یہ معزز ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ (Resident) اور (Non-Resident) پاکستانیوں کے لئے شرح منافع جو (Non-Resident) کے لئے 7% غیرملکی کرنسی پر اور ملکی کرنسی پر 11% تک دیا جا رہا ہے۔ جبکہ (Resident) پاکستانیوں کو غیرملکی کرنسی پر مشکل سے 1% اور پاکستانی کرنسی پر 3% سے 4% دیا جا رہا ہے اور (Resident) پاکستانیوں سے اس منافع پر بھی 35% تک ٹیکس لیا جا رہا ہے جبکہ (Non-Resident) سے منافع کی حد کے قطع نظر صرف 10% لیا جا رہا ہے۔ اس ظلم اور زیادتی کو فوری طور پر ختم کیا جانا ضروری ہے اور یکساں شرح منافع کا ملنا انتہائی ضروری ہے۔

پنجاب بھر کے میڈیکل کالجوں میں 3350 طالب علموں کے داخلہ کی گنجائش ہے جن کے against انٹری ٹیسٹ میں تقریباً ایک لاکھ امیدوار appear ہوتے ہیں اور 93 فیصد نمبروں پر میرٹ close ہو جاتا ہے۔ ایم بی بی ایس پانچ سالوں میں مکمل ہوتا ہے اور ہر سال کے end پر PROFF کا امتحان ہوتا ہے یہ مرحلہ مکمل ہونے کے بعد ایک سال کے لئے ہاؤس جاب کرنی ہوتی ہے تب جا کر سرکاری ملازمت کے حصول کے لئے PPSC میں appear ہونے کا اہل ہو سکتا ہے اور یہ قانون 1962 سے رائج ہے اور یہ سارا process، PMDC  کے زیر انتظام ہے۔ اب PMDC ختم کر کے PMC بنایا گیا ہے، PMC نے اپنے ایکٹ کے سیکشن 20 میں ثبت کیا ہوا ہے کہ ایم بی بی ایس مکمل کرنے کے بعد NLE پاس کرے گا وہ ہاؤس جاب کا مستحق ٹھہرے گا ورنہ اس کی زندگی بھر کی محنت رائیگاں جائے گی۔ امریکہ اور برطانیہ میں SMLE اور PLAB کے exams  ہوتے ہیں لیکن وہ پاس ہونے والے ڈاکٹرز کو لائسنس جاری کرنے کے ساتھ ساتھ Residency  دینے کے بھی پابند ہیں لیکن NLE پاس کرنے کے بعد ایسا کچھ بھی نہیں ہے۔ پھر دُنیا بھر کا قانون ہے کہ جو بھی فیصلے کئے جاتے ہیں وہ with immediate effect  ہوتے ہیں وہ گزرے ہوئے سالہاسال سے لاگو نہیں ہوتے لہذا جن بچوں کی رجسٹریشن PMDC کے تحت ہوئی ہوئی ہے اور انہوں نے باقاعدہ تمام قواعد و ضوابط پر مشتمل surety bond  لکھ کر دیئے ہوئے ہیں اب ان بچوں سے NLE لینا خلاف آئین و قانون ہے۔ اسی وجہ سے پنجاب بھر کے میڈیکل کالجوں سے فارغ التحصیل طلباء سراپا احتجاج ہیں اور اپنے مطالبے کے حق میں روزانہ سڑکوں پر ہیں۔ لہذا پنجاب کا یہ منتخب ایوان وفاقی حکومت سے اس امر کا مطالبہ کرتا ہے کہ PMC کے ایکٹ میں موجود شق نمبر 20 کو فی الفور ختم کیا جائے تاکہ ڈاکٹروں کا مستقبل محفوظ ہو اور وہ احتجاج کا راستہ چھوڑ کر ہسپتالوں میں غریب اور لاچار مریضوں کی جانیں بچانے کے لئے اپنے فرائض ادا کریں۔

چین میں تعلیم حاصل کرنے والے ہزاروں پاکستانی طلبہ دسمبر 2019 سے لے کر آج تک مسائل کا شکار ہیں۔ انہیں واپس چین جا کر اپنی تعلیم جاری رکھنے میں مشکلات کا سامنا کرنا پڑ رہا ہے۔ حکومت چین انہیں واپسی کے لئے ویزے جاری نہیں کر رہی، ہزاروں کی تعداد میں یہ طلبہ اپنے مستقبل کے حوالے سے غیر یقینی حالات کا شکار ہیں۔ دُنیا کے تمام ممالک اپنے ان طلبہ جو چین میں تعلیم حاصل کر رہے ہیں ان کے لئے مثبت کردار ادا کرتے ہوئے انہیں اپنی تعلیم جاری رکھنے کے لئے واپس چین بھجوانے میں مددگار ثابت ہوئے ہیں جن میں امریکہ اور جنوبی کوریا
سرفہرست ہیں۔ ہمارے طلبہ مکمل vaccination  کروا چکے ہیں اور حکومت چین کی جانب سے مقرر کردہ تمام SOPs پر عملدرآمد کرنے کو تیار ہیں۔ PhD اور شعبہ طب کے حوالے سے تعلیم حاصل کرنے والے طلبہ کو تحقیقی اور تجرباتی تعلیم کے حصول میں مشکلات کا سامنا ہے جو کہ online   کلاسز سے مکمل طور پر ختم نہیں ہوتا۔ ان کے تعلیمی معاملات سے متعلقہ ان مسائل کو حل کرنا ہماری ذمہ داری ہے۔ حکومت وقت کی یہ ذمہ داری ہے کہ وہ چین  سے رابطہ کر کے جلدازجلد اس مسئلہ کا حل نکالنے کی کوشش کرے اور ان ہزاروں طلبہ کی تعلیم اور مستقبل کے حوالے سے مبہم صورتحال کو واضح کرے تاکہ یہ طلبہ اپنی تعلیم چین سے مکمل کر کے واپس پاکستان آ کر اپنے ملک اور قوم کی خدمت کر سکیں۔ یہ ہماری اخلاقی اور قومی ذمہ داری ہے کہ اپنی نوجوان نسل کے مستقبل کو تباہ ہونے سے بچایا جائے۔ لہذا یہ ایوان وفاقی حکومت سے پُرزور مطالبہ کرتا ہے کہ چین سے رابطہ کر کے ان متاثرین طلبہ کے ویزے جاری کئے جائیں تاکہ وہ طلبہ اپنی تعلیم جاری رکھ سکیں۔

اس ایوان کی رائے ہے کہ خیبر پختون خوا کی طرز پر حکومت موٹر سائیکلوں، کاروں اور مکانات خریدنے کے خواہشمند سرکاری ملازمین کو بلاسود قرضے فراہم کرنے کا اعلان کرے۔

چودھری افتخار حسین چھچھر :

صوبہ بھر کے ملازمین جو کہ اس کمر توڑ مہنگائی میں شدید پریشانی کا شکار ہیں۔ 2017 سے سرکاری ملازمین کے Pay Scales Revise  نہیں کئے گئے، نہ ہی تنخواہوں میں خاص اضافہ کیا گیا ہے۔ لہذا صوبائی اسمبلی پنجاب کا یہ ایوان وفاقی و صوبائی حکومت سے سفارش کرتا ہے کہ سرکاری ملازمین کے فی الفور Pay Scale Revise  کرنے کے ساتھ ساتھ مہنگائی کے تناسب سے انکی تنخواہوں میں اضافہ کیا جائے۔

Motion for Leave

Extension in Time Limit for Laying the Reports

 

On a Motion moved by Ms Sadia Sohail Rana, the House granted extension up to 31 March 2022 to the Committee on Privileges for laying its reports on Privilege Motions No.1, 6, 17, 25 for the year 2019 and 2, 3, 6, 8, 12, 13, 14, 15, 16, 26, 27, 29, 30 for the year 2020 and 1, 2, 4, 6, 7, 13, 16, 17, 19, 20, 24, 25, 29 for the year 2021.

 

Question Hour

 

Questions relating to Transport Department were asked and answered by Mr Muhammad Jahanzaib Khan Khichi, the concerned Minister.

 

Zero Hour

 

Five Zero Hour Notices were taken up. The Notice of Mr Muhammad Abdullah Warraich moved on 19-11-2021 regarding explosion at a fireworks factory in Makoana,​​ Faisalabad injuring three workers and killing one female. Such incidents keep on happening in different areas of Faisalabad but no security measures had yet been taken by the concerned government departments and the Notice moved by Ms Shazia Abid that even after lifting ban after one year on transfer of teachers by Schools Education Department, single teachers, teachers on duty for 3 to 15 years would not benefit for the vacancies available in local bodies and wedlock policy was also ignored, were kept pending.

 

The Notice moved by Ms Uzma Kardar that Mr Nadeem Masih (Late), Ex-Sanitary Worker, Municipal Corporation, Sargodha, who died three weeks ago while on duty, his widow was not being paid dues by Corporation, the Notice moved by Mr Agha Ali Haidar that there was no facility for Rescue 1122 in PP-134 in District Nankana Sahib and its office was at the distance of 50 kilometers from there covering almost two and a half hours to reach there may result in any untoward situation and the Notice of Mr Mahmood Ul Haq regarding illegal parking stand set up within the premises of Manawala Municipal Committee Sheikhupura, were disposed of.

 

Adjournment Motions

 

Eight Adjournment Motions were taken up. The Motion of Ms Umul Banin Ali moved on 03-09-2020 regarding ban on plantation of conocarpus which was extremely dangerous for the environment, two Motions of Ch Iftikhar Hussain Chhachhar one moved on 04-09-2020 that Chauburji Gardens Estate Colony, Multan Road Lahore, residential colony of government employees was in dilapidated condition and needed urgent repair work, the second Motion moved on 10-08-2020 regarding termination of staff of E-Libraries in Punjab which was in violation of policy presented by the Prime Minister of Pakistan and the CM Punjab not to terminate any employee, the Motion of Ms Neelum Hayat Malik moved on 24-05-2021 regarding immediate increase in the price of milk and yogurt from Rs.20 to 30 per KG in Lahore and Gujranwala City during the month of Ramazan-ul-Mubarak, were disposed of.

 

The Motion of Syed Hassan Murtaza moved on 17-07-2020 regarding notification issued by Colonies Department, Government of the Punjab, in terms of which Government land allotted to tenants within prohibited zone would be taken back and re-auctioned in the times when the country was in extreme crisis due to Corona and locust attack and tenants were suffering from critical financial conditions, hence, there agreement should be extended for three years, the Motion of Ms Hina Pervaiz Butt moved on 01-02-2021 that Punjab Libraries Foundation had become a centre of lavish spending and its officers were receiving all perks and privileges despite closure of projects and non-issuance of grant to the libraries since five years, the Motion of Ms Uzma Kardar moved on 02-02-2021 regarding death of seven deer of Bahawalpur Zoo by eating some poisonous food, which seemed to be a conspiracy of staff deputed there and the Motion of Ms Neelum Hayat Malik moved on 27-12-2022  that there were more than 800 illegal slaughter houses in Lahore where meat of sick animals was being sold, carrying fake seals and government failed to make nine slaughter houses functional owned by it, were kept pending.

 

Privilege Motion

 

The Privilege Motion moved by Ms Shahida Ahmed regarding misbehavior of Ms Majida Khan, Headmistress/S.S.T/In-Charge, Govt. Girls High School, 31-10/R, Tehsil and District Khanewal, with the Member concerned, was kept pending.

 

Resolutions in the Public Interest

 

Resolutions kept pending on December 21, 2021

 

1.         The Resolution of Sheikh Alla-ud-Din that profit rate for Resident and Non-Resident Pakistanis was different. Non-Residents were receiving profit @ 7% on foreign currency and 11% on local currency; while Residents were receiving profit @ 1% on foreign currency and 3 to 4 % on Pakistani currency, which had also tax deduction @ 35% and demanded the Federal Government to immediately equalize the profit rate, was not passed by the House.

 

2.         The Resolution of Syed Usman Mehmood that as per law enforced in 1962, after completion of MBBS in five years, PROFF Exam was held each year, enabling students to get house job for one year, making them eligible to appear in PPSC to obtain Government job. This whole process was managed by PMDC which had now been taken over by PMC and section 20 of its Act says that whoever passes NLE after completing MBBS would be eligible for house job otherwise their efforts would be in vain. Retrospective legislation was never considered a good legislation hence students who were registered under PMDC had filled a surety bond and binding them to appear in NLE was against the law and constitution. Students graduating from medical colleges across Punjab were protesting in support of their demands. The House demanded the Federal Government to immediately repeal Article 20 of the PMC Act so that the future of doctors could be secured, was kept pending as the concerned Minister was not present.

 

3.         The Resolution of Rana Mashhood Ahmad Khan that thousands of Pakistani students studying in China had been facing problems since December 2019 to continue their studies in China. The Chinese Government was not issuing visas to them hence, these students were uncertain about their future. Students from Pakistan were fully vaccinated and were ready to adopt all SOPs set out by the Chinese Government. Students of PhD and medicine were facing more problems due to the reason that the subjects were of experimental nature and online classes did not fulfill their objective. It was the responsibility of Government of Pakistan to contact Chinese Government to resolve their issues as soon as possible and get this ambiguous situation clear. So that students could complete their studies from China and come back to Pakistan to serve their country. The mover demanded the Federal Government to contact Government of China to issue visas to the affected students, was kept pending as the concerned Minister was not present.

 

Current Resolutions

 

1.         Mr Muhammad Mirza Javed moved a resolution to take strict action against those petrol pump owners who were involved in the sale of substandard oil across the province, was unanimously passed by the House.

 

2.         The Resolution of Ms Rabia Naseem Farooqi demanding the Punjab Government to take necessary steps to stop supply of adulterated milk across the province after taking stakeholders on board, was disposed of as the Mover was not present.

 

3.         The Resolution of Syed Usman Mehmood that the Government should provide interest-free loans to government employees to buy Motor Cycles, Cars and houses in line with policy prevailed in Khyber Pakhtunkhwa, was disposed of as the mover was not present.

 

4.       Ch Iftikhar Hussain Chhachhar moved a resolution demanding the federal and provincial government to revise pay scales of government employees which had not been revised since 2017 and increase their salaries in proportion to price-hike, was kept pending.

 

Suspension of Rules

 

On separate motions moved by Mrs Sabrina Javaid and Mr Muhammad Moavia under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolutions respectively, which were unanimously passed by the House:

 

Resolutions

 

Mrs Sabrina Javaid moved a Resolution that the residents of the Housing Societies registered under Cooperatives Department were facing a permanent problem. After registration, at the time of construction they had to get the layout approved by LDA, Municipal Corporation, Municipal Committee, Town Committee, District Council and concerned Union Council or Cantonment Board. Since there was no uniformity in the by-laws of different societies in Punjab which created a lot of difficulties for the residents, hence, laws of all the societies should be same and for this purpose an authority should be established to enact uniform legislation. All societies should get approval of their layouts according to their rules. Consequently, Cooperatives Housing Society would regulate its housing societies in a better way. Moreover, there would be no overlapping of laws and it would bring an end to violation of building laws. It would also facilitate the residents. The mover demanded the House to legislate in order to regulate building sector of the said department and to establish an autonomous authority for the purpose.

 

Mr Muhammad Moavia moved a Resolution that the existence of the Pakistan was based on Kalma Tayyaba, which was confirmed by objectives resolution and the Constitution of Pakistan 1973. Mr Imran Khan, Prime Minister, Islamic Republic of Pakistan, fulfilled the vision of founder of Pakistan Quaid-e-Azam Muhammad Ali Jinnah and great thinker Allama Muhammad Iqbal by establishing Pakistan on the pattern of the first Islamic welfare state of Madina established in the time of Rasool Allah , hence, he deserves praise and admiration. Syedna Abu Bakkar Saddique رضی اللہ عنہ was the second head of the State and first caliph of Madinah as envisaged by Rasool Allah . Syedna Abu Bakkar Saddique رضی اللہ عنہ was the first caliph of Muslims, the successor of the Rasool Allah , his close friend and the first person who accepted Islam. The formation of Pakistan on the pattern of the state of Madinah could be realized only when the services of our caliphs were publicized and their established principles were adopted in true spirit. Hence, it is important to enlighten Pakistanis about the services and virtues of these caliphs and demanded the government that in January 2022 on 22 Jamadi us Sani 1444, on death anniversary of first caliph Hazrat Abu Bakkar Saddique رضی اللہ عنہ government level programmes on the state of Madinah should be held and all Television channels should telecast programmes on his way of living, his virtues and his great respect for Hazoor .
