Oath

Mr Youdester Chohan, Member-elect (NM-367) made an oath as administered by the Chairman and signed the Roll of Members. The seat was vacated after the death of Mr Peter Gill, who died on 08 October, 2021.

Question Hour

Questions relating to Industries, Commerce & Investment Department were on the agenda and kept pending due to absence of the concerned Minister and Parliamentary Secretary.

Zero Hour

Fourteen Zero Hour Notices were taken up. The Notice of Mr Sami Ullah Khan moved on 22-06-2021 that the approved project of Ring Road Rawalpindi was changed by the administration to favour many private housing schemes and politicians hence, bringing a loss of Rs.25 billion to the national exchequer, the Notice of Mr Sohaib Ahmed Malik moved on 13-07-2021 that there was no parking stand in Tehsil Headquarters Hospital Bhalwal but parking fee @ Rs.10, 20 and 50 was being charged in the name of parking stand since long. Each year this point was contracted but hospital authorities had not constructed its own parking stand, the Notice of Mr Nasir Mahmood moved on 24-09-2021 regarding underground water that had become salted in different highly populated villages of Constituency PP-27 Jhelum Tehsil Pind Dadan Khan, the Notice of Mr Muhammad Tahir Pervaiz moved on 24-09-2021 regarding Faisalabad City was flooded with rain water resulting in traffic jams, the Notice of Mr Muhammad Arshad Malik moved on 24-09-2021 that in Gujranwala, different factories and Institutions were disposing of their used/wasted water through illegal bore hence, contaminating underground drinking water resulting in various diseases occurring to the inhabitants, the Notice of Ms Sajida Begum moved on 24-09-2021 regarding death of 2 ½ months old infant due to preventive vaccination and District Health Officer Khushab exonerated the doctors in inquiry proceedings responsible for this mishap, the Notice of Ms Shazia Abid moved 28-09-2021 regarding death of a six years old boy due to negligence of a doctor injecting wrong injection while busy on a phone at Jampur Tehsil Headquarters Hospital, the Notice of Ms Neelum Hayat Malik moved on 28-09-2021 regarding death of a patient at District Headquarters Hospital Kasur because the dialyses machine was out of order for the last fifteen days and shortage of medical facilities in male/female surgical wards for the last two months, the Notice moved by Ms Khadija Umer that third standard book published in terms of uniform curriculum contained severe mistakes including incomplete second Kalma and did not mention the oneness of Allah Almighty, the Notice moved by Mr Sohaib Ahmad Malik that due to non-availability of Gynecologists in Tehsil Headquarters Hospital Bhera, Sargodha, female patients were facing severe problems to get treatment for their pregnancies, although 3 Gynecologists were appointed in the hospital but they refused to join. Moreover, equipment was becoming useless due to non-utilization, the Notice moved by Mr Muhammad Abdullah Warraich regarding explosion at a fireworks factory in Makoana, ​​Faisalabad injuring three workers and killing one female. Such incidents keep on happening in different areas of Faisalabad leading to loss of precious lives but no security measures had yet been taken by the concerned government departments which was urgent need of the time, the Notice of Mr Muhammad Safdar Shakir that Girls Primary School established in 1962 in Constituency PP-104 of the Member concerned comprising Tariq Colony, Mamu Kanjan City, District Faisalabad was upgraded as Middle School in 1987. After completing Middle, girls had to travel 3 miles away to Government Girls High School 509/GB for higher education. The Girls Primary School met all the requirements to be further upgraded for which allocation of funds were required in the budget of next financial year, the Notice of Mr Muhammad Tahir Pervaiz regarding dacoity occurred at the house of Mr Umar Hayyat, a resident of Mouza Chhant, Police Station Bhaira, District Sargodha, in which family lost millions of rupees as cash, gold jewellery and other valuables at gunpoint. Such incidents of burglary and robbery were increasing day by day in its traditional way, were kept pending. The Notice moved by Ms Uzma Kardar regarding under age, un-trained drivers of Qingqi Rickshaw having no license and number plate, was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Adjournment Motion

Mr Muhammad Moazzam Sher moved an Adjournment Motion that pursuant to the Notification dated 25 May 2018 issued by the Secretary (Regulation), S&GAD, Govt. of the Punjab, a Special Zone was created on the basis of backward areas included in it. Initially 20% quota increased to 35 % was fixed to recruit bona fide residents of the zone in BPS-16 or above which had not yet been implemented. PP-84 comprising Khushab and Noorpur Thal Tehsils were more backward areas than included in this special zone. Where literacy rate was poorer due to non-existence of schools and colleges. These above mentioned Tehsils should also be included in special zone otherwise, it would be discouraging for few educated people of these areas, was kept pending.

Laying of Reports

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs laid before the House the following reports, which were referred to the Public Accounts Committee No. II, with the directions to examine and report within one year:

(i)         The Performance Audit Report on Construction of Bridge Over River Ravi for Metro Bus System, Lahore for the Audit Year 2017-18.

 (ii)        The Audit Report on the Accounts of 190 Union Councils of Punjab (North), for the Audit Year 2018-19.

Laying of Report

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs presented before the House the report of Standing Committee on Higher Education in respect of Bill No.23 of 2021.

The House was then adjourned at 12:40 p.m. to meet on Monday, November 22, 2021 at 11:30 a.m.
