اس ایوان کی رائے ہے کہ صوبہ کے اکثر  تعلیمی اداروں نے عوام کو لُوٹنے کا سلسلہ شروع کر رکھا ہے۔ ہر سکول یونیفارم، کاپیوں اور کتابوں کو از خود مہنگے داموں فروخت کرتا ہے اور تمام نجی تعلیمی ادارے ایسا یونیفارم، کاپیاں اور کتابیں تیار کرواتے ہیں جو مارکیٹ میں دستیاب نہ ہو اور مجبوراً  طلباء کو سکول سے یہ اشیاء مہنگے داموں خریدنی پڑتی ہیں۔ لہذا یہ ایوان حکومت سے مطالبہ کرتا ہے کہ صوبہ کے تمام نجی تعلیمی اداروں کو پابند کیا جائے کہ وہ ایسے یونیفارم، کاپیوں اور کتابوں کا انتخاب کریں جو تمام تعلیمی اداروں میں یکساں ہوں اور باآسانی مارکیٹ میں دستیاب ہوں تاکہ بچوں کے والدین پر فیسوں کے بھاری بوجھ کے علاوہ مہنگا یونیفارم، کاپیوں اور کتابوں کو خریدنے کا بوجھ کم ہو سکے۔

صوبائی اسمبلی پنجاب کا ایوان وفاقی حکومت سے مطالبہ کرتا ہے کہ نوزائیدہ بچوں میں پائی جانے والی مہلک اور جان لیوا بیماری Methylmalonic Academia (MMA) کا واحد علاج اور لائیو سیونگ میڈیکیٹڈ دودھ یا خوراک (XMTVI Maxamaid) بغیر کسی ٹیکس و ڈیوٹی اور پیکنگ پر بغیر اردو تحریر درآمد کرنے کی اجازت دی جائے۔

یہ ایوان حکومت سے مطالبہ کرتا ہے کہ حکومت اس حوالے سے قانون سازی کرے کہ تمام سرکاری و نجی ہسپتالوں میں وفات پائے جانے والے مریض کے لواحقین سے بقایاجات کی رقم وصول نہ کی جائے اور ان کو فی الفور میت لے جانے کی اجازت دی جائے بلکہ ہسپتال انتظامیہ فری ایمبولینس کا انتظام کرے تاکہ میت کو گھر بروقت پہنچایا جا سکے۔

اس ایوان کی رائے ہے کہ صوبہ بھر میں مردہ، لاغر اور بیمار جانوروں کے گوشت کے ساتھ حرام گوشت بھی فروخت ہو رہا ہے۔ جس کی ایک وجہ مناسب تعداد میں سلاٹر ہاؤس نہ ہونا ہے۔ لہذا یہ ایوان حکومت سے مطالبہ کرتا ہے کہ سلاٹر ہاؤسز کی تعداد میں اضافہ کیا جائے نیز مضر صحت گوشت فروخت کرنے والوں کے خلاف سخت کارروائی کی جائے۔

اس ایوان کی رائے ہے کہ ہائی کورٹ کی جانب سے تحصیل مری میں تعمیرات پر عائد پابندی ختم کئے جانے کے فیصلے پر عملدرآمد نہ ہونے سے مری میونسپل کارپوریشن کو ریونیو کی مد میں کروڑوں روپے کے نقصان کا سامنا ہے اور لوگوں کے بنیادی حقوق بھی سلب ہو رہے ہیں۔ لہذا یہ ایوان مطالبہ کرتا ہے کہ عدالت عالیہ کے فیصلے پر عملدرآمد کیا جائے تاکہ حلقے کے عوام کو درپیش مسائل حل ہو سکیں۔

اس ایوان کی رائے ہے کہ  پانی انسانی زندگی کے لئے بنیادی ضرورت ہے لیکن عوام کی بڑی تعداد اس بنیادی ضرورت سے محروم ہیں۔ لہذا صوبائی اسمبلی پنجاب کا یہ ایوان حکومت پاکستان سے مطالبہ کرتا ہے کہ آئین کے آرٹیکل 19۔الف میں دیئے گئے حق معلومات اور آرٹیکل 25۔الف میں دی گئی مفت اور لازمی تعلیم کی فراہمی کی طرح پاکستان کے ہر شہری کو پینے کے صاف پانی کی فراہمی کو بھی بطور بنیادی حق آئین میں شامل کیا جائے۔

Deputy Speaker and Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs welcomed the Members from Sindh Assembly in Punjab Assembly and expressed hope that such exchange visits would promote bilateral love among the provinces and also provide an opportunity to learn from the experiences of each others.

Extension in Time Limit for Laying the Reports

On a Motion moved by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs, the House granted extension up to 31st January 2020 to the Standing Committee on Home for laying its report on “The Punjab Probation and Parole Service Bill 2019 (Bill No. 32 of 2019)”.

On a Motion moved by Mr. Ali Akhtar, the House granted extension up to 31st January 2020 to the Committee on Privileges for laying its reports on “Privilege Motion Nos. 1,6,8,9,10,11,12,14,15,17,18,20,21 and 22 for the year 2019”.

Question Hour

Questions relating to Local Government & Community Development Department were asked and answered by Mr. Ahmed Khan, the concerned Parliamentary Secretary.

Adjournment Motions

Two Adjournment Motions were taken up. The Motion moved by Ms. Hina Pervaiz Butt regarding construction of encroachments in commercial markets of every block of Model Town Society in connivance with the Members of the Society and Union and the second Motion moved by Ch Iftikhar Hussain Chhachhar regarding closure of OPDs of all teaching Hospitals in the Province due to the strike/protest against MTI Act by the Doctors, Nurses and Paramedical staff, were disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

Motion for Leave

On a motion of by Ms. Sadia Sohail Rana, the House granted Leave to introduce The Punjab Provincial Motor Vehicles (Amendment) Bill 2019”,

Ms. Sadia Sohail Rana introduced “The Punjab Provincial Motor Vehicles (Amendment) Bill 2019” before the House which was referred to the Standing Committee on Transport with the direction to submit its report within two months.

Resolutions kept pending on November 19, 2019

1. Resolution of Ms. Shahida Ahmed to exempt senior citizens of sixty five years of age and above from the payment of fare in public transport including trains, buses, metro bus and speedo bus, was withdrawn by the mover.

2. Resolution of Mr. Muneeb-ul-Haq urging the Federal Government to immediately withdraw recent increase in the rates of fertilizers, was kept pending as the Minister was not present.

3. Resolution of Mr. Muhammad Muneeb Sultan Cheema demanding the Government to restrict private educational institutions in the Punjab for choosing the uniforms, books and stationary which are identical and easily available in the market to decrease the financial burden on parents, was kept pending as the Minister was not present.

 

4.         The Resolution moved by Ms. Hina Pervaiz Butt demanding the Government to legislate to direct public and private Hospitals not to receive outstanding payments from the dependents of the patients died during the treatment and also provide free ambulance for transporting dead bodies of the deceased, was not passed by the House.

Current Resolutions

1.         The Resolution moved by Ms. Hina Pervaiz Butt regarding sale of sub-standard unhygienic and haram meat in the province due to non-availability of sufficient slaughter houses, urged the Government to increase number of slaughter houses beside taking strict action against butchers selling unhygienic meat was not passed by the House.

2.         The Resolution of Mr Muhammad Latasob Satti regarding revenue losses being faced by Murree Municipal Corporation due to non-implementation of High Court decision to lift ban on construction in Tehsil Murree, urging the Government to implement High Court decision to resolve the problems of the residents, was kept pending on the request of mover.

3.         Ms. Sabeen Gul Khan  moved a Resolution that water is a basic necessity of every human being but majority of people are deprived of it and urging the federal government to add Article in the Constitution of Islamic Republic of Pakistan, 1973 to have clean drinking water is a fundamental right of every citizen of Pakistan, was kept pending as the Minister not present.

4.         The Resolution of Sardar Farooq Amanullah Dreshak that cleanliness is necessity for human life thus urging the government of Pakistan to include sanitation as fundamental right in the Constitution of Pakistan, was kept pending as the mover was not present.

5.         The Resolution moved by Mr. Muhammad Safdar Shakir urging the government to force Sugar Mill owners to ensure payments to the sugar cane growers which they have been withholding for over a year was unanimously passed by the House.

Suspension of Rules

On a motion moved by Mr. Khalil Tahir Sindhu under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997, the House granted leave to suspend Rule 115 and other relevant rules of the Rules ibid, for taking up the following Resolution:-

Resolution

The Resolution moved by Mr. Khalil Tahir Sindhu regarding taking over and changing the name of the historical Edward College Peshawar by the KP Government, neither the KP Government nor any other authority could take over church property under the law and urging the government to hand it over to the respective church, was kept pending.

Zero Hour

On a motion moved by Ms. Hina Pervaiz Butt regarding dacoity of millions of rupees and valuables from passengers of 50 to 60 cars at Khewra Chua Saidan Shah Road Jhelum was disposed of after replied by Mr. Muhammad Basharat Raja, Minister for Law & Parliamentary Affairs.

The House was then adjourned at 02:15 p.m. to meet on Wednesday, November 27, 2019 at 03:00 p.m.
