in front of us as our ideal and you will find that in course of time Hindus would cease to be Hindus and Muslims would cease to be Muslims, not in the religious sense, because that is the personal faith of each individual, but in the political sense as citizen of the State.

 

Adjournment Motions

 

Nine Adjournment Motions were taken up. The Motion moved by Ch Masood Ahmad regarding agricultural land in District Rahim Yar Khan has become barren due to salinity and demanded steps to accurate the system of distribution of water to eliminate corruption and improve agriculture, the Motion moved by Ms Uzma Kardar regarding a ward boy of Hameeda Hospital Valancia Town Lahore, who made nude video of a girl patient, blackmailing and pressurizing her family to withdraw FIR against him, two Motions of Ms. Rabia Naseem Farooqi one regarding irregularities and theft of diesel for the vehicles used by officers in PHA via flat card and the second Motion regarding severe shortage of Doctors in Teaching Hospitals thus affecting to treat the patients, the Motion of Mr Muhammad Afzal regarding funds/tax to be charged by residents of Lahore for the cleanliness of the city, the Motion of Mr Muhammad Afzal Gill regarding closure of water filtration plants in PP-247 and PP-248 District Bahawalpur without any reason hence, affecting inhabitants of the area who have to transport drinking water from far flung places and the Motion of Ms Munira Yamin Satti regarding Blue World City owners and employees assaulted and forcefully ejected the affectees of this project from Press Club Hall Rawalpindi, who came there to protest and to register their complaint against the administration of the said project, were disposed of. The Motion moved by Ms. Hina Pervaiz Butt regarding 25% increase in crimes rate in Punjab during the last six months and the Motion moved by Ch Iftikhar Hussain Chhachhar regarding termination of staff of E-Libraries in Punjab which was not only a financial burden on these employees rather negation of policy presented by the Prime Minister of Pakistan and the CM Punjab not to terminate any employee, were kept pending.

 

The Chair then adjourned the House sine die.

"میں یہ قرارداد پیش کرتا ہوں کہ مورخہ 11 اگست 2020 کو Minorities Day  (یوم اقلیت) ہے جو ہر سال منایا جاتا ہے، اس موقع پر میں یہ قرارداد پیش کرتا ہوں کہ بانی پاکستان قائداعظم محمد علی جناح نے پہلی دستور ساز اسمبلی میں تقریر کرتے ہوئے 11 اگست 1947 کو فرمایا کہ:

 

“You are free to go to your temples, you are free to go to your mosques or to any other places of worship in this State of Pakistan. You may belong to any religion or caste or creed – that has nothing to do with the business of the State …… Thank God …… we are starting in those days when there is no discrimination, no distinction between one community and another, no discrimination between one caste or creed and another.
