Panel of Chairmen

 

In terms of Rule 13(1) of The Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Mr. Muhammad Khan Bhatti, Secretary Assembly announced the Panel of Chairmen as nominated by Mr. Speaker in the following order:-

 

1.      Mian Shafi Muhammad (PP-258)

 

2.      Nawab Zada Waseem Khan Badozai (PP-213)

 

3.      Mr. Muhammad Abdullah Warraich (PP-29)

 

4.      Ms. Zakia Khan (W-331)

 

Fateha

 

The House offered Fateha on the sad demise of mother of Mr Abdul Haye Dasti, MPA (PP-270)/Advisor to Chief Minister on Agriculture, father of Mr Muhammad Raza Hussain Bukhari, MPA (PP-274) and brother of Mr Javaid Akhter Ansari, MPA (PP-215).

 

Question Hour

 

Questions relating to Agriculture Department were on the agenda. Despite the Ruling by the Chair the Administrative Secretary of the concerned Department was not present and the Question Hour was kept pending.

 

Laying of Report

 

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs presented before the House, the report of Special Committee No.12 in respect of “The Punjab Community Safety Measures in Health and Sports Clubs Premises Bill 2021 (Bill No. 67 of 2021)”.

 

Mrs Sabrina Javaid presented before the House the reports of Standing Committee on Higher Education in respect of the following:

 

1.         The South Punjab Institute of Science and Technology, Dera Ghaza Khan Bill 2020 (Bill No. 43 of 2020);

 

2.         The University of Lahore (Amendment) Bill 2021 (Bill No. 65 of 2021);

 

3.         The Rashid Latif Khan University Bill 2021 (Bill No.66 of 2021); and

 

4.         The University of Management and Technology, Lahore (Amendment) Bill 2021 (Bill No.68 of 2021).

 

Adjournment Motions

 

Two Adjournment Motions were taken up. The Motion moved by Mr Muhammad Salman regarding extensive corruption prevailing in Multan Development Authority and officials/high rank officers were approving maps/layouts in violation of Rules to construct buildings, overlooking gap of required five hundred feet which was also bringing loss to the national exchequer and the Motion moved by Mr Javed Kausar regarding Rawalpindi Gymkhana Club which was established almost 16-years back was built on the land owned by Govt. of the Punjab and now Commissioner, Rawalpindi Division was manipulating to shut it down by directing to check  the status of its land to make it non-functional, were respectively referred to Special Committee No.9 & 12 with the direction to submit their reports within two months.

 

Laying of Ordinance

 

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs laid before the House “The Punjab Commission on Irregular Housing Schemes (Second Amendment) Ordinance 2021”, which was referred to the Standing Committee on Local Government & Community Development with the direction to submit its report within two months.

 

The House was then adjourned at 03:00 p.m. to meet on Friday, November 19, 2021 at 09:00 a.m.
