(a) MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF PROVINCIAL ASSEMBLY OF THE PUNJAB 1997
A MINISTER to move that leave be granted to move Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:
1. The Punjab Vigilance Committees Ordinance 2016 (I of 2016);
2. The Fatima Jinnah Medical University Lahore (Amendment) Ordinance 2015 (II of 2016);
3. The Punjab Prohibition of Child Labour at Brick Kilns Ordinance 2016 (V of 2016);
4. The Punjab Marriage Functions Ordinance 2015 (VI of 2016);
5. The Punjab Economic Research Institute (Amendment) Ordinance 2016 (VIII of 2016); and
6. The Punjab Forest (Amendment) Ordinance 2016 (IX of 2016).
(b) RESOLUTIONS UNDER ARTICLE 128(2)(a) OF THE CONSTITUTION
1. RESOLUTION FOR EXTENSION OF THE PUNJAB VIGILANCE COMMITTEES ORDINANCE 2016 (I OF 2016)
A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Punjab Vigilance Committees Ordinance 2016 (I of 2016), promulgated on 4th January 2016, for a further period of ninety days with effect from 3rd April 2016.
2. RESOLUTION FOR EXTENSION OF THE FATIMA JINNAH MEDICAL UNIVERSITY LAHORE (AMENDMENT) ORDINANCE 2015 (II OF 2016)
A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Fatima Jinnah Medical University Lahore (Amendment) Ordinance 2015 (II of 2016), promulgated on 4th January 2016, for a further period of ninety days with effect from 3rd April 2016.
3. RESOLUTION FOR EXTENSION OF THE PUNJAB PROHIBITION OF CHILD LABOUR AT BRICK KILNS ORDINANCE 2016 (V OF 2016)
A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Punjab Prohibition of Child Labour at Brick Kilns Ordinance 2016 (V of 2016), promulgated on 14th January 2016, for a further period of ninety days with effect from 13th April 2016.
4. RESOLUTION FOR EXTENSION OF THE PUNJAB MARRIAGE FUNCTIONS ORDINANCE 2015 (VI OF 2016)
A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Punjab Marriage Functions Ordinance 2015 (VI of 2016), promulgated on 19th January 2016, for a further period of ninety days with effect from 18th April 2016.
5. RESOLUTION FOR EXTENSION OF THE PUNJAB ECONOMIC RESEARCH INSTITUTE (AMENDMENT) ORDINANCE 2016 (VIII OF 2016)
A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Punjab Economic Research Institute (Amendment) Ordinance 2016 (VIII of 2016), promulgated on 21st January 2016, for a further period of ninety days with effect from 20th April 2016.
6. RESOLUTION FOR EXTENSION OF THE PUNJAB FOREST (AMENDMENT) ORDINANCE 2016 (IX OF 2016)
A MINISTER to move that the Provincial Assembly of the Punjab extends the period of the Punjab Forest (Amendment) Ordinance 2016 (IX of 2016), promulgated on 25th January 2016, for a further period of ninety days with effect from 24th April 2016.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Question Hour
Questions relating to Finance, Labour & Human Resources and Excise & Taxation Departments were asked and Rana Babar Hussain, Parliamentary Secretary for Finance, Raja Ashfaq Sarwar, Minister for Labour & Human Resources and Mian Mujtaba Shuja-ur-Rehman, Minister for Excise & Taxation answered the questions.
Privilege Motion
The Privilege Motion moved by Peer Zada Mian Shazad Maqbool Bhutta against Mr. Zahid Saleem Gondal, DCO, Multan and Mr. Jamal Bhutta, Tehsildar deployed at
PP-198 on uttering of derogatory remarks about the member concerned, was kept pending.
Adjournment Motions
Two Adjournment Motions were taken up. The Motion moved by Mr. Amjad Ali Javaid regarding careless attitude of government to renovate/cement Trimmu Sudhani Link canal due to which 80 thousand acres of land has become barren and as a result thousands of families have become hand to mouth, was disposed of. The Motion moved by Ms. Shunila Ruth regarding manufacture and sale of substandard local wine and use of a chemical i.e. sprit in its making and release of manufacturers by the Police as a result of deal, was kept pending.
The Motions were answered by the concerned Parliamentary Secretaries.
Laying of Reports
Ms. Gulnaz Shahzadi presented before the House the report of the Standing Committee on Local Government & Rural Development in respect of the following:-
1. The Punjab Marriage Functions Bill 2015 (Bill No. 10 of 2016); and
2. The Punjab Local Government (Third Amendment) Bill 2016 (Bill No. 17 of 2016).
Makhdoom Syed Muhammad Masood Alam presented before the House the reports of Standing Committee on Home Affairs in respect of the following:-
1. The Punjab Forensic Science Agency (Amendment) Bill 2015 (Bill No. 3 of 2016); and
2. The Punjab Vigilance Committees Bill 2016 (Bill No. 5 of 2016).
Mr. Zulfiqar Ghori presented before the House the report of Standing Committee on Livestock & Dairy Development in respect of “The Punjab Animals Slaughter Control (Amendment) Bill 2016 (Bill No. 15 of 2016)”.
Ch. Ashraf Ali Ansari presented before the House the report of Standing Committee on Forestry and Fisheries in respect of “The Punjab Forest (Amendment) Bill 2016 (Bill No. 13 of 2016)”.
Malik Muhammad Hanif Awan presented before the House the report of Standing Committee on Housing, Urban Development & Public Health Engineering in respect of “The Fort Monroe Development Authority Bill 2015 (Bill No. 2of 2016)”.
Mr. Shoukat Ali Laleka presented before the House the report of Standing Committee on Irrigation and Power in respect of “The Punjab Flood Plain Regulation Bill 2015 (Bill No. 50 of 2015)”.
Mr. Muhammad Saqib Khurshid presented before the House the report of Standing Committee on Planning & Development in respect of “The Punjab Economic Research Institute (Amendment) Bill 2016 (Bill No. 12 of 2016)”.
Government Business
MOTION UNDER RULE 127 OF THE RULES OF PROCEDURE OF THE PROVINCIAL ASSEMBLY OF THE PUNJAB, 1997.
On a motion moved by Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs under Rule 127 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave for taking up the Resolutions under Article 128(2)(a) of the Constitution for extension of the following Ordinances:
1. The Punjab Vigilance Committees Ordinance 2016 (I of 2016);
2. The Fatima Jinnah Medical University Lahore (Amendment) Ordinance 2015 (II of 2016);
3. The Punjab Prohibition of Child Labour at Brick Kilns Ordinance 2016 (V of 2016);
4. The Punjab Marriage Functions Ordinance 2015 (VI of 2016);
5. The Punjab Economic Research Institute (Amendment) Ordinance 2016 (VIII of 2016); and
6. The Punjab Forest (Amendment) Ordinance 2016 (IX of 2016).
Resolution Under Article 128(2)(a) of the Constitution
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the resolutions to extend the period of the following
1. The Punjab Vigilance Committees Ordinance 2016 (I of 2016), promulgated on 4th January 2016, for a further period of ninety days with effect from 3rd April 2016.
2. The Fatima Jinnah Medical University Lahore (Amendment) Ordinance 2015 (II of 2016), promulgated on 4th January 2016, for a further period of ninety days with effect from 3rd April 2016.
3. The Punjab Prohibition of Child Labour at Brick Kilns Ordinance 2016 (V of 2016), promulgated on 14th January, 2016, for a further period of ninety days with effect from 13th April 2016.
4. The Punjab Marriage Functions Ordinance 2015 (VI of 2016), promulgated on 19th January 2016, for a further period of ninety days with effect from 18th April 2016.
5. The Punjab Economic Research Institute (Amendment) Ordinance 2016 (VIII of 2016), promulgated on 21st January 2016, for a further period of ninety days with effect from 20th April 2016.
6. The Punjab Forest (Amendment) Ordinance 2016 (IX of 2016), promulgated on 25th January 2016, for a further period of ninety days with effect from 24th April 2016.
Laying of Ordinance
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs laid “The Punjab Civilian Victims of Terrorism (Relief and Rehabilitation) Ordinance 2016”, which was referred to the Standing Committee on Home Affairs with the direction to submit its report within two months.

Continuation of Pre-Budget Discussion
The Pre-Budget discussion continued for the second day. The following members participated in the discussion: Rana Muhammad Arshad and Mr. Muhammad Asif Bajwa, Advocate.
