Announcement by the Chair
The Chair announced that pursuant to the matter/incident occurred in the House on 13 December 2018 with reference to the production order of Khawaja Sulman Rafiq, MPA (PP-157), Mr. Parvez Elahi , Speaker has constituted a 7-Member Committee to be headed by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, comprising three members from PTI, two from PML-N and one each from PPP and Pakistan Rah-e-Haq Party to prepare a draft legislation to introduce amendments in Rules of Procedure of the Provincial Assembly of the Punjab, 1997, enabling Mr. Speaker to issue Production Order of legislators facing cases in the court of law.
Extension in Time Limit for Laying the Report
On a Motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted two months extension to the Special Committee No. 2 for laying its report in respect of “To consider the issue of the cost of ongoing schemes of 2007-2008 escalated manifold due to unnecessary and criminal delay by the previous Government”.
Question Hour
Questions relating to Population Welfare, Food and Labour & Human Resource Departments were on the agenda. Mr. Ansar Majeed Khan Niazi, Minister for Labour & Human Resource and Mr. Muhammad Hashim Dogar, Minister for Population Welfare answered the questions. The questions relating to Food Department were kept pending due to the absence of Mr Samiullah Chaudhary the concerned Minister.
Fateha
The House offered Fateha on the sad demise of two brothers of Mr. Sami Ullah Khan, MPA (PP-144).
Suspension of Rules
On a motion moved by Ms. Uzma Kardar, the House granted leave to suspend Rule 115 and other relevant rules of Rules of Procedure of the Provincial Assembly of the Punjab 1997, in terms of Rule 234 of the Rules ibid, for taking up the following Resolution:
Resolution
Ms. Uzma Kardar through a resolution prayed and congratulated Federal Government on successful diplomacy with the US with regard to exclusion of Pakistan’s name from the list of countries that violated freedom of minorities. The resolution further stated that the National Commission for Human Rights is completely functional and Pakistan does not need dictation from other countries to protect the rights of its minorities. The Constitution of Pakistan protects the rights of minorities rather allocates reserved seats for them in Federal and Provincial Assemblies. The resolution was passed by the House.

Suspension of Rules
On a motion moved by Ms. Hina Pervaiz Butt, the House granted leave to suspend Rule 115 and other relevant rules of Rules of Procedure of the Provincial Assembly of the Punjab 1997, in terms of Rule 234 of the Rules ibid, for taking up the following Resolution:
Resolution
Ms. Hina Pervaiz Butt moved a resolution urging the Federal Government to observe 16 December, as a National Day against terrorism and extremism in the memory of Army Public School martyrs. The resolution stated that terrorists hit Army Public School Peshawar four years back on 16 December 2014 and even today the whole nation is sad and gloomy on the incident. The resolution condemned the attack and expressed solidarity with the families of students who sacrificed their lives and paid tributes to the martyrs of security agencies. It urged the nation to fight against terrorism and extremism till its complete eradication and restoration of peace in the country. The resolution was unanimously passed by the House.
The Chair prorogued the House at 12:33 p.m.
