 Ch Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

PANEL OF CHAIRMEN:-

Under Rule 13 of Rules of Procedure of the Provincial Assembly of the Punjab 1997, the Secretary Punjab Assembly announced the panel of Chairmen in the following order:

1.      Malik Nazar Farid Khokhar, PP-192

2.      Ch. Javaid Ahmad, PP-228

3.      Malik Jalal Din Dhakoo, PP-222

4.     Mr. Samiullah Khan, PP-137

QUESTION HOUR:-

Questions relating to Education Department were asked and answers were given by Mian Imran Masood, Minister for Education.

PRIVILEGE MOTIONS:-

Six Privilege Motions were taken up. Out of which, Privilege Motions moved by Babu Nafees Ahmed Ansari and Syed Ihsan Ullah Waqas were disposed of as movers were absent. One Privilege Motion moved by Mr Hafeez Ullah Khan was pended till next session.

ADJOURNMENT MOTIONS:-

Four adjournment Motions were taken up. Out of which, Adjournment Motion moved by Mr. Arshad Mehmood Baggu and Haji Muhammad Ejaz were disposed of as movers were not present. The Adjournment motion moved by Sheikh Alla-ud-Din regarding newspaper item of misbehavior of school teacher with students was replied by Mian Imran Masood, Minister for Education and that was disposed of.

Another Adjournment motion moved by Sheikh Alla-ud-Din was pended till 4-10-07.

GOVERNMENT BUSINESS:-

Mr. Muhammad Basharat Raja Minister for Law and Parliamentary Affairs moved the following motion of using Assembly Chambers as polling station for Presidential election on 6^th October, 2007 which was passed by the House.

1. The “Punjab General Provident Investment fund Bill 2007 (Bill no.17 of 2007)” was laid by Mr. Muhammad Basharat Raja Minister for Law and Parliamentary Affairs and referred to the Standing Committee on Finance for report by 31 October 2007.

2. The “Disposal of Land by Development Authorities (Regulation) (Amendment) Bill 2007 (Bill no.7 of 2007)”, was laid by Minister For Law and Parliamentary Affairs and was passed by the House.

3. The “Punjab Provincial Assembly (Salaries, Allowances and Privileges of members) (Amendment) Bill 2007 (Bill no.6 of 2007)”, was laid by Minister for Law and Parliamentary Affairs and was passed by the House.

4. THE “Punjab Wildlife (Protection, Preservation, Conservation and Management) (Amendment) Bill 2007 (Bill no.3 of 2007)” was laid by Minister For Law and Parliamentary Affairs and was passed by the House.

5. THE “Punjab Regulation and Control of Loudspeakers and Sound Amplifiers (Amendment) Bill 2007 (Bill no.2 of 2007) was laid by Minister For Law and Parliamentary Affairs and was passed by the House.

LAYING OF COMMITTEE REPORTS:-

The following reports were presented before the House.

1)     Haji Rana Sarfraz Ahmed Khan laid the report of the Standing Committee on Law and Parliamentary Affairs regarding “The Punjab Judicial Academy Bill 2007 (Bill No.5 of 2007) and The Punjab Public Defender Service Bill 2007 (Bill No. 13 of 2007)”

2)     Rai Ahsan Raza laid the report of the Standing Committee on Home Affairs on “The Punjab Forensic Science Agency Bill 2007 (Bill No.16 of 2007)”.

3)     Miss Misbah Kokab Advocate laid the following reports of the Standing Committee on Privileges: Motion No. 32, 34 and 37 of year 2006, Motion No, 5, 3, 16 and 25 of year 2007.

4)     Mr Asif Saeed Khan Manais laid the report of the Public Accounts Committee II regarding Punjab Government Expenditure for the year 2001-2002.

 The House was then adjourned till 10.00 am on Tuesday, 4 October, 2007.
