MOTION UNDER RULE 244-A
MOTION UNDER RULE 244-A OF THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB 1997
A MINISTER to move that leave be granted to move the proposed amendments in the Rules of Procedure of the Provincial Assembly of the Punjab 1997.
A MINISTER to move that the proposed amendments in the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be taken into consideration at once.
A MINISTER to move that the proposed amendments in the Rules of Procedure of the Provincial Assembly of the Punjab 1997, be passed.
Note: The proposed amendments are given in the Annexure.

(a) INTRODUCTION OF BILLS
1. THE PUNJAB MAINTENANCE OF PUBLIC ORDER (AMENDMENT) BILL 2016
A MINISTER to introduce the Punjab Maintenance of Public Order (Amendment) Bill 2016.
2. THE PUNJAB LOCAL GOVERNMENT (THIRD AMENDMENT) BILL 2016
A MINISTER to introduce the Punjab Local Government (Third Amendment) Bill 2016.
(b) CONSIDERATION AND PASSAGE OF BILLS
1. THE CANAL AND DRAINAGE (AMENDMENT) BILL 2015 (BILL No. 53 of 2015)
A MINISTER to move that the Canal and Drainage (Amendment) Bill 2015, as recommended by Standing Committee on Irrigation and Power, be taken into consideration at once.
A MINISTER to move that the Canal and Drainage (Amendment) Bill 2015, be passed.
2. THE UNIVERSITY OF OKARA BILL 2015 (BILL No. 25 of 2015)
A MINISTER to move that a special order be made under rule 225(2) of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, for the continuance of the University of Okara Bill 2015.
A MINISTER to move that the University of Okara Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.
A MINISTER to move that the University of Okara Bill 2015, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Question Hour
Questions relating to Social Welfare & Bait-ul-Maal and Population Welfare Departments were asked and Haji Muhammad Ilyas Ansari, Parliamentary Secretary for Social Welfare & Bait-ul-Maal and Mrs. Zakia Shah Nawaz Khan, Minister for Population Welfare answered the questions.
Privilege Motions
Two Privileges Motions were taken up. The Motion moved by Mr. Muhammad Arif Abbasi regarding misbehavior of Mr. Nasir Mumtaz, Chowki Incharge, Airport Society with the member concerned was referred to the Committee on Privileges with the direction to submit its report within two months and the second Motion moved by Qazi Ahmad Saeed regarding misbehavior of SDO, Irrigation, Pakalara, Tehsil Liaqatpur, District Rahim Yar Khan with the member concerned, was kept pending.
The Motion was answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.
Adjournment Motion
Thirteen Adjournment Motions were taken up. The Motion moved by Dr. Muhammad Afzal regarding 30 thousand primary schools in the Province are without foolproof security measures even after terrorist attack on Army Public School, Peshawar and officers of Education Department are not ready to accept responsibility for this irregularity, the Motion moved by Mian Mehmood-ur-Rasheed regarding residents of Lahore are facing several difficulties due to sub-standard drainage and non-availability of clean drinking water, two Motions moved by Mr. Ahmad Shah Khagga, one regarding carelessness and negligence of Environment Protection Department the residents of various localities in Lahore are suffering from various chronic diseases due to installation of commercial factories in the residential areas thus causing diseases, the second Motion regarding declaring Sir Ganga Ram Hospital as a “Model Hospital” by the Chief Minister Punjab during his visit to the Hospital is otherwise lacking facilities for the treatment of patients, the Motion moved by Ms. Shunila Ruth regarding death of many innocent people who lost their lives due to open manholes and choked drainage and the Motion moved by Ch. Aamir Sultan Cheema regarding death rate of children suffering from Diphtheria is rapidly increasing, were disposed of. The Motion moved by Sheikh Ala-ud-Din regarding human trafficking and smuggling of innocent youth at the hands of brutal agents who under Sections 13 & 18 of Immigration Ordinance, 1979 are committing unforgivable offence and their crime should be publicized through print and electronic media to bring awareness among people, three Motions moved by Mr. Ahmad Shah Khagga one regarding registries branches of nine towns in Lahore have become center of corruption and documents are being prepared and passed on reduced stamps and without capital value tax in connivance with the staff of the department, the second Motion regarding Agriculture Department Lahore has become white elephant where thousands of field advisors were appointed to acquaint farmers with modern research to help them to obtain improved yield are receiving salaries without performing their duties, the third Motion regarding inability of the Punjab Government to improve administrative issues of Shaikh Zayed Hospital where even in emergency, free of cost medicines and clinical tests are not available to patients as are available in other Government Hospitals, the Motion moved by Dr. Muhammad Afzal regarding rapid increase of youth indulging in different addictions like samad bond, heroine etc., the Motion moved by Mr. Amjad Ali Javed regarding decrease in crop production due to weather changes and salinity and the Motion moved by Malik Ahmad Saeed Khan regarding economic plight of farmers and agriculturists of the Province who do not get desired price of their yield/crops, were kept pending.
The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.
At this stage, Mr. Speaker welcomed the honorable guest Mir Ghazanfar Ali Khan, Governor Gilgit-Baltistan and his wife Mrs. Atiqa in the Speaker’s Box.
Government Business
Motion Under Rule 244-A
MOTION UNDER RULE 244-A OF THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.
On a Motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 244-A of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave for taking up the proposed amendments in the Rules of Procedure of the Provincial Assembly of the Punjab, 1997.
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the proposed amendments in the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, which were passed by the House.
Introduction of Bill
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs introduced the following Bills, which were referred to the respective Standing Committees with the directions to submit their reports within two months:
1. THE PUNJAB MAINTENANCE OF PUBLIC ORDER (AMENDMENT) BILL 2016; and
2. THE PUNJAB LOCAL GOVERNMENT (THIRD AMENDMENT) BILL 2016.
Consideration and Passage of Bills
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the following Bills which were passed by the House:
1. THE CANAL AND DRAINAGE (AMENDMENT) BILL 2015 (BILL No. 53 of 2015); and
2. THE UNIVERSITY OF OKARA BILL 2015 (BILL No. 25 of 2015).
The House was then adjourned till Thursday, February 18, 2016 at 10:00 am.
