Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Local Government & Rural Development Department were asked and Mr. Ramzan Siddique Bhatti, Parliamentary Secretary for Local Government & Rural Development answered the questions.

Extension in Time Limit for Laying the Reports

On a Motion moved by Sheikh Ala-ud-Din, the House granted two months extension to the Special Committee No.4 for laying its report on the issue of LDA Employees Housing Scheme, Thokar Niaz Baig raised in the reply of Starred Questions No. 269 asked by Mrs Ayesha Javed, MPA (W-317).

On a Motion moved by Ch Muhammad Akram, the House granted two months extension to the Standing Committee on Education for laying its reports on Adjournment Motion No.1199/2014 moved by Mr Amjad Ali Javaid, MPA (PP-86), Adjournment Motion No.839/2015 moved by Mrs Azma Zahid Bukhari, MPA (PP-318) and Adjournment Motion No.1093/2015 moved by Mian Tariq Mehmood, MPA (PP-113).

On a Motion moved by Mr. Shehzad Munshi, the House granted two months extension to the Standing Committee on Labour and Human Resource for laying its reports on the Punjab Prohibition of Child Labour at Bricks Kilns Bill 2016 (Bill No.9 of 2016) and Starred Question No.6302/2016 moved by Mian Rafique, MPA (PP-90).

Fateha

The House offered Fateha for Nawab Sadiq of Bahawalpur on his death anniversary.

Adjournment Motions

Six Adjournment Motions were taken up. The Motion moved by Dr. Muhammad Afzal regarding sale of poisonous and harmful water in the name of mineral water in connivance with the staff of District Government, Police and other Departments, the Motion moved by Mr. Amjad Ali Javaid regarding severe shortage of ventilators in public hospitals of the Punjab, the Motion moved by Mr. Ahmad Shah Khagga regarding sale of expired medicines in the market on higher rates after changing its packing used for the treatment of Tuberculosis in connivance with the Health Department, the Motion moved by Dr. Syed Waseem Akhtar regarding newspaper report about artificial shortage of Heart, Blood Pressure and other antibiotic medicines in the market which has increased the sufferings of the patients, the Motion moved by Mrs.‏ Naheed Naeem Rana regarding newspaper report about financial corruption at Bahawalpur Islamia University were disposed of. The Motion moved by Mr. Muhammad Arshad Malik  Advocate regarding erosion between Qutab Shahana and Aurangabad village due to the construction of a Qutab Shahana bridge at the concerned Member constituency was kept pending till next week.  

The answers were given by the concerned Ministers/Parliamentary Secretaries.

Private Members Day

Motion for grant of Leave for Introduction of Bill

On a Motion moved by Sheikh Ala-ud-Din, the House granted leave to introduce the Forest (Amendment) Bill 2016.

Introduction of Bill    

Sheikh Ala-ud-Din introduced “The Forest (Amendment) Bill 2016” before the House, which was referred to the concerned Standing Committee with the direction to submit its report within two months. 

Resolutions kept pending on May 10, 2016

The Resolution of Sheikh Ala-ud-Din to award Nishan-e-Pakistan to Mullah Abdul Qadir, Mr. Qamar ul Zaman, Salahuddin Quader Chowdhury, Moulana Mati-ur-Rehman Nizami and Ali Ahsan Mohammad Mojaheed executed last year in Bangladesh for their love for Pakistan was unanimously passed by the House.

The Resolution moved by Ms. Hina Pervaiz Butt demanding to ensure the availability of female staff at public and private hospitals for ECG and Ultrasound of women was disposed of as mover was not present.

Current Resolutions

The Resolution of Mr. Ahmed Khan Bhachar demanding to set up University for Special Children in the Province was unanimously passed by the House.

The Resolution of Mrs.‏ Gulnaz Shahzadi demanding to ensure that all schools in the Province strictly follow provincial schedule for academic year was unanimously passed by the House.

The Resolution of Mr. Muhammad Sibtain Khan demanding closure of those internet clubs of the Province which are involved in illegal activities was disposed of as the mover was absent.

The Resolution of Ch. Aamir Sultan Cheema demanding strict action against those people who are involved in lucky draws/committee, which is trap to lure people into financial bungling was unanimously passed by the House.

The Resolution of Mrs.‏ Khadija Umar urging the government to check pre-Ramazan price-hike which could neutralize the efforts to set up Ramazan bazars was unanimously passed by the House.

Suspension of Rules

On a motion moved by Mian Mehmood-ur-Rashid, Leader of the Opposition under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

Mian Mehmood-ur-Rashid, Leader of the Opposition moved the Resolution condemning the US government for its statement regarding continue of drone attacks inside Pakistan and also asking Mian Muhammad Nawaz Sharif, Prime Minister of Pakistan to lead a national consensus for a bold stance on the issue was passed by the House.

Zero Hour

Two matters were raised by Mrs.‏ Faiza Ahmad Malik, one regarding news channel report about dilapidated condition of Government school at Sultankay, Lahore and other matter regarding newspaper report about non-operational of air conditioners of Mayo, Services, Jinnah, General and other government hospitals were disposed of.

Ch. Amjad Ali Javaid pointed out the matter regarding changing route of newly built by-pass of Jhang road to Shorkot road was kept pending.

Malik Muhammad Ahmad Khan pointed out two matters, one regarding charging three months fee alongwith A.C charges during summer vacation was disposed of and other regarding vacant posts of doctors at DHQ, THQ, RHCs and BHCs Kasur was kept pending till tomorrow.

Mian Tahir Pervaz pointed out the matter regarding shortage of specialist doctors and other facilities at Faisalabad Institute of Cardiology  and Children Hospital Faisalabad was kept pending till tomorrow.

The replies were given by the concerned Ministers/Parliamentary Secretaries.

Suspension of Rules

On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the Resolution for thanking Chinese Government and its people for their support to Orange Line Train Project in Lahore and appreciating the release of first tranche of Rs.33 billion by the Chinese Government for this project. The Resolution also stated that the project will resolve the severe traffic problems in Lahore and also reduce pollution as well was passed by the House.      

The House was then adjourned till Wednesday, May 25, 2016 at 10:00 a.m.

"اس ایوان کی رائے ہے کہ صوبہ بھر میں غیرقانونی لکی کمیٹیوں کے ذریعے سادہ لوح شہریوں کو لوٹنے والوں کے خلاف  سخت کارروائی کی جائے اور اس کاروبار کو بند کر کے ان کے خلاف مقدمات درج کئے جائیں۔"

"یہ ایوان رمضان المبارک سے قبل مہنگائی کی موجودہ لہر پر تشویش کا اظہار کرتا ہے۔ جس سے روزمرہ اشیاء کی قیمتوں میں اضافہ سے رمضان بازاروں کی افادیت ختم ہو جائے گی۔ لہذا یہ ایوان مطالبہ کرتا ہے کہ حکومت ذخیرہ اندوزوں کا کارٹل (گٹھ جوڑ) توڑے اور ان کے خلاف ضروری ٹھوس اقدامات کرے اور روزمرہ استعمال کی اشیاء کی قیمتوں میں اضافہ کو فی الفور واپس لیا جائے۔"

محرک کا نام: میاں محمود الرشید لیڈر آف اپوزیشن

"یہ ایوان امریکہ کی طرف سے ڈرون حملے جاری رکھنے کے اعلان کو انتہائی تشویشناک قرار دیتے ہوئے اس کی شدید مذمت کرتا ہے اور  وزیراعظم پاکستان سے مطالبہ کرتا ہے کہ وہ تمام قومی راہنماؤں کو اعتماد میں لے کر اپنی آزادی و خودمختاری کے بارے میں جرات مندانہ حکمتِ عملی کا اعلان کریں۔"

محرک کا نام: رانا ثناء اللہ خاں، وزیر قانون

"پنجاب اسمبلی کا یہ ایوان صوبائی دارالحکومت میں اورنج لائن میٹروٹرین کے زیرتکمیل منصوبے کو قدر کی نگاہ سے دیکھتا ہے اور اس امر پر مسرت اور اطمینان کا اظہار کرتا ہے کہ قومی اقتصادی کونسل کی مجلس عاملہ کی طرف سے منظور شدہ ٹرانسپورٹ کے اس پراجیکٹ کے ذریعے صوبہ کے طالب علموں، استادوں، محنت کشوں، وکیلوں، ڈاکٹروں، سرکاری ملازموں الغرض ایک عام آدمی کو ٹرانسپورٹ کی سستی، آرام دہ، محفوظ اور جدید ترین سہولت میسر آ سکے گی۔ اس منصوبے سے ابتداء میں اڑھائی لاکھ اور بعد ازاں پانچ لاکھ افراد روزانہ سفر کریں گے۔

یہ ایوان سمجھتا ہے کہ یہ منصوبہ صوبائی دارالحکومت میں نہ صرف ٹریفک کے سنگین مسائل کو حل کرنے میں مددگار ہوگا بلکہ اس سے ماحولیاتی آلودگی میں بھی کمی آئے گی۔

پنجاب اسمبلی کا یہ ایوان اورنج لائن میٹروٹرین منصوبے کے لئے سرمایہ کاری پر عظیم دوست ملک عوامی جمہوریہ چین کی حکومت اور اس کے عوام کا تہہ دل سے شکرگزار ہے اور اس ضمن میں 33 ارب روپے کی خطیر رقم پر مبنی پہلی قسط کی فراہمی پر ان کا خصوصی شکریہ ادا کرتا ہے۔

پنجاب اسمبلی کے اس ایوان کے نزدیک یہ امر خوش آئند ہے کہ پاکستان کی تاریخ میں پہلی مرتبہ دو ملکوں کی حکومتوں کے درمیان ہونے والے کسی معاہدے پر مبنی منصوبے کے لئے ٹینڈرنگ کا عمل بروئے کار لایا گیا ہے۔ یہ ایوان اس ٹینڈرنگ کے نتیجے میں اورنج لائن منصوبے میں 78.50 ارب روپے کی خطیر بچت کو تحسین کی نظروں سے دیکھتا ہے۔

پنجاب اسمبلی کا یہ ایوان اس امر کا خواہاں ہے کہ صوبائی حکومت اور اس کے ادارے اس پراجیکٹ کی بروقت تکمیل کے لئے تمام ضروری قانونی، مالیاتی اور انتظامی اقدامات بروئے کار لائیں اور اس امر کو یقینی بنائیں کہ اورنج لائن میٹروٹرین پراجیکٹ ۲۰۱۷ء کے اختتام تک مکمل ہو جائے۔"
