GOVERNMENT BUSINESS

 

 

1.   THE PUNJAB CIVIL SERVANTS (AMENDMENT) BILL 2006 (Bill No.15 of 2006)

 

 

            A MINISTER to move that the Punjab Civil Servants (Amendment) Bill 2006, as recommended by Standing Committee on S&GAD, be taken into consideration at once.

 

 

            A MINISTER to move that the Punjab Civil Servants (Amendment) Bill 2006, be passed.

 

 

2.   THE PUNJAB EMPLOYEES EFFICIENCY, DISCIPLINE AND ACCOUNTABILITY BILL 2005 (Bill No.23 of 2005)

 

 

            RESUMPTION OF DISCUSSION ON THE MOTION BY A MINISTER that the Punjab Employees Efficiency, Discipline and Accountability Bill 2005, as recommended by Standing Committee on S&GAD, be taken into consideration at once.

 

 

            A MINISTER to move that the Punjab Employees Efficiency, Discipline and Accountability Bill 2005, be passed.

SUMMARY OF THE PROCEEDINGS

Ch. Muhammad Afzal Sahi, Speaker, assumed the chair and proceedings commenced with the recitation from the Holy Quran.

 

QUESTION HOUR:-

Questions relating to Home and Jails Departments were asked and answers were given respectively by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs with additional charge of Home Department and Mehr Fazal Hussain Soomra, Parliamentary Secretary for Prisons.

 

CALL ATTENTION NOTICES:

The first Call Attention Notice was moved by Mr. Arshad Mehmood Baggu regarding kidnapping for ransom of senior Member of District Bar Association of Sialkot, Mr. Abdul Rehman. The Notice was disposed of after being replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

 

The second notice moved by Mr. Aftab Ahmad Khan was about death of Mr. Muhammad Arif in police custody at Faisalabad. The notice was replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs and was disposed of. 

 

PRIVILEGE MOTIONS:-

Total five Privilege Motions were taken up. Out of which three Privilege Motions moved by Mehr Ishtiaq Ahmad, Mr. Muhammad Ajasam Sharif and Mr. Hafeez Ullah Khan, were kept pending respectively on the request of Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the mover, and Minister for Finance.

 

Privilege Motion moved by Syed Ihsan Ullah Waqas regarding not laying of Annual Report 2004 by Government before the House, which is required to be presented under section 35 of the Punjab Development of Cities Act 1976. The motion was disposed of after assurance given by Syed Raza Ali Gillani, Minister for HUD that the report would be laid before the House as soon as it is completed.

 

Privilege Motion moved by Mr. Muhammad Qamar Hayat Kathia was about miss-behaviour of DCO Jhang with the mover. The motion was referred to the Privilege Committee.

 

ADJOURNMENT MOTIONS:-

Four Adjournment Motions were taken up. Out of which Adjournment Motion moved by Syed Ihsan Ullah Waqas was kept pending till 4 October 2006 on the request of Minister for Health, Dr Tahir Ali Javed.

 

Adjournment Motion moved by Sheikh Alla-ud-Din was about sale of medicines in the country at exorbitant prices by Pharmaceutical companies and clinical laboratories, earning unbelievable profit and playing havoc with the people. The motion was answered by Minister for Health, Dr Tahir Ali Javed and was disposed of.

 

Two Adjournment Motions on the same subject were moved by Syed Ihsan Ullah Waqas and Mr. Sami Ullah Khan. The motions were about supply of contaminated water to the residents of Lahore by WASA Authorities containing high level of “arsenic” working as slow poison for the users. The motions were replied by Minister for HUD, Syed Raza Ali Gillani and were disposed of.   

 

LAYING OF COMMITTEE REPORTS:

(i)                Miss Shagufta Anwar laid the report of the Standing Committee for Law & Parliamentary Affairs on “The Punjab Revision of Medical Facilities of Public Representatives Bill 2006 (Bill No.13 of 2006)”

(ii)                Mr. Muhammad Iqbal Rais laid the report of the Sanding Committee for LG & RD on “The Punjab Local Government (Amendment) Bill 2006 (Bill No.19 of 2006)”.

 

GOVERNMENT BUSINESS:

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved two Bills in the House namely “The Punjab Civil Servants (Amendment) Bill 2006 (Bill No.15 of 2006)” and “The Punjab Employees Efficiency, Discipline and Accountability Bill 2005 (Bill No.23 of 2005)” which were considered and passed by the House. The Punjab Civil Servants (Amendment) Bill 2006 deletes Section 8-A of the Punjab Civil Servants Act 1974, which authorized out of turn promotion.


The passage of the Punjab Employees Efficiency, Discipline and Accountability Bill 2005, repeals the Punjab Removal from Services (Special Powers) Ordinance 2000. It will also provide new process of justice to the employees in Government and corporation service as well as measures aimed at improving their functioning.  

 

The House was then adjourned till 10.00 am on Tuesday, 3 October, 2006.
