Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).
Question Hour
Questions relating to Industries, Commerce & Investment and Forestry, Wildlife & Fisheries Departments were asked and Ch. Muhammad Shafique, Minister for Industries, Commerce & Investment (holding additional charge) and Mr. Muhammad Asif Malik, Minister for Forestry, Wildlife & Fisheries (holding additional charge) answered the questions.
Extension in Time Limit for Laying the Reports
On a Motion moved by Engineer Qamar-ul-Islam Raja, the House granted two months extension to the Standing Committee on Education for laying its reports in respect of the following bills:
1. The Ali Institute of Education Lahore (Amendment) Bill 2015 (Bill No. 47 of 2015);
2. The Ghazi University Dera Ghazi Khan (Second Amendment) Bill 2015 (Bill No. 48 of 2015);
3. Adjournment Motion No. 1199/2014 moved by Mr. Amjad Ali Javaid, MPA (PP-86); and
4. Adjournment Motion No. 839/2015 moved by Mrs. Azma Zahid Bukhari, MPA (W-318).
On a Motion moved by Syed Hussain Jahania Gardezi, the House granted three months extension to the Committee on Privileges for laying its reports in respect of “Privilege Motions No. 12 for the year 2013, No. 20, 27 and 31 for the year 2014 and No. 1, 5, 8, 10, 12, 14, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26 and 27 for the year 2015”.
On a Motion moved by Mian Tariq Mehmood, the House granted one year extension from 12 December 2015, to the Public Accounts Committee-II for laying its reports in respect of “The Expenditures of Government of the Punjab for the years 2004-05, 2005-06, 2007-08, 2011-12”, and “The Report of Auditor General of Pakistan for the years 2003-04, 2005-06, 2007-08 and 2011-12”.
On a Motion moved by Ch. Amjad Ali Javaid, the House granted one year extension to the Standing Committee on Health for laying its reports in respect of the following bills:
1. The Punjab Drugs (Amendment) Bill 2015 (Bill No. 39 of 2015),
2. The Punjab Drugs (Second Amendment) Bill 2015 (Bill No. 41 of 2015) and
3. The Punjab Prohibition of Sheesha Smoking Bill 2014 (Bill No. 6 of 2014) moved by Ch Shahbaz Ahmad MPA (PP-143).
Laying of Report
Syed Hussain Jahania Gardezi presented before the House the report of Committee on Privileges in respect of “Privilege Motions No. 25 for the year 2014 and No. 11 for the year 2015”.
Privilege Motions
Two Privilege Motions were taken up. The Motion moved by Mr. Muhammad Arif Abbasi regarding misbehavior of Nasir Mumtaz, Chowki Incharge of Airport Society with the member concerned and the second Motion of Mr. Inamullah Khan Niazi regarding misbehavior of Professor Dr. Zahoor ul Hassan Dogar, Vice Chancellor, Bhakkar Campus, Sargodha University, were kept pending as movers were not present.
Adjournment Motions
Six Adjournment Motions were taken up. The Motion moved by Mr. Muhammad Sibtain Khan regarding renovation of an embankment constructed at river Sindh to save residents of two Union Councils of district Mianwali located at Sher Shah Suri Road from horrible disaster resulting from floods and heavy rains, was disposed of. Two Motions moved by Mr. Amjad Ali Javaid, one regarding refusal by Vice Chancellor GC University, Faisalabad to re-admit students studying in its affiliated institution i.e. National College, Toba Tek Singh, consequently, effecting the educational future of students and the second Motion regarding obsolete system of age and marks limitation is playing havoc with those who had to face financial or other hurdles and could not continue their studies in the past and now they have quest to acquire more education but cannot get admission in universities due to above mentioned reasons, three Motions moved by Sheikh Ala-ud-Din one regarding suffering of the poor patients in public hospital as well as at the hands of private practitioners (Merchant Doctors), who are minting money by enticing the poor patients in public hospital to get private treatment from them by citing different instances. Hence, private hospitals are violating Supreme Court’s direction for allocating 30% free of charge service to poor, the second Motion regarding human trafficking and smuggling of innocent youth at the hands of brutal agents who under Sections 13 & 18 of Immigration Ordinance, 1979 are committing punishable and unforgivable offence and smugglers and their agents should be brought to justice and their crime should be publicized through print and electronic media to bring awareness and save people from their malpractices, and the third Motion regarding economic murder of Punjab growers and agriculturists due to duty free import of vegetables and fruits from India, were kept pending.
The Motions were answered by Ch. Nazar Hussain, Parliamentary Secretary for Law & Parliamentary Affairs.
Private Members day
On the request of Rana Sana Ullah Khan, Minister for Law & Parliamentary Affairs all the Resolutions to be tabled were kept pending till next Private Members’ Day.
The House was then adjourned till Wednesday, February 3, 2016 at 10:00 am.
