SUMMARY OF THE PROCEEDINGS

Sardar Shaukat Hussain Mazari, Acting Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.
PANEL OF CHAIRMEN:-
Under Rule 13 of Rules of Procedure of the Provincial Assembly of the Punjab 1997, the Secretary Punjab Assembly announced the panel of Chairmen in the following order:
1. Rai Ejaz Ahmad, PP-171
2. Malik Nazar Farid Khokhar, PP-192
3. Malik Jalal Din Dhakoo, PP-222
4. Ms. Azma Zahid Bokhari, W-348
QUESTION HOUR:-
Questions relating to Education department were asked and answers were given by Ch Nazar Hussain Gondal, Parliamentary Secretary for Education.
LAYING OF COMMITTEE REPORTS:-
1. Mr. Muhammad Mohsin Khan Leghari laid the report of the Standing Committee for LG&RD on “The Punjab Prohibition of Kite Flying (Amendment) Bill 2006 (Bill No.17 of 2006).”
2. Chaudhry Muhammad Arshad laid the report of the Standing Committee for Education on “The University of Education Lahore (Amendment) Bill 2006 (Bill No. 25 of 2006).”
3. Reports of the Privilege Committee in respect of the following Privilege Motions were presented before the House by Malik Nazar Farid Khokhar:-
I. Privilege Motion No.50/05 moved by Hafeez Ullah Khan.
II. P.M. NO. 03/06 moved by Mehr Ishtiaq Ahmad.
CALL ATTENTION NOTICES:-
The first Call Attention notice was moved by Mr. Arshad Mehmood Baggu regarding killing of Ms. Zarina Mohsin during road side dacoity near Ugoki Sialkot. The Notice was disposed of after being replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.
The second notice moved by Mr. Aftab Ahmad Khan regarding brutal killing of a woman and four children in Shalimar, Lahore was replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of.
PRIVILEGE MOTIONS:-
Four Privilege Motions pending from the previous session were taken up. Out of which two privilege motions moved by Miss Laila Muqaddus and Chaudhry Muhammad Shafique Anwar were kept pending till 17 November, 2006 and 20 November 2006 respectively on the request of Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.
Privilege Motion moved by Mehr Ishtiaq Ahmad about misbehaviour of Director SWN with the mover was referred to the Privilege Committee.
Privilege Motion moved by Miss Samina Naveed regarding misbehaviour of Headmistress, Government Girls Model High School, Bahawalnagar, with the mover was replied by Mr Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of.
ADJOURNMENT MOTIONS:-
Seven Adjournment Motions were taken up. Out of which Adjournment Motions moved by Rana Sanaullah, Haji Muhammad Ijaz and Ch Zahid Parvez were kept pending till Monday 20 November 2006. While Adjournment Motion moved by Sh Ijaz Ahmad in the previous session was disposed of due to the absence of mover.
Adjournment Motion moved by Miss Samina Naveed regarding physical assault at Haji Muhammad Ismail Abbas, President, Journalists Association and at some other Journalists of Tehsil Haroon Abad by two men at the behest of Tehsil Nazim Haroonabad, was answered by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of.
GOVERNMENT BUSINESS:-
Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs introduced "The Punjab Land Revenue (Amendment) Bill 2006" and "The Punjab Pension Fund Bill 2006", which were referred to Standing Committees on Revenue and Finance respectively for report by December 31, 2006.
The House was then adjourned till 9.00 am on Friday, 17 November 2006.
