Adjournment Motion
The Adjournment Motion moved by Rana Munawar Hussain that Library Rates Committee of National Library of Pakistan was empowered to fix the rate list of books for three months according to which the libraries across Pakistan would buy books as per rate list and no tender or quotation would be required for purchase. The same exemption was endorsed by the Federal PPRA Rules, whereby, the purchase of books was exempted from tenders and quotations. In case of parallel laws available in the federation and the province, the law of the federation would prevail but this law was being violated in Punjab because Mr Abdul Salam, Senior Law Officer, Punjab PPRA, S&GAD, was misinterpreting the law, who ordered that quotations and tenders were necessary to purchase library books against the wish of federal laws, was referred to Special Committee No.9.
