            A MINISTER to lay the following reports:

(i)            Audit Report on the Accounts of District Health Authorities of 19 Districts of Punjab for the Audit Year 2017-18.

(ii)          Audit Report on the Accounts of District Education Authorities of 19 Districts of Punjab for the Audit Year 2017-18.

(iii)         Special Audit Report on Construction of Lahore Orange Line Metro Train Project (Volume-I) HUD & PHE Department and Transport Department, Government of the Punjab, for the Audit Year 2016-17.

            Note:   Copies of the audit report at Serial No. (iii) have already been supplied on
29-11-2019.

Questions relating to Primary & Secondary Healthcare Department were asked and replied by Dr. Yasmin Rashid, the concerned Minister.

Call Attention Notices

Two Call Attention Notices were taken up. The Notice moved by Ms. Hina Pervaiz Butt regarding attack on Punjab Institute of Cardiology, Lahore by the lawyers, which resulted in death of several patients and the second Notice moved by Ms. Sajida Begum regarding murder of Ms. Sadaf Shaheen after her rape resident of Aadhi Kot District Khushab, were disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Adjournment Motions

Thirteen Adjournment Motions were taken up. The Motion moved by Sheikh Alla-ud-Din regarding extravagant spending on wedding events and PFDC is promoting lavish expenditure on bridal dresses etc. by celebrating bridal weeks when Pakistan is going through war like situation and is unaware of its consequences and effects on the poor people, the Motion moved by Ms. Khadija Umer regarding sale of sand trolley at hefty price for Rs.2500/- each instead of the rate of Rs.400/- each fixed by the Government in Pakpattan, the motion moved by Ms. Hina Pervaiz Butt regarding death of a five years’ old boy due to the expired injection and demanding strict action against quacks and the second Motion moved on 27-11-2019 regarding non-payment of scholarships to the students by Punjab Education Endowment Fund due to its financial implications and the Motion of Ms. Zainab Umair moved on 28-11-2019 regarding non-implementation of Rule 3 (3) Schedule II of Punjab Government Rules of Business 2011 and Federal Policy by the Home Department to execute punishments, delays and apologies were kept pending. The Motion of Ms. Hina Pervaiz Butt moved on 28-11-2019 regarding dead bodies of three new born babies after their burial were lying open in graveyard of Kot Lakhpat Lahore, the Motion of Ms. Azma Zahid Bokhari moved on 22-01-2019 regarding number of seats  of teachers and staff are lying vacant after expiry of their contracts in Narowal University consequently, the students have to suffer, the Motion of Ms. Shazia Abid moved on 02-05-2019 that in violation of Government Policy two applicants were called for interview for the post of Vice-Chancellor, Lahore College University for Women, whose pasts were not clear, one candidate was facing corruption charges at NAB and the other was dismissed from the said post on the orders of Supreme Court of Pakistan, the Motion of Ms. Kanwal Pervaiz Ch. moved on 02-05-2019 that sale of commodities on installments now-a-days is a flourishing business in Pakistan especially in Punjab. However, no Government Department is assigned task to keep a check on the performance of these institutions and they do not fall within the ambit of any law, hence, traders dealing in this business are victimizing general public and compelling them to pay exorbitant interest rates than approved by State Bank of Pakistan, the Motion of Ms Sabeen Gul Khan moved on 19-11-2019 regarding embezzlement of lacs of rupees by the Chief Officer District Council Rajanpur through fake bills in respect of Sarsabz Programme, the Motion of Ch Iftikhar Hussain Chhachhar moved on 28-11-2019 regarding problems being faced by the residents of Sabzazar Colony Lahore due to garbage accumulated in the streets spreading diseases because some residents are possessing cattle for commercial purpose, the Motion moved by Ms. Rabia Naseem Farooqi regarding death of twelve years old boy Mr Ali Ahmad due to the non-availability of anti- rabies vaccine for dog bite at Teaching Hospital, Shahdara Lahore and the Motion moved by Mr. Muhammad Safdar Shakir regarding shortage of janitorial staff at Town Committee, Mamu Kanjan comprising 40,000 inhabitants, were disposed of after replied by the concerned Ministers.

 

Government Business

Introduction of Bill

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs introduced The University of North Punjab, Chakwal Bill 2019, which was referred to the Standing Committee on Higher Education with the direction to submit its report within two months.

Laying of Reports

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs laid the following reports in the House which were referred to the Public Accounts Committee No. II with the direction to examine and report within one year.

1.               Audit Report on the Accounts of District Health Authorities of 19 Districts of Punjab for the Audit Year 2017-18.

2.                Audit Report on the Accounts of District Education Authorities of 19 Districts of Punjab for the Audit Year 2017-18.

3.               Special Audit Report on Construction of Lahore Orange Line Metro Train Project (Volume-I) HUD & PHE Department and Transport Department, Government of the Punjab, for the Audit Year 2016-17.

Zero Hour   

The Notice of Mr. Sohaib Ahmad Malik moved on 22-01-2019 regarding problems being faced by students of Sargodha University residents of Bhera for not providing them pick and drop facility by the university as it is providing this facility to the students residing at Bhalwal and the Notice of Ms. Shazia Abid moved on 12-03-2019 that a bridge connecting Tehsil Jampur and Dajal is in dilapidated condition were disposed of after replied by the concerned Ministers. The last Notice of Ms. Uzma Kardar moved on 02-05-2019 regarding increase in the fee of MBBS and BDS students for the session 2018-19 by the Fatima Memorial Hospital College of Medicine and Dentistry and final year students have been directed to pay difference in the tuition fee amounting to Rs.238,824 by 15 May 2019 which is not fair, was kept pending as the concerned Minister was not present.

The House was then adjourned at 06:10 p.m. to meet on Tuesday, December 24, 2019 at 03:00 p.m.
