LAYING OF REPORTS OF STANDING COMMITTEE ON HIGHER EDUCATION

Mr Muhammad Ahmad Khan Leghari laid before the House followings reports of Standing Committee on Higher Education:

1.      The Institute of Southern Punjab Multan (Amendment) Bill 2024 (Bill No.14 of 2024)

2.      The Senate Hill University Bill 2024 (Bill No.15 of 2024)

 

RESOLUTION

Mr Mujtaba Shuja Ur Rehman, Minister for Parliamentary Affairs, moved a resolution that the 26th Constitutional Amendment in Pakistan has been passed, fulfilling the Charter of Democracy agenda. The leadership of Pakistan Muslim League, Pakistan Peoples’ Party and other allied parties contributed to its completion. A parliamentary committee was formed, but PTI members boycotted the amendment. The House adopted the resolution. The opposition staged walk out.

B)    Post Budget Discussion

Post Budget Discussion

Following recent amendments in the Rules of Procedure 1997, Post budget discussion was held for the first time in the history of Punjab Assembly. Mr Mujtaba Shuja Ur Rehman, Minister for Finance and Parliamentary Affairs, initiated the discussion. The members who participated in the discussion include: Mr Faisal Jamil, Muhammad Nadeem Qureshi, Mr Nadeem Sadiq Dogar, Mr Ahsan Raza and Mr Mushtaq Ahmed.

محرک کا نام:  جناب مجتبیٰ شجاع الرحمٰن وزیر خزانہ و پارلیمانی امور (PP-148)

 

اس ایوان کی رائے ہے کہ پاکستان کا آئین ایک انتہائی مقدس دستاویز ہے جو 1973 میں پاکستان کی پارلیمان نے متفقہ طور پر منظور کیا تھا۔ کسی بھی ریاست کی مضبوطی کا انحصار اُس کے اداروں کی مضبوطی پر ہوتا ہے۔ ریاستی ادارے جتنے مضبوط، فعال اور قابل اعتماد ہوں گے ریاست بھی اتنی ہی طاقتور اور باوقار ہو گی۔ پاکستانی دستور trichotomy of power یعنی اختیارات کی ثلاثی تقسیم کی ضمانت
دیتا ہے۔ اس کے مطابق ریاست کے تین اہم ستون ہیں۔ مقننہ، انتظامیہ اور عدلیہ۔ اختیارات کی علیحدگی کے تصور کا احترام ہر ریاستی ادارے کا اولین فرض اور ذمہ داری ہے۔اس تناظر میں صوبائی اسمبلی پنجاب کا یہ ایوان قرار دیتا ہے کہ 20 اور 21 اکتوبر 2024 کو پارلیمان کی جانب سےمنظور کی جانے والی 26 ویں آئینی ترمیم سے آئین کی بالا دستی کو یقینی بنانے کا ایک اہم سنگ میل عبور ہو چکا ہے۔ یہ ترمیم وقت کا اہم تقاضا تھی اور اس کی منظوری نے میثاق جمہوریت کا ادھورا خواب پایہ تکمیل تک پہنچا دیا ہے۔ اس ترمیم نے trichotomy of powers کو بھی یقینی بنا دیا ہے۔ اس ترمیم سے نہ صرف عدالتی اصلاحات بلکہ انصاف کی جلد فراہمی کی راہ ہموار ہوئی ہے۔یہ ترمیم سیاسی قیادت کی دانشمندی کا مظہر اور ثبوت ہے اور اس میں پاکستان کی تمام سیاسی جماعتوں کی مشاورت شامل ہے۔ یہ ایوان پاکستان کی سیاسی قیادت اور پارلیمان کو تاریخی ترمیم کو منظور کرنے پر خراج تحسین پیش کرتا ہے اور اس امید کا اظہار کرتاہے کہ یہ ترمیم پاکستان کے تابناک جمہوری مستقبل اور سیاسی اتحاد کی علامت بنے گی اور انتشاری سیاست کے خاتمے کا باعث ہو گی۔
