Sardar Sher Ali Gorchani Deputy Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Question Hour
Questions relating to Communication & Works Department were asked and Mr. Muhammad Naeem Akhtar Khan Bhabha, Parliamentary Secretary for Communication and Works answered the questions.
Adjournment Motions
Three Adjournment Motions were taken up. The Motion moved by Ch. Ashraf Ali Ansari regarding irregularities and corruption of billions of rupees in Punjab Finance Department as disclosed in the report of Auditor General of Pakistan, the Motion moved by Ms. Khadija Umar regarding shortage of vaccine of snake and dog bite in Civil Hospital, Daska and the Motion moved by Mr. Amjad Ali Javaid regarding severe shortage of ventilators in public hospitals of the Punjab, were kept pending till next week.
General Discussion
Continuation of Pre-Budget Discussion
General Discussion on Pre-Budget continued for the sixth day. The following members participated in the discussion: Ch. Abdul Razaq Dhiloon, Makhdum Hashim Jawan Bakht, Sardar Vickas Hassan Mokal, Mr. Khalid Ghani Ch., Mr. Shehzad Munshi, Dr. Farzana Nazir, Ms. Raheela Anwar, Mr. Ahmed Khan Baloch, Ms. Nighat Sheikh, Ms. Nabeela Hakim Ali Khan and Ms. Iffat Miraj Awan.
Zero Hour
Through recent amendments made in February 2016 in the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, a new parliamentary tool namely “Zero Hour” has been introduced to provide yet another opportunity to the Members to raise matters of urgent public importance requiring intervention of the Assembly. The last half an hour of every sitting has been allocated for taking up notices of “Zero Hour”.
The first ever notice of Zero Hour in the parliamentary history of Punjab Assembly was moved by Sheikh Ala-ud-Din, MPA (PP-181). He contended that a person named Mr. Shahid Iqbal, Assistant Professor, Horticulture, Sargodha University, had been deputed for three years as Project Director, Bagh-e-Jinnah, Lahore in the year 2009. In 2012, his deputation period was extended for further three years and again in 2015, he was given extension for another year and now he was maneuvering to get yet another extension which was against the deputation policy.
Replying to the notice, Mr Sajjad Haider Gujjar, Parliamentary Secretary for Housing, Urban Development & Public Health Engineering stated that the granting of extension in deputation period was the discretion of Chief Minister. The notice was disposed of.
The House was then adjourned to meet on Monday, April 11, 2016 at 2:00 pm.
