اس ایوان کی رائے ہے کہ صوبہ کے اکثر تعلیمی اداروں نے عوام کو لُوٹنے کا سلسلہ شروع کر رکھا ہے۔ ہر سکول یونیفارم، کاپیوں اور کتابوں کو از خود مہنگے داموں فروخت کرتا ہے اور تمام نجی تعلیمی ادارے ایسا یونیفارم، کاپیاں اور کتابیں تیار کرواتے ہیں جو مارکیٹ میں دستیاب نہ ہو اور مجبوراً طلباء کو سکول سے یہ اشیاء مہنگے داموں خریدنی پڑتی ہیں۔ لہذا یہ ایوان حکومت سے مطالبہ کرتا ہے کہ صوبہ کے تمام نجی تعلیمی اداروں کو پابند کیا جائے کہ وہ ایسے یونیفارم، کاپیوں اور کتابوں کا انتخاب کریں جو تمام تعلیمی اداروں میں یکساں ہوں اور باآسانی مارکیٹ میں دستیاب ہوں تاکہ بچوں کے والدین پر فیسوں کے بھاری بوجھ کے علاوہ مہنگا یونیفارم، کاپیوں اور کتابوں کو خریدنے کا بوجھ کم ہو سکے۔ |

اس ایوان کی رائے ہے کہ پانی انسانی زندگی کے لئے بنیادی ضرورت ہے لیکن عوام کی بڑی تعداد اس بنیادی ضرورت سے محروم ہیں۔ لہذا صوبائی اسمبلی پنجاب کا یہ ایوان حکومت پاکستان سے مطالبہ کرتا ہے کہ آئین کے آرٹیکل 19۔الف میں دیئے گئے حق معلومات اور آرٹیکل 25۔الف میں دی گئی مفت اور لازمی تعلیم کی فراہمی کی طرح پاکستان کے ہر شہری کو پینے کے صاف پانی کی فراہمی کو بھی بطور بنیادی حق آئین میں شامل کیا جائے۔ |

اس ایوان کی رائے ہے کہ دیگر صوبوں کی طرز پر صوبہ پنجاب کے تمام سرکاری ملازمین کو اپنی مدت ملازمت مکمل ہونے کے بعد گروپ انشورنس کی رقم مع منافع ادا کرنے کے لئے |

اس ایوان کی رائے ہے کہ امراض قلب کی بڑھتی ہوئی شرح کے پیش نظر صوبہ بھر کے تمام اضلاع میں کارڈیالوجی سنٹرز کا قیام عمل میں لایا جائے۔ |

اس ایوان کی رائے ہے کہ پاکستان میں آج بھی دُنیا بھر میں مسترد شدہ Road Studs یا Cat’s Eyes سپیڈ بریکرز کے طور پر استعمال کئے جا رہے ہیں جو نہ صرف گاڑیوں کے ٹائرز کو شدید نقصان پہنچا رہے ہیں بلکہ حادثات کا موجب بھی ہیں۔ لہذا یہ ایوان وفاقی حکومت اور صوبائی حکومت سے مطالبہ کرتا ہے کہ تمام سڑکوں سے ان Road Studs یا Cat’s Eyes کو فوری طور پر ہٹایا جائے اور گاڑیوں کی رفتار کو کم رکھنے کے لئے بین الاقوامی ٹریفک قوانین کے مطابق منظور شدہ سپیڈ بریکرز کا استعمال کیا جائے۔ |

اس ایوان کی رائے ہے کہ صوبہ بھر کے سکولز میں مانیٹرنگ کیلئے تعینات MEA’s کی جانب سے خواتین اساتذہ کو ہراساں کرنے کے بےشمار واقعات رونما ہو چکے ہیں اور معزز اساتذہ کی تذلیل کی جاتی ہے۔ لہذا ان MEA’s کے کنٹریکٹ پورے ہونے پر انکو مزید کنٹریکٹ نہ دیا جائے۔ اساتذہ کو MEA’s سے نجات دلائی جائے تاکہ وہ انتھک محنت سے اپنی خدمات سرانجام دے سکیں۔ |

اس ایوان کی رائے ہے کہ لاہور کے حلقہ PP-160 اور NA-128 کے علاقہ کینال ویو میں ایک بھی سرکاری سکول نہیں ہے۔ لہذا یہ ایوان مطالبہ کرتا ہے کہ وہاں فی الفور سرکاری سکول تعمیر کیا جائے۔ |

اس ایوان کی رائے ہے کہ سرکاری میڈیکل کالجز میں داخلہ کی سیٹیں بڑھائی جائیں اور Evening Shift کا بھی اہتمام کیا جائے۔ |

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs presented before the House the report of Special Committee No.6 in respect of Adjournment Motion No.769 of the year 2019.
Question Hour
Questions relating to Schools Education Department were asked and replied by Mr. Sajid Ahmed Khan, the concerned Parliamentary Secretary.
Adjournment Motion
The Adjournment Motion moved by Ch Iftikhar Hussain Chhachhar regarding delay in the construction of medical tower at Jinnah Hospital Lahore for which funds had been allocated due to negligence of Specialized Healthcare Department, was kept pending on the request of the Minister concerned.

The Pakistan Penal Code (Punjab Amendment) Bill 2020 to be moved by Sheikh Alla-ud-Din was disposed of as the mover was not present.
Resolutions
Resolutions kept pending on 31 December 2019
1. The Resolution of Mr. Muhammad Muneeb Sultan Cheema urging the Government to restrict private educational institutions in the Punjab, compelling parents to purchase uniforms, books and stationary from their respective schools which were easily available in the market to decrease their financial burden, was not passed by the House.
2. The Resolution of Ch Iftikhar Hussain Chhachhar regarding establishment of Cardiology Centers in all Districts of the Punjab keeping in view the increase in number of cardiac patients, was not passed by the House.
Current Resolutions
1. The Resolution moved by Ms. Asia Amjad urging the Federal and Provincial Governments to remove Road Studs/Cat Eyes speed breakers from roads, which is internationally an obsolete system and is damaging tyres and also causing road accidents and build speed breakers approved as per international traffic laws, was withdrawn by the mover.
2. Ch Iftikhar Hussain Chhachhar moved a Resolution not to extend contract of MEA’s, which were appointed to monitor the performance of schools in the Province due to the cases of harassment to female teacher by MEA’s, was not passed by the House.
Zero Hour
The Motion of Ms. Shaheena Karim moved on 22-01-2019 that there should be complete ban on transfer of teachers in the middle and start of session i.e. in the months of December, January and February which would affect the study of students, was disposed of after replied by the Minister concerned.
The Motion of Chaudry Akhtar Ali moved on 27-12-2019 regarding Laser Machine to treat cancer patients was out of order and shortage of pain killers to be given to Cancer patients at Mayo Hospital was disposed of after replied by the Minister concerned.
Ms. Shazia Abid moved a Motion regarding removal of sand and clay from Daajal Canal, District Rajanpur due to which banks of canal are becoming weak, which may result in flood in the village, was disposed of after replied by the Minister concerned.
The Motion of Ms. Uzma Kardar regarding rape of a student of grade-II naming Kasur Bibi at Jamber Kalan Kasur by her School Teacher, was disposed of after replied by the Minister concerned.
The House was then adjourned at 06:59 p.m. to meet on Wednesday, January 29, 2020 at 03:00 p.m.
