Malik Zulqarnain Dogar son of Malik Ahmed Din Dogar was born on January 6, 1960 at Sheikhupura. He obtained the degree of LL.B. in 1990 from Punjab Law College, Lahore. He served as Vice Chairman, Union Council Mangtanwala during 1979; as Chairman Union Council Mangtanwala during 1983; and as Member District Council Sheikhupura during 1991. He was first elected as Member Provincial Assembly of the Punjab in 1997 and was re-elected in 2002. He has returned to the Punjab Assembly for the third term in general elections 2013.
