Consideration and Passage of Bills
Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs moved the following Bills as recommended by the Standing Committee on Higher Education, which were passed by the House.
1. The Ghazi National Institute of Engineering and Sciences, Dera Ghazi Khan Bill 2021
2. The Lahore Institute of Science and Technology, Lahore Bill 2021
3. The Grand Asian University, Sialkot Bill 2021
Questions relating to Higher Education Department were asked and answered by Mr Yasir Humayun, the concerned Minister.
Call Attention Notices
Two Call Attention Notices were taken up. The Notice moved by Ms Hina Pervaiz Butt regarding murder of a 45 years old Mr Arif due to blind firing by unknown persons within the premises of Canal Road, Mughalpura, Lahore and the second Notice moved by Ms Uzma Kardar regarding murder of three sisters and their mother by brothers in the name of honour within the premises of Police Station Samaba, Rahim Yar Khan were disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.
Suspension of Rules
On a motion moved by Sardar Muhammad Awais Dareshak in terms of Rule 234 of The Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution which was unanimously passed by the House:
Sardar Muhammad Awais Dareshak moved a Resolution that exemption on agricultural income tax was Rs.80,000/- per annum and tax rates were fixed in 2001 hence, exemption and rates were in accordance with the federal government income tax. Subsequently, from 2001 to 2019, there was no change in this exemption and tax rates. Meanwhile, the federal government increased income tax exemption to Rs.4 lakh per annum. The House recommended the Federal Government to collect agricultural income tax as per previous law and that it had introduced tax amnesty scheme many times, in which the tax rate was fixed at 2 to 5 percent. Such amnesty schemes should be introduced and exemption order be issued.
Twenty Seven Adjournment Motions were taken up. Two Motions of Sheikh Alla-ud-Din one was moved on 14-03-2019 demanding the Provincial Government to make clear policy about the migrants coming to Lahore from different cities of Pakistan as they were undocumented and were lacking the basic facilities, the other Motion was moved on 06-05-2021 regarding overcharging by Diagnostic Laboratories and forensic audit of income and expenses of such labs should be held by the Government, the Motion of Ms. Rabia Naseem Farooqi was moved on 25-04-2019 regarding massive use of drugs and narcotics by youth in Lahore and its open sale in educational institutions, the Motion of Ms. Mehwish sultana was moved on 27-12-2019 regarding potassium exploration by Asian Precious Mineral at Dahriala Kahon, Tehsil Chua Saiden Shah and at village Kahot of Kallar Kahar without giving public hearing to the residents of the area, two Motions of Syed Hassan Murtaza one was moved on 12-05-2020 regarding demand of extra fee amounting to Rs.2,38,824/- by BDS students by the Administration of Fatima Memorial Hospital College of Medicine and Dentistry Shadman, Lahore, in violation of Supreme Court orders that private medical colleges could not increase fee and the second Motion was moved on 17-07-2020 regarding notification issued by Colonies Department, Government of the Punjab, in terms of which Government land, allotted to tenants within prohibited zone would be taken back and re-auctioned at the times when tenants were suffering from critical financial crisis, hence, these agreements should be extended for three years, five Motions of Ch Iftikhar Hussain Chhachhar one was moved on 10-08-2020 regarding termination of staff of E-Libraries in Punjab which was in violation of policy presented by the Prime Minister of Pakistan and the CM Punjab not to terminate any employee, the second Motion was moved on 04-09-2020 that Chauburji Gardens Estate Colony, Multan Road Lahore, residential colony of government employees was in dilapidated condition and needed urgent repair work, the third Motion was moved on 29-09-2021 regarding dilapidated condition of 1.5 KM road from Mitranwali to Kandan Siyah Road at Tehsil Daska, the fourth Motion regarding change of status of Mandi Ahmadabad, Tehsil Depalpur, District Okara Town Committee as Union Council, the fifth Motion was moved on 24-05-2021 regarding inequality done to English Teachers whose seats had not been upgraded to Grade-16, three Motions of Ms. Khadija Umer, one was moved on 16-07-2020 that through an amendment in “The Punjab Government Servants Housing Foundation Act” the house ownership to the government employees was changed to the plot ownership, which was not even executable, the second Motion was moved on 26-01-2021 regarding non-provision of Affiliation Certificate and examination code to Watim Medical College Rawalpindi, the third Motion was moved on 02-02-2021 regarding refusal to upgrade the seats of 25% Junior Technicians from BS-4 to BS-5 in Medical Center Health System, the Motion of Ms Shazia Abid was moved on 16-07-2020 regarding non-payment of death benefits to the widow of Mr Gulzar Ahmad (Late) employee of Local Government & Community Development Department, Tehsil Athara Hazari, District Jhang, due to the negligence of the said Department, the Motion of Ms Umul Banin Ali was moved on 03-09-2020 regarding ban on plantation of conocarpus which was extremely dangerous for the environment, two Motions of Ms Hina Pervaiz Butt one was moved on 04-09-2020 regarding 201 illegal connections of water and sewerage was given by WASA in 14 Divisions of Lahore and the other Motion was moved on 01-002-2021 that Punjab Libraries Foundation had become a centre of lavish spending and its officers were receiving all perks and privileges, the Motion of Mr Muneeb-ul-Haq was moved on 26-05-2021 regarding Over-head Bridge connecting southern and northern Okara was in disrepair condition and there was extreme possibility of occurrence of accidents, the Motion of Mr Sajid Ahmed Khan was moved on 18-05-2021 that there was constant increase in number of Private Hospitals in District Lahore where patients and attendants were compelled to go for clinical tests from medical laboratories of these respective hospitals and the role of Healthcare Commission was doubtful, the Motion of Mr Muhammad Ashraf Rasool was moved 02-06-2021 that due to incompetence of District Administration and carelessness of Local Government Department, Government tube wells in Sheikhupura Tehsil Ferozwala were not functioning, the Motion of Mr Muhammad Tahir Pervaiz regarding non-implementation of decision of Steering Committee of Local Government that Technical Secretaries of Union Council in BS-11 inducted in 2007 across the Province to be promoted as Sub-Engineers, were kept pending.
The Motion of Ms Sadia Sohail Rana was moved on 03-09-2020 regarding recovery and action against those who were involved in embezzlement of tax duty in Sahiwal Division by the Punjab Revenue Department, two Motions of Ch Iftikhar Hussain Chhachhar one was moved on 03-09-2020 regarding dissolution of Market Committee Basirpur, Tehsil Depalpur, District Okara by merging it into Hujra Shah Muqeem Market Committee and the other Motion was moved on 30-09-2021 regarding massive increase in the rate of traffic challans by the Govt. of the Punjab, the Motion of Malik Nadeem Kamran regarding massive increase of dacoity incidents in Sahiwal Division and the Motion of Chaudhary Mazhar Iqbal was moved on 30-09-2021 regarding increase in dacoity incidents in Haroonabad and inability of Police Department to take action against the culprits, were disposed of after replied by the concerned Minister.
The House was then adjourned at 04:55 p.m. to meet on Tuesday, December 21, 2021 at 01:00 p.m.

"اس ایوان کی رائے ہے کہ زرعی انکم ٹیکس کی بنیادی چھوٹ 80 ہزار روپے سالانہ اور ٹیکس ریٹس 2001 میں متعین کئے گئے تھے اور اس وقت یہ چھوٹ اور ریٹس وفاقی انکم ٹیکس کے مطابق تھے۔ بعد ازاں 2001 سے 2019 تک بنیادی چھوٹ اور ٹیکس ریٹس میں کوئی تبدیلی نہیں کی گئی جب کہ اس دوران وفاقی انکم ٹیکس کی بنیادی چھوٹ 4 لاکھ روپے سالانہ کر دی گئی تھی۔ صوبائی اسمبلی پنجاب کا یہ نمائندہ ایوان وفاقی حکومت سے اس امر کی سفارش کرتا ہے کہ زرعی انکم ٹیکس کی وصولی میں پرانے قانون کے مطابق واجبات پر چھوٹ دی جائے۔ جیسا کہ وفاقی حکومت پہلے کئی بار ٹیکس ایمنسٹی اسکیم لا کر چھوٹ دے چکی ہے، جس میں ٹیکس ریٹ 2 سے 5 فیصد تک تھا۔ یہ کہ متعلقہ وزارت کو اس امر کی ہدایت کی جائے کہ اسی طرز کی ایمنسٹی اسکیم متعارف کروائے اور چھوٹ دینے کے احکامات صادر فرمائے۔"
