            A MINISTER to lay the following reports:

(i)            Special Audit Report on the Accounts of Parks & Horticulture Authority, Lahore for the Period from May, 2003 to June, 2008 Housing, Urban Development & Public Health Engineering Department, Government of the Punjab for the Audit Year 2016-17.

(ii)          Special Audit Report on M.A. Johar Town Housing Scheme, LDA, Lahore HUD & PHE Department, Government of the Punjab for the Audit Year 2016-17.

            Note: Copies of the above audit reports have already been supplied on 29-11-2019.

Condolence

The House observed one minute silence and prayed on the sad demise of Mr. Munir Masih Khokhar, MPA (NM-370).

Question Hour

Questions relating to Housing, Urban Development & Public Health Engineering Department were asked and answered by Mr. Malik Taimoor Masood, the concerned Parliamentary Secretary.

Extension in Time Limit for Laying the Reports

On a Motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted extension upto 29 February 2020 to the Special Committee No.6 for laying its reports on “Resolution No.33 and Adjournment Motion No.769 of the year 2019”.

Calling Attention Notices

The Notice moved by Ms. Hina Pervaiz Butt regarding murder of Mirza Ishfaq Baig on resistance during dacoity at motorbike show room located at Purani Mandi Pattoki, Multan road and the second Notice moved by Ms. Uzma Kardar regarding rape and murder of a sixteen years old girl Ms Zarena and no FIR has yet been registered against the accused, were disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Government Business

Laying of Reports 

Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs laid the following reports before the House, which were referred to the Public Accounts Committee No. II with the direction to examine and report within one year.

1.    Special Audit Report on the Accounts of Parks & Horticulture Authority, Lahore for the Period from May, 2003 to June, 2008 Housing, Urban Development & Public Health Engineering Department, Government of the Punjab for the Audit Year 2016-17.

2.     Special Audit Report on M.A. Johar Town Housing Scheme, LDA, Lahore HUD & PHE Department, Government of the Punjab for the Audit Year 2016-17.

Adjournment Motions

Eight Adjournment Motions were taken up. The Motion moved by Ms. Hina Pervaiz Butt regarding brick kilns are working without adopting zigzag technology at Nankana Sahib despite ban imposed for a month by the Government of the Punjab to produce bricks to control air pollution and secondly bricks are sold on high price in violation of rate fixed by the Government, the second Motion moved by Ms. Seemabia Tahir regarding winding up of The Punjab AIDS Control Programme due to the resignation of four Senior Officers and instant increase in AIDs cases from 124 to 448 in 20 Districts of the Punjab, were kept pending as the concerned Ministers were not present.

Three Motions of Ms. Khadija Umer, one regarding complete ban on the sale of sub-standard Banaspati ghee and cooking oil, second regarding manufacturing of plastic bottles with used and contaminated plastic material in the Punjab and the third regarding sale of sub-standard cooking oil prepared from waste internal organs of animals which is very harmful for human beings and demanding strict action by Punjab Food Authority against the mafia, the Motion of Choudhary Ashraf Ali regarding sale of meat of prohibited birds and adulterated spices by the restaurants and hotels at Gujranwala in connivance with Gujranwala District Administration and Wildlife Department, the Motion of Ms. Uzma Kardar regarding sale of adulterated meat filled with contaminated water in connivance with the staff of administration at Mustafabad Lalyani, Kasur and the Motion of Ms. Zainab Umair regarding non-implementation of decision of Supreme Court to regularize 72 Public Prosecutors by the Government of Punjab pending since 2010, were disposed of after replied by the concerned Ministers.

Suspension of Rules

On a motion moved by Ms. Uzma Kardar under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant Rules of the Rules ibid, for taking up the following Resolution:

Resolution

Ms. Uzma Kardar moved a resolution for condemning and rejecting the steps taken by the Indian Government against Muslims and Kashmiris and human rights violations targeting Muslims are continuously happening in India. The resolution further added that earlier India had illegally annexed Kashmir and has imposed the longest lock down in the history and passage of controversial law of citizenship on the basis of religion to target Muslims. Hence, urged the Federal Government to take up the matter with the United Nations and other International organizations to pressurize India to discontinue this annexation of Kashmir and to with draw controversial legislation, was unanimously passed by the House.

Zero Hour

On a motion moved by Mr. Muhammad Arshad Malik regarding discontinuation of Lambardary System in Punjab which would raise a lot of problems in the society. In this respect a summary has been moved to the Chief Minister of Punjab by the Board of Revenue, was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

The House was then adjourned at 06:22 p.m. to meet on Friday, December 20, 2019 at 09:00 a.m.

"صوبائی اسمبلی پنجاب کا یہ ایوان بھارتی حکومت کی جانب سے مسلمانوں اور کشمیریوں کے خلاف حالیہ اقدامات کی پُرزور مذمت کرتا ہے اور انہیں مسترد کرتا ہے۔ اس ایوان کی رائے ہے کہ بھارت میں انسانی حقوق کی مسلسل خلاف ورزی کی جا رہی ہے اور مسلمانوں کو نشانہ بنایا جا رہا ہے۔

 

بھارت نے پہلے کشمیر کا غیرقانونی الحاق کیا، وہاں تاریخ کا طویل ترین لاک ڈاؤن کیا اور اب مذہب کی بنیاد پر متنازعہ شہریت کے قانون کے ذریعے مسلمانوں کو ٹارگٹ بنایا جا رہاہے۔

یہ ایوان وفاقی حکومت کے ذریعے اقوام متحدہ اور دیگر بین الاقوامی اداروں سے مطالبہ کرتا ہے کہ کشمیر کا بھارت کے ساتھ غیرقانونی الحاق فی الفور ختم کروایا جائے نیز شہریت کا حالیہ متنازعہ قانون واپس لیا جائے۔"
