Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Higher Education, Transport and Livestock & Dairy Development Departments were asked and Mr. Bilal Yasin, Minister for Food (holding additional charge for Livestock & Dairy Development), Ms. Mehwish Sultana, Parliamentary Secretary for Higher Education and Mr. Muhammad Nawaz Chohan, Parliamentary Secretary for Transport answered the questions.

Privilege Motion

The Privilege Motion moved by Mr. Tariq Masih Gill regarding misbehavior of Principal of Government Kinnaird Girls High School Railway Station with the member concerned was referred to the Committee on Privileges with the direction to submit its report within two months.

The answer was given by Ch. Nazar Hussain, Parliamentary Secretary Law & Parliamentary Affairs.

Adjournment Motions

Four Adjournment Motions were taken up. Two Motions of Mr. Amjad Ali Javed, one regarding refusal by Vice-Chancellor, G.C. University, Faisalabad to readmit students studying in its affiliated institution i.e. National College, Toba Tek Singh, consequently, effecting their educational future and the other Motion regarding decision by Higher Education Pakistan to start four years BS degree programme instead of two years BA, BSc programme in all the educational institutions of Pakistan does not match our social system and the Motion of Ch. Ashraf Ali Ansari regarding Government Colleges in Gujranwala are without B.Sc classes consequently girl students have either to discontinue their studies or get admission in expensive private colleges charging heavy fee unbearable for the parents, were disposed of. The Motion of Mian Tariq Mehmood regarding holding a press conference in Government College for Women, Dinga, District Gujrat, by its Principal and Deputy Director (Colleges), Higher Education hence indulging in political activities and using the building premises for political reasons, therefore, violating Civil Servants Rules was referred to the Standing Committee on Education with the direction to submit its report within two months.

The answers were given by the concerned Ministers/Parliamentary Secretaries.

Call Attention Notices

Call Attention Notices Kept Pending on 31 March 2016

Two Call Attention Notices were taken up, which were kept pending on 31 March 2016. The Notice of Mr. Jafar Hussain Hocha regarding dacoity of currency/jewelry at the residence of Mr. Muhammad Pervaiz s/o Muhammad Bashir located at Tandlianwala, District Faisalabad was disposed of and the second Notice of Mian Mehmood-ur-Rasheed regarding suicidal attack/blast occurred at Gulshan-e-Iqbal Park, Lahore claimed 72 lives including children and women and injuring 340, was kept pending.

Current Call Attention Notice

The Call Attention Notice moved by Ms.‏ Khadija Umar regarding murder of three employees at a tikka shop in Islampura Lahore, was disposed of.

The Notices were answered by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs.

General Discussion

Continuation of Pre-Budget Discussion

General Discussion on Pre-Budget continued for the seventh day. The following members participated in the discussion: Mr. Muhammad Arif Abbasi, Ch. Muhammad Ashraf, Ch. Muhammad Akram, Mr. Muhammad Taufeeq Butt, Dr. Salah ud Din Khan, Mr. Tariq Subhani, Mr. Khurram Ijaz Chattah, Mr. Muhammad Anis Qureshi, Mr. Javed Akhtar, Ms.‏ Shameela Aslam, Mr. Awais Qasim Khan, Mr. Abdul Razzaq Khan and Haji Imran Zafar. 

At this stage, the quorum was pointed out and the House was then adjourned till Tuesday April 12, 2016 at 10:00 am.
