Raja Muhammad Shafqat Khan Abbasi, Advocate son of Mr Barkhurdar Khan was born on April 3, 1963 at Masoot, Tehsil Murree. He obtained the degree of LL.B. (Hons) in 1988 from International Islamic University, Islamabad and that of M.A. (Political Science) in 1989 from University of the Punjab, Lahore. He is a practising lawyer having life membership of Supreme Court and Lahore High Court. He has served as General Secretary of Islamabad Bar during 1992, and was elected as Member Punjab Bar Council in 2000 for a term of five years and as Chairman, Punjab Bar Council in 2001. He is also a human rights activist, who has attended various conferences and workshops, held in different parts of the country and abroad. He has visited China, Nepal, India, Bangladesh, UAE and UK. He has been elected as Member Provincial Assembly of Punjab in General Elections 2002 from Murree, Kotli Sattian. His sister- in-law, Ms Mahreen Anwar Raja is a sitting MNA.

Experience/Achievements:-
Took oath under 1973 constitution on 3rd march 2009 and decided over 2000 cases as Judge of Lahore High Court, at Lahore & Multan Bench, out of which more then 60 cases were reported/published in leading Law Journal of Pakistan.
Organized and participated in various seminars, workshops, meeting on the issues related to the press freedom, media ethics, right to information, human and women rights in the country and abroad. www.presscouncil.org.pk
Conducted various cases as Chairman, Press Council; Chairman, Executive Committee, Punjab Bar Council; and member of the Misconduct Tribunal of Pakistan Bar Council.
Elected Chairman Human Rights Committee of Pakistan Bar Council in 2007.
Elected as Member, Legal Education Committee of Pakistan Bar Council in 2008.
Elected as Member, Free Legal Aid Committee of Pakistan Bar Council.
Elected as General Secretary, Islamabad Bar Association in 1995.
Elected as Member of Law Reforms and Rules Committee, Punjab Bar Council in 2004.
Elected as Member Punjab Assembly from Murree, Kottli Sattian in 2002-2007.
Member Public Accounts Committee of Punjab Assembly for five years from 2002 to 2007.
