RESOLUTION UNDER ARTICLE 144 OF THE CONSTITUTION
A MINISTER to move that the requirement of sub-rule (2) of Rule 127 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 be suspended under rule 234 of the Rules ibid, for taking up a Resolution under Article 144 of the Constitution of the Islamic Republic of Pakistan authorising Majlis-e-Shoora (Parliament) to legislate in order to regulate matters relating to “Hindu Marriages”.
A MINISTER to move that leave be granted to move a Resolution under Article 144 of the Constitution.
A MINISTER to move the following resolution:
“Provincial Assembly of the Punjab resolves that the Majlis-e-Shoora (Parliament) may, by law, regulate matters relating to “Hindu Marriages” under Article 144 of the Constitution of the Islamic Republic of Pakistan.”

CONSIDERATION AND PASSAGE OF BILLS
1. THE PUNJAB PRIVATE EDUCATIONAL INSTITUTIONS (PROMOTION AND REGULATION) (AMENDMENT) BILL 2015 (BILL No. 46 of 2015)
A MINISTER to move that the Punjab Private Educational Institutions (Promotion and Regulation) (Amendment) Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.
A MINISTER to move that the Punjab Private Educational Institutions (Promotion and Regulation) (Amendment) Bill 2015, be passed.
2. THE PUNJAB EDUCATION FOUNDATION (AMENDMENT) BILL 2015 (BILL No. 4 of 2016)
A MINISTER to move that the requirements of Rule 95 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with under Rule 234 of the said rules, for immediate consideration and passage of the Punjab Education Foundation (Amendment) Bill 2015.
A MINISTER to move that the Punjab Education Foundation (Amendment) Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.
A MINISTER to move that the Punjab Education Foundation (Amendment) Bill 2015, be passed.
3. THE ALI INSTITUTE OF EDUCATION LAHORE (AMENDMENT) BILL 2015 (BILL No. 47 of 2015)
A MINISTER to move that the requirements of Rule 95 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with under Rule 234 of the said rules, for immediate consideration and passage of the Ali Institute of Education Lahore (Amendment) Bill 2015.
A MINISTER to move that the Ali Institute of Education Lahore (Amendment) Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.

4. THE GHAZI UNIVERSITY, DERA GHAZI KHAN (SECOND AMENDMENT) BILL 2015 (BILL No. 48 of 2015)
A MINISTER to move that the requirements of Rule 95 of the Rules of Procedure of the Provincial Assembly of the Punjab 1997 may be dispensed with under Rule 234 of the said rules, for immediate consideration and passage of the Ghazi University, Dera Ghazi Khan (Second Amendment) Bill 2015.
A MINISTER to move that the Ghazi University, Dera Ghazi Khan (Second Amendment) Bill 2015, as recommended by Standing Committee on Education, be taken into consideration at once.
A MINISTER to move that the Ghazi University, Dera Ghazi Khan (Second Amendment) Bill 2015, be passed.

Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Fateha
The House offered Fateha on the sad demise of mother of Haji Imran Zafar, MPA
(PP-111).
Question Hour
Questions relating to Law & Parliamentary Affairs and Energy Departments were asked and Mr. Sher Ali Khan, Minister for Mines & Minerals (holding additional charge of Energy Department) and Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs answered the questions.
Adjournment Motions
Five Adjournment Motions were taken up. The Motion moved by Ms. Khadija Umar regarding provision of contaminated drinking water to the guests/visitors in hotels in Lahore causing number of dangerous diseases and demand by the general public that government should ensure provision of clean drinking water and take stern action against the owners of the hotels violating orders, the second Motion moved by Mr. Amjed Ali Javed, regarding decision by Higher Education Pakistan to start four years BS degree programme instead of two years BA, BSc programme in all the educational institutions of Pakistan does not match our social system, the Motion moved by Ms. Shunila Ruth regarding several passersby bitten by stray dogs in Union Council Islamabad of Sialkot Division Corporation and demanded the administration to take proper steps for the elimination of such dogs from the area, the Motion moved by Mian Muhammad Aslam Iqbal regarding misbehavior of doctors and staff of Government Nawaz Sharif Hospital, Sheranwala with the patients and their attendants and the Motion moved by Ms. Faiza Ahmad Malik regarding death of nine workers and 15 injured due to the boiler blast at sugar mill located at Cantt Road Shorkot, District Jhang and increase in such incidents, were kept pending till next week with the direction that these Motions should be replied by the concerned Ministers/Parliamentary Secretaries.

Suspension of Rules
Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the Motion that the requirement of sub-rule (2) of Rule 127 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997 be suspended under rule 234 of the Rules ibid, for taking up a Resolution under Article 144 of the Constitution of the Islamic Republic of Pakistan authorizing Majlis-e-Shoora (Parliament) to legislate in order to regulate matters relating to “Hindu Marriages”. The House granted leave for taking up the following Resolution:

Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs moved the Resolution that Provincial Assembly of the Punjab resolves that the Majlis-e-Shoora (Parliament) may, by law, regulate matters relating to “Hindu Marriages” under Article 144 of the Constitution of the Islamic Republic of Pakistan, which was unanimously passed by the House.
