Mr Muhammad Basharat Raja son of Raja Lal Khan was born on August 11, 1951 at Rawalpindi. He obtained the degree of LL.B. in 1976 from University of the Punjab, Lahore. A practising lawyer, who served as Chairman, District Council Rawalpindi from 1979 to 1987 and as a Member District Council Rawalpindi during 1987-90. He has successively been Member, Punjab Assembly since 1990 and also functioned as Minister for Law & Parliamentary Affairs during 1997-99. He has returned to Punjab Assembly for the fourth consecutive term in bye-elections 2003 against the seat vacated by Ch Parvez Elahi, who had won from two constituencies (PP-110 and PP-292); and is functioning as Minister for Local Government and Rural Development with additional charge of Law & Parliamentary Affairs since January 29, 2003. He attended the IULA Conference, held in USA (Ohio) in 1980; participated in the Local Government Conferences held in Sri-Lanka in 1987; in the United Kingdom, Spain and Belgium in 1991. His father remained Member Punjab Legislative Assembly during 1951-55 and Member Provincial Assembly of West Pakistan during 1956-58.
