صوبائی اسمبلی پنجاب کا یہ ایوان 11۔اپریل 2020 کو نہایت مدبر اور دانا Parliamentarian راجہ اشفاق سرور کے انتقال پر اپنے رنج و غم کا اظہار کرتا ہے۔ مرحوم اصولوں کی سیاست اور جمہوری اقدار و روایات پر مکمل یقین رکھتے تھے۔ انہوں نے جمہوریت اور عدلیہ کی آزادی کیلئے جدوجہد کی اور آخری دم تک اپنی پارٹی سے وفادار رہے۔ مرحوم ایک محب وطن سیاستدان تھے اور ان کی شخصیت میں اسلام پسندی اور پاکستانیت کوٹ کوٹ کر بھری ہوئی تھی۔ مرحوم 1988 تا 1990‘ 1990 تا 1993‘ 1993 تا 1996‘ 1997 تا 1999 اور 2013 تا 2018 تک 5 بار پنجاب اسمبلی کے رکن منتخب ہوئے۔ اس تمام عرصہ میں وہ 4 بار صوبائی وزیر اور ایک بار مشیر وزیر اعلیٰ پنجاب کے طور پر اپنے فرائض سر انجام دیتے رہے۔ یہ ایوان مرحوم کی وفات کو ایک ناقابل تلافی نقصان قرار دیتا ہے۔ پاکستان کی پارلیمانی تاریخ میں انہیں ہمیشہ اچھے الفاظ سے یاد کیا جائے گا اور ان کی کمی کو ہمیشہ محسوس کیا جائے گا۔ یہ ایوان دعاگو ہے کہ اللہ تعالیٰ مرحوم کو اپنے جوار رحمت میں جگہ عطا فرمائے اور ان کے لواحقین کو صبر جمیل عطا فرمائے۔ آمین۔ |

اس ایوان کی رائے ہے کہ حلقہ پی پی۔185 میں صاف پانی کی فراہمی کے لئے واٹر فلٹریشن پلانٹس لگانے کے لئے فی الفور اقدامات کئے جائیں تاکہ حلقہ کی عوام کو پینے کا صاف پانی میسر ہو سکے اور وہ موذی امراض سے محفوظ رہ سکیں۔ |

Extension in Time Limit for Submission/Laying of Reports
On a Motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted one year extension to Public Accounts Committee-II for submitting its report on Accounts of the Government of the Punjab and Auditor General of Pakistan which were referred to it during April 2019.
On a Motion moved by Ch Zaheer Ud Din, the House granted extension up to 31st July 2020 to the Committee on Privileges for laying its reports on “Privilege Motions No. 6, 11, 12, 17, 18, 20, 21, 25, and 26 for the year 2019 and 1, 2, 3, 6, 8, 10, 11, and 12 for the year 2020.
Referring of Report
On a Motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House allowed to refer to Public Accounts Committee-II of present Assembly and report within a year, the Audit Reports on the Accounts of Government of the Punjab Civil Works, C&W, HUD&PHE, I&P, LG&CD Departments and Daanish Schools & Centers of Excellence Authority, Government of the Punjab for the Audit Year 2008-09 and 2012-13, which were referred to Public Accounts Committee-I during previous Assembly, were kept pending.
Question Hour
Questions relating to Food Department were asked and answered by Mr Abdul Aleem Khan, the concerned Minister.
Adjournment Motion
The Adjournment Motion moved by Syed Hassan Murtaza regarding deposit of extra fee by BDS students amounting to Rs.2,38,824/- as demanded by the Administration of Fatima Memorial Hospital College of Medicine and Dentistry Shadman Lahore, on completion of their fourth year exams and waiting for House Job in violation of Supreme Court orders that private medical colleges can not increase fee, was kept pending.

Resolution kept pending on March 10, 2020
Resolution of Mr Muhammad Ayub Khan to legislate and make rules for payment of group insurance with profit to all Government servants of Punjab on their retirement as it is practiced in other provinces of Pakistan, was kept pending because the concerned Minister was not present.
Current Resolution
1. Rana Muhammad Iqbal Khan moved a resolution expressing grief and sorrow over the death of Raja Ashfaq Sarwar, a veteran politician, who died on 11 April 2020. The deceased believed in politics of principles and democratic practices and traditions. He struggled for the democracy and freedom of judiciary and remained loyal with his party till his death. He was a patriotic parliamentarian and was a real Pakistani. He remained Member Punjab Assembly for five terms during 1988-90, 1990-93, 1993-96, 1997-99 & 2013-18 and functioned as Minister for four terms and as Advisor to Chief Minister for one term. The resolution further stated that his death was irreparable loss and he would always be remembered in the parliamentary history of Pakistan. The House prayed for the departed soul to rest in eternal peace and give patience and forbearance to the bereaved family. The resolution was unanimously passed by the House.
2. Mr Muhammad Safdar Shakir moved a resolution demanding to devise a procedure for supply of wheat bags and payment of wheat prices to the farmers to avoid any inconvenience to them, was later withdrawn by the mover.
Suspension of Rules
On a motion moved by Mr Ammar Yasir, Minister for Mines & Minerals in terms of Rule 234 of Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution which was unanimously passed by the House:
Resolution
Mr Ammar Yasir, Minister for Mines & Minerals moved a Resolution stating “Almighty Allah says O Muslims! Hazrat Muhammad ﷺ is not father of any man but He is the Prophet of Allah and stamp of the messengers and Allah knows everything well”. The House appreciated the Federal cabinet for not including Qadianis in the Minority Commission because they neither recognize the Constitution of Pakistan nor they accept themselves as non-Muslim minority. The Resolution reiterated that every other single day, one or other issue was raised regarding Namoos-e-Rasalat ﷺ. One time Hajj form was changed and another time word Khatamun Nabiyeen ﷺ was omitted from the books, but no one was held accountable for such conspiracies. The resolution further stated that Pakistan was an Islamic country but being Pakistani we had to beg for Tahafuz-e-Namoos-e-Rasalat ﷺ, which was shameful for all of us. The House urged the Federal Government through this resolution to stop this process and those people who were involved in these conspiracies should be exposed and given stringent punishment. Furthermore, Hindu, Sikh and Christians were sitting in the Minority Commission but their presence was never objected because they did not claim to be Muslims. The resolution stated that we raise voice for the minorities’ rights given in the Constitution and if the head of the Qadianis send in writing that they recognize the Constitution of Pakistan and accept themselves as non-Muslim then we would have no objection to their sitting in the Minority Commission. Matter of Khatam-e-Nabuwwat ﷺ was a red line for all of us and nothing was more important for us than Tahaffuz-e-Khatam-e-Nabuwwat, Tahaffuz-e-Namoos-e-Rasalat ﷺ Tahaffuz-e-Namoos-e-Ashaab-e-Rasool, Tahaffuz-e-Namoos-e-Ahle Bait Athaar and Tahaffuz-e-Namoos-e-Ummahat-ul-Momineen رضوان اللہ تعا لیٰ علیہم اجمعینand our everything was sacrificed on them and there should be no ambiguity about this.

’’ارشاد باری تعالیٰ ہے: "اے مسلمانوں ! حضرت محمد رسولﷺ تم میں سے کسی مرد کے باپ نہیں ہیں مگر وہ اللہ کے رسول ہیں، اور نبیوں کی مہر ہیں اور اللہ ہر بات کو خوب جاننے والا ہے۔ (یعنی مہر لگ گئی اور یہ راستہ ہمیشہ کیلئے بند ہو گیا ، یہاں سے اب کسی اور نبوت کے اجراء کا سوال ہی پیدا نہیں ہوتا) ۔ (سورۃ الاحزاب آیت 40)۔
جامع ترمذی اور سنن ابوداؤد میں حضرت ثوبان رضی اللہ عنہ سے روایت ہے کہ حضور ﷺ نے فرمایا کہ "میری امت میں سے تیس افراد ایسے اٹھیں گے جو کذاب (انتہائی جھوٹے) ہوں گے۔ ان میں سے ہر شخص اپنے بارے میں یہ گمان کرتا ہو گا کہ وہ نبی ہے، حالانکہ میں خاتم النبیین ہوں، اب میرے بعد کوئی نبی نہیں آئے گا"۔
حضرت محمد رسولﷺ کی عظمت اور فضیلت کا پہلو اس اعتبار سے ہے کہ نبوت آپ پر کامل ہو گئی ہے، رسالت کی آپ پر تکمیل ہو گئی ہے اور یہی وجہ ہے کہ ہم قرآن و حدیث شریف میں حضورﷺ کےضمن میں خاص طور پرتکمیل اکمل جیسے الفاظ بکثرت استعمال ہوئے ہیں۔
جیسا کہ قرآن شریف میں ارشاد باری تعالیٰ ہے کہ "آج کے دن ہم نے تمہارے لئے تمہارے دین کو کامل کر دیا ہے اور آپ پر اپنی نعمتوں کا اتمام فرما دیا ہے"۔
یہ ایوان وفاقی کابینہ کو خراج تحسین پیش کرتا ہے جنہوں نے قادیانیوں کو اس بنا پر اقلیتی کمیشن میں شامل نہیں کیا کہ قادیانی نہ آئین پاکستان کو مانتے ہیں نہ اپنے آپ کو غیر مسلم اقلیت تسلیم کرتے ہیں۔
یہ ایوان اعادہ کرتا ہے کہ آئے روز ناموس رسالت ﷺپر کوئی نہ کوئی مسئلہ کھڑا کر دیا جاتا ہے۔ کبھی حج فارم میں تبدیلی کر دی جاتی ہے، کبھی کتب میں سے خاتم النبیین ﷺ کا لفظ نکال دیا جاتا ہے لیکن آج تک ان سازشیوں کے خلاف کوئی کارروائی نہیں کی گئ۔ پاکستان ایک اسلامی ملک ہےلیکن ہمیں تحفظ ناموس رسالت ﷺ کی بھیک مانگنی پڑتی ہے۔ یہ ہم سب کیلئے شرم کا مقام ہے۔
یہ ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ یہ سلسلہ بند ہونا چاہیے، جو لوگ ان سازشوں میں ملوث ہیں ان کو بے نقاب کر کے سخت سے سخت سزا دی جائے۔ مزید یہ کہ اقلیتی کمیشن میں ہندو، سکھ اور مسیحی بیٹھے ہیں ہم نے کبھی ان پر اعتراض نہیں کیا کیونکہ وہ اپنے آپ کو مسلمان نہیں کہتے۔ ہم اقلیتوں کو آئین میں دیئے گئے حقوق کیلئے آواز بلند کرتے ہیں۔
یہ ایوان مطالبہ کرتا ہے کہ اگر قادیانیوں کا سربراہ یہ لکھ کر بھیج دے کہ وہ آئین پاکستان کو مانتے ہیں اور اپنے آپ کو غیر مسلم اقلیت تسلیم کرتے ہیں تو ہمیں ان کے اقلیتی کمیشن میں بیٹھنے پر کوئی اعتراض نہیں ہو گا۔ ختم نبوت کا معاملہ ہمارے لئے ریڈ لائن ہے، تحفظ ختم نبوت، تحفظ ناموس رسالتﷺ، تحفظ ناموس اصحابِ رسول، تحفظ ناموس اہل بیت اطہار اور تحفظ ناموس امہات المومینین رضوان اللہ تعالیٰ علیہم اجمعین سے بڑھ کر ہمارے لئے کوئی چیز نہیں، اس پر ہمارا سب کچھ قربان ہے۔ اس پر کسی کو ابہام نہیں ہونا چائیے۔‘‘
