Rana Muhammad Iqbal Khan, Speaker, assumed the Chair and proceedings commenced with a recitation from the Holy Qur’an and its Urdu translation followed by Naat-e-Rasool-e-Maqbool (PBUH).

Panel of Chairmen

In terms of Rule 13 (1) of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, Rai Mumtaz Hussain Babar, Senior Secretary Assembly, announced the Panel of Chairmen nominated by Mr. Speaker in the following order:-

1.    Engineer Qamar-ul-Islam Raja (PP-5)

2.    Rana Munawar Hussain alias Rana Munawar Ghous Khan (PP-36)

3.    Dr. Nausheen Hamid (W-356)

4.    Mr. Shoukat Ali Laleka (PP-278)

Oath

Syed Qutab Ali Shah Ali Baba, Member-elect from PP-89 (Toba Tek Singh) made an oath and signed the roll of Members. The Speaker administered the oath.

Fateha

The House offered Fatheh on the sad demise of mothers of Dr. Nadia Aziz, and Ms Shazia Kamran, MPAs, father of Mohsin Latif, Ex MPA, the martyrs of Bacha Khan University, Charsadda and all the civilians and security personnel killed in the country this year.

Question Hour

Questions relating to Livestock & Dairy Development and Environment Protection Departments were asked and Mr. Akmal Saif Chattha, Parliamentary Secretary for Environment Protection and Mr. Bilal Yasin, Minster for Food (holding additional charge) answered the questions.

Laying of Reports

Mr. Qaisar Iqbal Sindhu presented before the House the report of Standing Committee on Finance in respect of “The Punjab Revenue Authority (Amendment) Bill 2015 (Bill No. 51 of 2015)”.

Mr. Muhammad Arshad Malik presented before the House the report of Standing Committee on Food in respect of “The Punjab Sugar Factories Control (Amendment) Bill 2015 (Bill No. 52 of 2015)”.

Mr. Mahmood ul Hassan presented before the House the report of Standing Committee on Irrigation & Power in respect of “The Canal and Drainage (Amendment) Bill 2015 (Bill No. 53 of 2015)”.

Privilege Motions

Two Privilege Motions were taken up. The Motion moved by Mr. Muhammad Arif Abbasi regarding misbehavior of Mr. Nasir Mumtaz, Chowki Incharge of Airport Society with the member concerned and the second Motion moved by Sardar Shahab-ud-Din Khan regarding misbehavior of Ms Tahira Chishtti, E.D.O, Education, Layyah  with the member concerned, were kept pending.

Suspension of Rules

On a motion moved by Mian Mehmood ur Rashid, Leader of Opposition under Rule 234 of the Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the House granted leave to suspend Rule 115 and others of the Rules ibid, for taking up the following Resolution.

Resolution

Mian Mehmood ur Rashid, Leader of Opposition moved a resolution condemning the terrorist attack on Bacha Khan University, Charsadda and expressing grief over the death of 21 students, teachers and staff. The Resolution also appreciated the action taken by the security officials in successfully killing four suicide bombers and expressed solidarity with the Pakistan Army and other security institutions fighting against terrorism was unanimously passed by the House.

Adjournment Motions

Four Adjournment Motions were taken up. Two Motions were moved by Mr Amjad Ali Javed, one regarding illegal possession, demolition and later selling building material worth millions of rupees of PA house located at Mari Pachadh by Shahid Hussain Gorchani and Firdous Khan (Jamadar and Dafadar BMP) respectively, this building was constructed almost 20-year back by the then Chairman Zila Council to accommodate and provide safety to the security staff posted in the area and now this building is in personal use of Jamadar and Dafadar and no action has yet been initiated even after the registration of complaint by local public of the area against them was kept pending till next week and the other Motion that as per Punjab Government directions and Housing Department Rules, certain area is reserved in each city and locality for the establishment of educational institutions by the Government otherwise plots would be auctioned for the establishment of private schools but due to non-issuance of NOC, FDA is deprived of money amounting to rupees one billion and ninety three crores to be received after auctioning the property reserved for educational institutions, the Motion moved by Mr Ehsan Riaz Fatyana that thousands of cases are pending in the Board of Revenue due to shortage of judicial members and staff, consequently citizens are facing problems especially coming from other cities to attend the hearing of their cases and get the next date of hearing on regular basis and the last Motion moved by Ch Ashraf Ali Ansari regarding Government Colleges in Gujranwala are without B.Sc classes consequently girl students have either to discontinue their studies or get admission in expensive private colleges charging heavy fee unbearable for the parents were disposed of.

The Motions were answered by Mr. Khalil Tahir Sindhu, Minister for Human Rights & Minorities Affairs.

The House was then adjourned till Monday, February 1, 2016 at 2:00 pm.

Resolutions Passed

"پنجاب اسمبلی کا یہ ایوان ملک بھر کے تمام صوبوں میں حال ہی میں ہونے والے دہشت گردی کے تمام واقعات خصوصاً  20جنوری2016 کو چارسدہ کی باچا خان یونیورسٹی میں ہونے والے دہشت گردی کے المناک واقعے کی پُرزور الفاظ میں مذمت کرتا ہے اور اس کے نتیجے میں ہونے والی شہادتوں پر اپنے گہرے رنج و غم کا اظہار کرتا ہے۔ اس واقعے میں پروفیسر سید حامد حسین، عملے کے افراد اور طلباء سمیت کل 21 معصوم افراد شہید اور تقریباً  30 کے قریب افراد زخمی ہوئے۔ یہ ایوان اس المناک واقعے کو سانحہ قرار دیتا ہے۔ بے گناہ افراد کے اس افسوسناک قتل عام پر پوری قوم سوگوار ہے۔ یہ ایوان ان معصوم شہداء کے درجات کی بلندی کے لئے دُعاگو ہے اور ان کے اہل خانہ سے اظہار تعزیت کرتا ہے اور تمام زخمی افراد کی جلد صحت یابی کے لئے بھی دُعاگو ہے۔

یہ ایوان ان سیکورٹی اداروں کو خراج تحسین پیش کرتا ہے جنہوں نے بروقت کارروائی کرتے ہوئے چاروں حملہ آوروں کو ہلاک کر دیا اور اس طرح بہت سی جانوں کو بچا لیا۔
