2.THE PUNJAB COMMISSION FOR REGULARIZATION OF IRREGULAR HOUSING SCHEMES BILL 2021 (BILL NO. 34 OF 2021)
A MINISTER to move that the Punjab Commission for Regularization of Irregular Housing Schemes Bill 2021 (Bill No. 34 of 2021), as laid and referred to Standing Committee on Housing, Urban Development and Public Health Engineering on 04May 2021, may be taken into consideration at onceunder rule 154(6) of the Rules of Procedure of Provincial Assembly of the Punjab 1997.

3.THE PUNJAB COMMISSION FOR REGULARIZATION OF IRREGULAR HOUSING SCHEMES (AMENDMENT) BILL 2021 (BILL NO. 57OF 2021)
A MINISTER to move that requirements of rules 95, 96,154 and all other relevant rules of the Rules of Procedure of Provincial Assembly of the Punjab 1997 may be dispensed with under rule 234 of the Rules ibid for immediate consideration of the Punjab Commission for Regularization of Irregular Housing Schemes (Amendment) Bill 2021.

Questions relating to Environment Protection Department were asked and answered by Mr Muhammad Rizwan, the concerned Minister.
Twenty six Adjournment Motions were taken up. The Motion of Mr Naseer Ahmad moved on 04-10-2018 regarding closure of Kilns from 20 October to 31 December 2018 to control smog and instead of using modern technology by the Government to control smog, the Punjab Environment Protection Department had issued a letter in this regard to Kiln owners resulting in restlessness among workers and the owners, the Motion of Choudhary Ashraf Ali moved on 10-12-2018 regarding increase in the air pollution and viral diseases due to the smoke emitting vehicles specifically in District Gujrat as well as across the whole Province of Punjab, despite the fact that District Government on one hand was arranging walks and seminars in Gujrat on smog awareness among public, the Motion of Mr. Muhammad Safdar Shakir moved on 29-07-2019 regarding repair of waste water drainage located at Mamu Kanjan, Municipal Committee coming from Faisalabad, full of industrial waste which was harmful for the residents of the area, four Motions of Ms. Hina Pervaiz Butt one moved on 19-12-2019 regarding brick kilns were working without adopting zigzag technology at Nankana Sahib despite ban imposed for a month by the Government of the Punjab to produce bricks to control air pollution and secondly, bricks were sold on high price in violation of rates fixed by the Government and the second Motion regarding the project of extension of Ch Parvez Elahi Institute of Cardiology Multan had been procrastinating for the last eight years and could not be completed, the third Motion regarding Lahore canal being the reservoir of polluted water was declared threatening for swimmers resulting in spread of COVID 19, Polio and other contagious diseases and the fourth Motion moved on 10-08-2020 regarding 25% increase in crime rate in Punjab during the last six months, the Motion of Syed Ali Haider Gilani moved on 24-12-2019 regarding political victimization of Rana Sajjad, a candidate of MPA of Pakistan Peoples Party from Multan against whom illegal FIRs and a case of MPO-3 had been lodged by the Government so that he could not get bail for a certain period, the Motion of Ch Iftikhar Hussain Chhachhar moved 07-09-2020 regarding setting up of illegal factories and mills in the areas of Lahore including Momin Pura Road, Ahmad Town Road Near Bater Farm, Afshan Park, Daroghawala, wherein, tyres and carbon was burnt, causing environmental pollution and demanded to take notice and effective steps, two Motions of Syed Hassan Murtaza one moved on 24-05-2021 regarding mushroom of Industries in PP-95 Constituency of the Member concerned, which were throwing waste and chemically treated contaminated water in drains, resulting in infertility of agricultural land, contamination of underground water, spread of hepatitis and elimination of river fish, in violation of rules and regulations enacted by Environment Department and employees of the said department were overlooking this violation as they were indulged in corruption, the other Motion moved on 12-10-2020 regarding occurrence of thefts and dacoity at GOR-III residential colony of Punjab Government by the employees residing in servant quarters in connivance with the concerned SDO because Police was deputed on both gates of the colony hence, residents were insecure and unable to perform their officials duties satisfactorily, the Motion of Ms Gulnaz Shahzadi regarding implementation of Notification issued by School Education Department, Govt. of the Punjab to adopt uniform syllabus in all public, private schools and religious madaris and parents of private schools had to purchase new syllabus again after passage of six months as their children continued their studies online and appeared in annual exams in March 2021, the Motion of Mr Sami Ullah Khan moved on 27-07-2020 regarding death of 6-year-old Hareem Fatima daughter of Mr Muhammad Imran resident of Shahdara Lahore due to kite twine cutting her throat and constant increase in number of such incidents in Punjab especially in Lahore and inability/inefficiency of Police Department to take action against the culprits, the Motion of Ms Khadija Umer moved on 12-10-2020 regarding rape with 62 girls and women in different areas of Lahore during last seven month, the Motion moved by Mr Amin Ullah Khan regarding levy of tax on cattle markets across Punjab irrespective of sale and needed to be abolished, the Motion of Ms Aneeza Fatima regarding four time illegal extension of Mr Awais Saleem Humayun, Secretary, Lahore Board of Intermediate in violation of rules, who was involved in corruption as well, were disposed of after replied by the concerned Ministers. Two Motions of Sheikh Alla-ud-Din one moved on 14-01-2019 regarding commission of various crimes and sinful activities on the shrines of saints in connivance with police and staff of Auqaf Department and measures were required to be taken to curb these activities following the footsteps observed and practiced on the shrine of Hazrat Ayub Ansari in Turkey, the other Motion moved on 14-03-2019 demanding the Provincial Government to make clear policy about the migrants coming to Lahore from different cities of Pakistan as they were undocumented and were lacking the basic facilities, the Motion of Ms. Rabia Naseem Farooqi moved on 25-04-2019 regarding massive use of drugs and narcotics by youth in Lahore and its open sale in educational institutions resulting in five deaths in a month occurring due to lack of measures by the Government, the Motion of Ms. Mehwish sultana moved on 27-12-2019 regarding installation of two new potassium plants in District Chakwal by Asian Precious Mineral one at Dahriala Kahon village of Tehsil Chua Saiden Shah and the other at village Kahot of Kallar Kahar without giving public hearing to the residents of the said areas, since it would be harmful for agricultural land and would also increase environmental pollution, the Motion of Syed Hassan Murtaza regarding deputation of Grade-19 Officer against the post of Executive Director of Lahore Arts Council Al-Hamra, in violation of regulations wherein, officer of Grade-20 or 21 could be appointed against this seat because he enjoyed the powers of officer in category-I and secondly, this seat had a number of responsibilities, the Motion of Ms. Khadija Umer moved on 16-07-2020 that in 2004 “The Punjab Government Servants Housing Foundation Act” was passed, aiming at provision of house ownership by the Punjab Government to the government employees on retirement and amount was deducted from their salaries. After change of Government, the real spirit of this legislation was subdued/called off through an amendment and the house ownership was changed to the plot ownership, which was not even executable and thousands of government employees were unsuccessful to get plot according to their option, the Motion of Ms Shazia Abid moved on 16-07-2020 regarding non-payment of death benefits to the widow of Mr Gulzar Ahmad (Late) employee of Local Government & Community Development Department, Tehsil Athara Hazari, District Jhang, due to the negligence and careless attitude of the said Department and induction of one of her daughter in the Department in terms of Rule 17-A of Punjab Civil Servants (Appointment & Conditions of Service) Rules 1974, the Motion moved by Ch Iftikhar Hussain Chhachhar regarding dilapidated condition of 1.5 KM road from Mitranwali to Kandan Siyah Road at Tehsil Daska, the Motion of Malik Nadeem Kamran regarding massive increase of dacoity incidents in Sahiwal Division and robbers were boldly and publicly robbing people, the Motion of Mr Muhammad Tahir Pervaiz regarding non-implementation of Steering Committee of Local Government that Technical Secretaries of Union Council in BS-11 inducted in 2007 across the Province to be promoted as Sub-Engineers, were kept pending.
