Mrs Laila Muquddas wife of Mr Saqib Hayat Mangat was born at Hafizabad. She obtained the degree of LL.B. in 2001 and that of MA (Political Science) in 2002 from University of the Punjab, Gujranwala and also completed Diploma in Islamic Law in 2003 from International Islamic University, Islamabad. An advocate, who served as Member, Provincial Assembly for the Punjab during 2002-07 and also functioned as Member, Revenue Committee; has been serving as Member, District Bar Hafizabad since 2002; as Member, Lahore High Court Bar since 2006 and as Chairperson, Jehaiz Committee for Auqaf, Gujranwala Division since 2004. She was a Member of Punjab Assembly during 2002-07 and has returned to the Assembly for the second term in general elections 2008 against one of the seats reserved for women.
