SUMMARY OF THE PROCEEDINGS

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Question Hour

Questions relating to Housing, Urban Development & Public Health Department were asked and Mr. Sajjad Haider Gujjar, Parliamentary Secretary for Housing, Urban Development & Public Health answered the questions.

Leave of Absence

Rai Mumtaz Hussain Babar, Senior Secretary, Provincial Assembly of the Punjab, read out the leave applications of the following Members and the House granted them leave:-

Haji Imran Zafar (PP-111), Mrs.‏ Gulnaz Shahzadi (W-329), Sardar Shahab-ud-Din Khan (PP-263), Mr. Muhammad Mansha Ullah Butt (PP-123), Mr. Zulfiqar Ghori (NM-370), Mr. Muhammad Hanif Malik (PP-114), Mian Muhammad Saqib Khurshid (PP-236), Ch Irshad Ahmad Arain (PP-233), Sardar Bahadur Khan Maikan (PP-38) and Mr. Karam Elahi Bandial (PP-40).

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Ms. Nabila Hakim Ali Khan regarding misbehavior of Rana Farooq, Assistant Director Passport, Sahiwal with the Member concerned and the second Motion moved by Mr. Ahmed Khan Baloch regarding misbehavior of Col. (R) Ghulam Sarwar, Regional Incharge PASCO, Multan with the Member concerned were referred to the Committee on Privileges with the direction to submit its reports within two months.

The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.

Adjournment Motions

Five Adjournment Motions were taken up. The Motion moved by Ch. Amjad Ali Javaid regarding sale of narcotics in educational institutions in District Faisalabad and Members of Provincial and National Assemblies demanded to take stern action against drug pushers was kept pending on the request of the concerned Parliamentary Secretary, the Motion moved by Ms. Khadija Umar regarding wastage of very expensive Polio Vaccines (IPV) donated by international firm due to negligence of field staff of Expanded Programme on Immunization, the Motion moved by Mian Mehmood-ur-Rasheed regarding death of nineteen children within forty eight hours due to the shortage of medical facilities especially ventilators in Children Hospital, the third Motion moved by Ms.‏ Naheed Naeem regarding sale of life saving medicines at higher rates due to their shortage in Gujranwala in connivance with the corrupt employees of Health Department Gujranwala, the Motion moved by Ms. Shunila Ruth that patients have to face severe cold weather changes in government hospitals due to broken glasses of doors etc., non-provision of facilities including heaters, blankets etc., and the absence of senior doctors in emergencies and ICUs were disposed of.

The answers were given by the concerned Ministers/Parliamentary Secretaries.

At this stage, Mr. Speaker welcomed the delegation comprising Ministers and Members of Provincial Assembly of Khyber Pakhtunkhwa to the House.  

Private Members Day

Resolutions kept pending on May 10, 2016

1.   The Resolution of Sheikh Ala-ud-Din to award Nishan-e-Pakistan to Mullah Abdul Qadir and Mr. Qamar ul Zaman, executed last year in Bangladesh for their love for Pakistan was again kept pending till next week.

2.   The Resolution moved by Ms. Hina Pervaiz Butt demanding to ensure the availability of female staff at public and private hospitals for ECG and ultrasound of women was again kept pending.

3.   The Resolution of Mr. Ahmed Khan Bhachar regarding ensuring the provision of all missing facilities at Rural Health Centers (RHCs) and Basic Health Units (BHUs) across the Province was passed by the House.

Current Resolutions

1.   The Resolution moved by Dr. Nausheen Hamid regarding ensuring free vaccination, treatment and test facilities for cervical Cancer was unanimously passed by the House.

2.   The Resolution moved by Mr. Ahmed Khan Bhachar demanding effective measures to check spurious pesticides and seed of cotton crop was unanimously passed by the House.

3.   The Resolution moved by Mrs.‏ Naheed Naeem Rana demanding strict action taken against those who sell unhygienic soft drinks in the province was unanimously passed by the House.

4.   The Resolution of Ch. Aamir Sultan Cheema demanding assurance of fair distribution of wheat bags was disposed of due the absence of the mover.

5.   The Resolution of Mr. Muhammad Sibtain Khan demanding increase in labour wages from fourteen thousand to twenty thousand was disposed of due the absence of the mover.  

Zero Hour

1.   Ch. Amjad Ali Javaid pointed out two matters out of which one regarding over charging of parking fees from students and outsiders by the Fridia Post Graduate College, Pakpattan was disposed of and other regarding changing route of newly built by-pass of Jhang road to Shorkot road was kept pending till tomorrow.

2.   Two matters were raised by Mrs.‏ Faiza Ahmad Malik, one regarding news channel report about dilapidated condition of government school at Sultankay, Lahore and other matter regarding newspaper report about non-operational of air conditioners of Mayo, Services, Jinnah, General and other government hospitals were kept pending till tomorrow.

3.   The matter raised by Sheikh Ala-ud-Din about 1.5 million increase of motorcycle every year and accidents happening due to the lack of road training was referred to the concerned Committee with the direction to submit its report within one month.

4.   The matter raised by Mian Muhammad Aslam Iqbal regarding registry of 1.5 kanals of land located at Ladies Park, Samanabad, Lahore on fake documents was referred to the Secretary Higher Education with the direction to submit its report within fifteen days.

5.   The matter raised by Malik Muhammad Ahmad Khan regarding farmers facing problems in receiving wheat bags was referred to the concerned Committee.

The answers were given by the concerned Ministers/Parliamentary Secretaries.

The House was then adjourned till Wednesday, May 18, 2016 at 10:00 a.m.
