HUMAN TRAFFICKING
No.PAP/Legis-1(19)/2024/194.In exercise of all the powers enabling him in this behalf and pursuant to the Resolution No26 passed unanimously by the House during the sitting held on October 29, 2024, Mr Speaker has been pleased to constitute Special Committee No. 08 in terms of rule 187 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, comprising the following:

2.The TORs of Special Committee shall be as under:
(i) draft and recommend policies to promote safe migration, prevent irregular migration, and improve governance frameworks on Trafficking in Persons (TIP) and Smuggling of Migrants (SOM);
(ii) establish policies to foster local job creation and skill development to address economic drivers of irregular migration and retain the local workforce;
(iii) review and recommend updated laws and the policies in Punjab to combat TIP and SOM and to support migrants' rights;
(iv) measures to promote victim-centred and trauma- informed approaches in the rescue, recovery, and rehabilitation of victims of Trafficking in Persons (TIP) and Smuggling of Migrants (SOM);
(v) Create programs to educate the public on safe migration channels, legal migration rights, and the dangers of TIP and SOM, especially for vulnerable populations.
(vi) Engage with federal and provincial agencies, civil society, and international partners to ensure alignment with national and global standards in migration governance; and
(vii) Oversee the collection of reliable data on migration, TIP, SOM, returnee needs, and employment trends to inform policy decisions.
3.The Committee may seek assistance from any Provincial/Federal Department or agency of Provincial/FederalGovernment which it may deem necessary for discharge of its functions.
4.The Committee may hold open hearings and online public petitions will be invited.
5.The Special Committee may co-opt any other Member of Provincial Assembly of the Punjab whom it may consider necessary for discharge of its functions.
