پنجاب بھر کے میڈیکل کالجوں میں 3350 طالب علموں کے داخلہ کی گنجائش ہے جن کے against انٹری ٹیسٹ میں تقریباً ایک لاکھ امیدوار appear ہوتے ہیں اور 93 فیصد نمبروں پر میرٹ close ہو جاتا ہے۔ ایم بی بی ایس پانچ سالوں میں مکمل ہوتا ہے اور ہر سال کے end پر PROFF کا امتحان ہوتا ہے یہ مرحلہ مکمل ہونے کے بعد ایک سال کے لئے ہاؤس جاب کرنی ہوتی ہے تب جا کر سرکاری ملازمت کے حصول کے لئے PPSC میں appear ہونے کا اہل ہو سکتا ہے اور یہ قانون 1962 سے رائج ہے اور یہ سارا process، PMDC کے زیر انتظام ہے۔ اب PMDC ختم کر کے PMC بنایا گیا ہے، PMC نے اپنے ایکٹ کے سیکشن 20 میں ثبت کیا ہوا ہے کہ ایم بی بی ایس مکمل کرنے کے بعد NLE پاس کرے گا وہ ہاؤس جاب کا مستحق ٹھہرے گا ورنہ اس کی زندگی بھر کی محنت رائیگاں جائے گی۔ امریکہ اور برطانیہ میں SMLE اور
PLAB کے exams ہوتے ہیں لیکن وہ پاس ہونے والے ڈاکٹرز کو لائسنس جاری کرنے کے ساتھ ساتھ Residency دینے کے بھی پابند ہیں لیکن NLE پاس کرنے کے بعد ایسا کچھ بھی نہیں ہے۔ پھر دُنیا بھر کا قانون ہے کہ جو بھی فیصلے کئے جاتے ہیں وہ with immediate effect ہوتے ہیں وہ گزرے ہوئے سالہاسال سے لاگو نہیں ہوتے لہذا جن بچوں کی رجسٹریشن PMDC کے تحت ہوئی ہوئی ہے اور انہوں نے باقاعدہ تمام قواعد و ضوابط پر مشتمل surety bond لکھ کر دیئے ہوئے ہیں اب ان بچوں سے NLE لینا خلاف آئین و قانون ہے۔ اسی وجہ سے پنجاب بھر کے میڈیکل کالجوں سے فارغ التحصیل طلباء سراپا احتجاج ہیں اور اپنے مطالبے کے حق میں روزانہ سڑکوں پر ہیں۔ لہذا پنجاب کا یہ منتخب ایوان وفاقی حکومت سے اس امر کا مطالبہ کرتا ہے کہ PMC کے ایکٹ میں موجود شق نمبر 20 کو فی الفور ختم کیا جائے تاکہ ڈاکٹروں کا مستقبل محفوظ ہو اور وہ احتجاج کا راستہ چھوڑ کر ہسپتالوں میں غریب اور لاچار مریضوں کی جانیں بچانے کے لئے اپنے فرائض ادا کریں۔ |

رانا مشہود احمد خان: (30ستمبر2021کوپیش ہو چکی ہے) |
چین میں تعلیم حاصل کرنے والے ہزاروں پاکستانی طلبہ دسمبر 2019 سے لے کر آج تک مسائل کا شکار ہیں۔ انہیں واپس چین جا کر اپنی تعلیم جاری رکھنے میں مشکلات کا سامنا کرنا پڑ رہا ہے۔ حکومت چین انہیں واپسی کے لئے ویزے جاری نہیں کر رہی، ہزاروں کی تعداد میں یہ طلبہ اپنے مستقبل کے حوالے سے غیریقینی حالات کا شکار ہیں۔ دُنیا کے تمام ممالک اپنے ان طلبہ جو چین میں تعلیم حاصل کر رہے ہیں ان کے لئے مثبت کردار ادا کرتے ہوئے انہیں اپنی تعلیم جاری رکھنے کے لئے واپس چین بھجوانے میں مددگار ثابت ہوئے ہیں جن میں امریکہ اور جنوبی کوریا سرفہرست ہیں۔ ہمارے طلبہ مکمل vaccination کروا چکے ہیں اور حکومت چین کی جانب سے مقرر کردہ تمام SOPs پر عملدرآمد کرنے کو تیار ہیں۔ PhD اور شعبہ طب کے حوالے سے تعلیم حاصل کرنے والے طلبہ کو تحقیقی اور تجرباتی تعلیم کے حصول میں مشکلات کا سامنا ہے جو کہ online کلاسز سے مکمل طور پر ختم نہیں ہوتا۔ ان کے تعلیمی معاملات سے متعلقہ ان مسائل کو حل کرنا ہماری ذمہ داری ہے۔ حکومت وقت کی یہ ذمہ داری ہے کہ وہ چین سے رابطہ کر کے جلدازجلد اس مسئلہ کا حل نکالنے کی کوشش کرے اور ان ہزاروں طلبہ کی تعلیم اور مستقبل کے حوالے سے مبہم صورتحال کو واضح کرے تاکہ یہ طلبہ اپنی تعلیم چین سے مکمل کر کے واپس پاکستان آ کر اپنے ملک اور قوم کی خدمت کر سکیں۔ یہ ہماری اخلاقی اور قومی ذمہ داری ہے کہ اپنی نوجوان نسل کے مستقبل کو تباہ ہونے سے بچایا جائے۔ لہذا یہ ایوان وفاقی حکومت سے پُرزور مطالبہ کرتا ہے کہ چین سے رابطہ کر کے ان متاثرین طلبہ کے ویزے جاری کئے جائیں تاکہ وہ طلبہ اپنی تعلیم جاری رکھ سکیں۔ .........

چودھری افتخار حسین چھچھر : (28دسمبر2021کوپیش ہو چکی ہے) |
صوبہ بھر کے ملازمین جو کہ اس کمر توڑ مہنگائی میں شدید پریشانی کا شکار ہیں۔ 2017 سے سرکاری ملازمین کے Pay Scales Revise نہیں کئے گئے، نہ ہی تنخواہوں میں خاص اضافہ کیا گیا ہے۔ لہذا صوبائی اسمبلی پنجاب کا یہ ایوان وفاقی و صوبائی حکومت سے سفارش کرتا ہے کہ سرکاری ملازمین کے فی الفور Pay Scale Revise کرنے کے ساتھ ساتھ مہنگائی کے تناسب سے انکی تنخواہوں میں اضافہ کیا جائے۔ |

Question Hour
Questions relating to Labour & Human Resource Department were asked and answered by Mr Ansar Majeed Khan Niazi, the concerned Minister.
Zero Hour
Two Zero Hour Notices were taken up. The Notice moved by Ms Shaheena Karim that bores of hand pumps and motor pumps had either been blocked or become filthy due to recent floods in District Rajanpur and DG Khan, compelling people to drink water from ponds. Hence, Government should take measures to install hand pumps on emergency basis and the second Notice of Ms Neelum Hayat Malik regarding alleged rape of a gypsy girl at Sialkot Sambrial, New Abadi Bungla, Daska Road by unknown accused, mutilating her tongue and nose depriving her of Rs.6,000/-, were disposed of.
Adjournment Motion
The Adjournment Motion moved by Ms. Shahida Ahmad that Harvesters being the heavy machinery were used in large number across the Punjab without registration and were earning the profit of millions of rupees every year. Hence, registration of harvesters should be made compulsory to generate revenue for Punjab Government, was kept pending.

Suspension of Rules
On separate motions moved by, Mr Muhammad Nadeem Qureshi and Mrs Sabrina Javaid, the House granted leave that the requirements of Rules 93, 94, 95 and all other relevant rules of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with in terms of Rule 234 of the Rules ibid, for immediate consideration of the above mentioned Bills, which were later passed by the House.
Ms Khadija Umer moved “The Aspire University Lahore Bill 2021” as originally passed by the Assembly and returned by the Governor under Article 116(2)(b) of the Constitution be reconsidered by the Assembly in the light of the message of the Governor, which was again passed by the House after reconsideration:
Mr Muhammad Afzal, Ms Sadia Sohail Rana and Ms Shaheena Karim moved the following Bills respectively as originally passed by the Assembly had neither been assented nor returned by the Governor as required under Article 116(2)(a) of the Constitution be reconsidered by the Assembly in light of this, which were again passed by the House.
1. The Bahawalpur Metropolitan University Bill 2021;
2. The Lahore City University Bill 2021; and
3. The Punjab Free and Compulsory Education (Amendment) Bill 2020.
Current Resolutions
1. The Resolution moved by Syed Usman Mehmood expressing deep grief and sorrow over the tragedy of a boat drowned in the Indus River District Rahim Yar Khan, Sadiqabad, Mochka. The House prayed for the departed souls and condoled with the families. The Mover demanded the Punjab Government to immediately announce financial assistance for the dependents of the deceased, was kept pending.
2. Ms Shaheena Karim moved a Resolution expressing deep concern over the intensive and unfair increase in the prices of petroleum products and electricity in the last 4 months and demanded the Federal Government to immediately reduce the prices of petroleum products in the light of prices given by international market and follow public relief formula devised by the previous Government of PTI because it was obvious that increase in the prices of petroleum products and electricity was giving rise to price hike which was unbearable for a common man, was passed by the House.
The House was then adjourned at 07:10 p.m. to meet on Wednesday, September 14, 2022 at 03:00 p.m.
