Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Communication & Works, Law & Parliamentary Affairs, Human Rights & Minorities Affairs and Food Departments were asked and Mr. Khalil Tahir Sindhu, Minister for Human Rights & Minorities Affairs, Mr. Tanveer Aslam Malik, Minister for Housing, Urban Development & Public Health Engineering (Additional Charge for Communication & Works Department), Ch Muhammad Asad Ullah, Parliamentary Secretary for Food answered the questions.

Laying of Report

Mrs.‏ Gulnaz Shahzadi presented before the House the report of Standing Committee on Local Government & Rural Development in respect of the Punjab Local Government (Fourth Amendment) Bill 2016 (Bill No. 21 of 2016).

Adjournment Motions

Two Adjournment Motions were taken up. The Motion moved by Mrs.‏ Shunila Ruth regarding newspaper report about shortage of fifty percent life-saving medicines in public hospitals and the other Motion moved by Ch Ashraf Ali Ansari regarding newspaper report about failure of Price Control Committees in controlling the price hike of the commodities at Gugranwala were kept pending.

The answers were given by the concerned Ministers/Parliamentary Secretaries.

Call Attention Notice 

Only one Call Attention Notice was moved by Ms.‏ Faiza Ahmad Malik regarding newspaper report about assassination of person naming Hashim at Islampura, Lahore was disposed of.

The Notice was answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

Government Business

Introduction of Bill

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs introduced the Punjab Poultry Production Bill 2016, which was referred to the Standing Committee on Livestock & Dairy Development with the direction to submit its report within two months.

Consideration and Passage of Bill

Motions for Suspension of Rules

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved two Motions that requirements of Rule 95 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997 may be dispensed with under Rule 234 of the said rules, for immediate consideration and passage of the Punjab Drugs (Amendment) Bill 2015 and the requirements of Rule 95 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997 may be dispensed with under Rule 234 of the said rules, for immediate consideration and passage of the Fatima Jinnah Medical University Lahore (Amendment) Bill 2015. The Motions were passed by the House.

Bills

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved THE PUNJAB DRUGS (AMENDMENT) BILL 2015 (BILL No. 41 of 2015) and THE FATIMA JINNAH MEDICAL UNIVERSITY LAHORE (AMENDMENT) BILL 2015 (BILL No. 06 of 2016), which were passed by the House.

Zero Hour

Ch. Amjad Ali Javaid pointed out two matters, one regarding changing route of newly built by-pass of Jhang Road to Shorkot Road was disposed of and the other regarding ignoring Toba Tek Singh Tehsil in first phase of implementation for Clean Water Scheme was kept pending.

Ch Ashraf Ali Ansari moved the matter regarding selling of un-hygienic milk in Gugranwala was kept pending.

The Motions were replied by the concerned Ministers/Parliamentary Secretaries.

The Chair read out the Prorogation Order of the Governor of the Punjab and the House was prorogued.
