GENDER MAINSTREAMING

No.PAP/Legis-1(19)/2024/196.WHEREAS gender equality is a principle enshrined in the UN Charter of 1945, the founding treaty of the international community. Several subsequent human rights treaties have specified this obligation in greater detail, and ratification of the agreements has made it legally binding for the signatory states. In 1979, the UN General Assembly also adopted theConvention on the Elimination of All Forms of Discrimination against Women (CEDAW).

2.AND WHEREAS the International development policy also contains clear commitments to promote effective advocacy for gender justice. In the 2030 Agenda, it is defined as a cross-cutting goal in all 17 Sustainable Development Goals (SDGs). SDG 5 also explicitly calls on the international community to ‘achieve gender equality and empower all women and girls’. It is a basic principle of development policy to ensure ‘equal rights, equal obligations, equal opportunities and equal power for women and men’.

3.NOW THEREFORE, in exercise of the powers conferred on him under Rule 187 of the Rules of Procedure, Speaker, Provincial Assembly of the Punjab has been pleased to constitute “Committee on Gender Mainstreaming” comprising the following:

4.The ToRs of the Committee shall be to:

i) monitor that the national and international treaties on gender mainstreaming are being followed in Punjab in letter and spirit;
ii) review legislative, policy, and governance frameworks to ensure that they are inclusive of women's rights and that gender disparities are addressed in political, social, and economic sectors;
iii) review the provincial budget and public expenditure to ensure gender-responsive budgeting across all sectors;
iv) engage civil society organizations, academia, and gender experts for consultations on major legislative and policy initiatives, ensuring that women's voices and interests are effectively represented;
v) shall organize mentorship and capacity-building programs to enhance the leadership potential of women lawmakers and political leaders across the province;
vi) act as a formal structure to support the political participation and representation of women in the legislative process;
vii) suggest ways and means to enhance the role of women in governance, advocate for gender equality, and ensure that women's perspectives are integrated in all legislative decisions;
viii) monitor the implementation of policies affecting women, provide a platform for cross- party collaboration, and organize capacity-building initiatives for women lawmakers;
ix) serve as the forum for showcasing women leadership vested in different professions and roles in the province of Punjab; and
x) ensure gender-sensitive governance in Punjab through legislative and policy.

5.The Committee may hold seminars, workshops, orientations for achieving its objectives.

6.The Committee shall submit an interim report containing its findings and recommendations, to the Assembly within a period of three months. The Committee shall submit its final report within a year.
